Minutes Motion to approve: Kathy Casey Second: Sandy Kerlagon Approved with a spelling correction to names. Round Robin Laurie Hamit Banner Health - worked for 2.5 years to get centralized student placement, 8 coordinators to manage the entire system with Banner, Chris Kazer to continue for Colorado area; new facility scheduled to open in April with 24 beds, more capacity in Ft. Collins for students. Suzanne FRCC - enrollment down college wide but not in nursing. Audrey Bopp - UNC - unsuccessful search for director, 5 new faculty for next year, Kathy Casey - Lutheran - census down, placements down, started new graduate residency program. Vicki Vowell - St. Joseph s - new building soon, new grad class in May 8, July will have 16 slots Geri Rush - AAC - new enrollments going well Linda Stroup - MSUD - started traditional program in January Candy - Regis - hiring 5 new faculty, graduation and pinning this weekend, enrollment stays stable Greg - Regis - thank you for placements. Yvette Ross - Concorde - new director and all new staff starting. Yvette Lujan - Adams State - graduating 3 rd cohort in May. Gloria - AHEC - youth mental health first aid program (high schools and middle schools), helps to understand red flags and what MH is all about, Douglas County communications state suicide rate has increased in high schools; RN and LPN refresher going in clusters, developed simulation lab for students with Memorial Hospital, offering to 1

nurses who are out for 10 years or longer, would like to partner with others as well, AHEC provides housing in Colorado Springs. Virginia Middleton - open house this weekend, hosing 9News Health Fair this coming weekend, new clinical coordinator Shana Miller. Kathy Bradley - Children's Hospital - working on accreditation for new grad residency program, new options for clinical is being explored. Mary - Porter - 2014-2015 requests will be completed by May 5th. Jule Monnens - AAC - survey sent to facilities, trying to improve program to make it more relevant to sites, not just students. Kathy Pehanich - SAN - back as coordinator, reconnecting with all of the facilities. Trisha - Rose - starting a Rising Star program, steady hiring, student placement went well. Barb - Adventist - starts traditional program in about 1 week, has radiology and sonography program, will double students on campus. Eniko - UoPx - in search of a new DNEP/CCC for our program. Subcommittee Reports mce Process Flow Laurie - looked at materials from mce, trying to get some of their forms posted to the ACE committee, we can get a password set up to allow access and avoid protected information being on a general site. Great to have for new people information to include how to set up, super user list, and troubleshooting items. Sandie - Orientation manual from a year ago is out of date, can we all get a copy of the updated manual. Laurie - hopefully all of this can be stored on ACE subsite to allow for more up to date information. Vicki - St Joe - asking if other sites struggle with students not uploading documents Geri - Regis - issues on multiple levels with students confused about what to upload. Discussion deferred until mce representative Amber arrived. mce Amber Margosian - statistics shared related to usage and requests in mce. Discussion on how schools hold students accountable to upload documents. Information on new changes that should come in August 2014 These changes include enhancements to student uploads and calendar function of the system. Discussion on placements and documents. Thank you to mce for all the work they have done! Documents Kathy Casey reporting - looked at ACE website, documents that ACE has put together; 1 chair of ACE group in the bylaws, need to change the bylaws to reflect the co-chair model we have changed to; looking at a letter to help orient Clinical Coordinators to their role and ACE; Shannon working on PPD information, working on a screening questionnaire for TB, Barb - sent out bylaws to everyone; one change is to co-chair the meeting, rather than 1 person, adds stronger dimension to the process; 2

Community Reports Colorado Nurses Association Colleen Casper Colorado Center for Nursing Excellence Marianne Horner Alliance for Clinical Education (ACE) issues with whether clinicals are August 1 to July 31 for the start of the rotation; keep as is in the bylaws Beth asking about 1 year term ( should we extend this) maybe extend to a 2 year term and stagger start times for the co-chairs; Bonnie Schaffer moves to change bylaws to add in co-chairs (1 education and 1 healthcare agencies); second by Virginia Middleton, unanimous vote to carry the motion Beth motions to go to 2 year term and stagger the terms, education on odd years, sites in even years; second Vicki Wilson; vote to carry the motion is unanimous. Keep secretary as a one year term, no changes to bylaws needed. Nominations for 2015/2016 is for education co-chair and secretary Nominations will be collected prior to the next meeting and vote will take place at the July 2014 meeting. Nominations - Education co-chair Linda Stroup - Metro Nominations - secretary Christi Niefert - Colorado Christian University ANA and CNA are doing a membership drive for nurses week; the time is now for nursing to have a strong voice and advocacy; save the date for the membership assembly meeting, open to all members and non-members alike; aligning nursing practice, education and legislation (looking for people to sign on and endorse), putting planning committee together, initial meeting Friday by phone. Request - at the Colorado Council for Nurse Educators, volunteered to figure out what RN refresher courses are doing. Would like to know if there is a demand for the courses, what they are doing, how it is going, please email recommendation or ideas. Putting together a profile of what is going on, where are the gaps and best-practices. Legislative session bill went though, community colleges not prepared to graduate BAS in Nursing students. FRCC is not planning on starting a BAS program rather they are looking at strengthening concurrent enrollment with 4 year schools. Cost containment bill in House - no nurse representation on the panel. Clinical Scholar Workshop July 21 st -25 th at Littleton Adventist Hospital. Registration is open. Clinical Scholar Workshop October 20 th to 24 th at Colorado Christian University. Clinical Scholar Workshop to be cut back to 2 per year starting in 2015 (February and July). Interest expressed to develop preceptor education course - will be reaching out to the non-acute care facilities IOM report - continue to host the groups for the recommendations; nurses on boards, a big push for visibility, nurses should be active on hospital boards; this is a focus in 2014. Monthly salon Tuesday at 5pm, wine, snacks and conversation on how to get on to hospital boards. The Center is working with APN regulation that requires 3600 supervised hours for prescriptive authority, weekly meetings, brought 4 recommendations to NPatch - reduce or eliminate the hours, allow another ANP with prescriptive authority to supervise, increase transparency, increase latitude with waivers for out of state 3

Central Colorado AHEC Gloria Nussbaum Board of Nursing Georgia Roberts applications; legislation will be offered up at the next legislative sessions. IN asking students graduating 2010 and later, 67% NP graduates planning on leaving the state due to regulations/rules. APN provide high quality care and nothing in literature supports this level of oversight and supervision that is required by the Colorado BON. Breckenridge conference July 16-19. There is something for educators on academic and clinical sides. One of the pre-conference items is prep for certification course for NLN educator certification, and the other is mental health CRP. Looking at peer assistance contract, multidisciplinary group (nursing, pharmacy, dental, mental health), BON unhappy with evaluators for the peer assistance program available for all licensed personnel; Georgia Roberts attended national meeting - NCSBN has received accreditation, recognized as developing standards for nursing practice, NP compact, Canada now recognizes the NCLEX as determinant for licensing; telehealth was a big discussion at NCSBN, who disciplines the RN when there is a complaint with telehealth, now it is where the patient is located, rather than where the provider is located; NCSBN involved in creating standards around distance education for prelicensure programs - Colorado uses the term physical presence to determine where the students are actually located for testing, NCLEX code is now 10 digits, not 5. Group working on contracts to increase the rigor in evaluating nurse aides (CNA), push to improve competency evaluations; medication aide exam is now delivered out of state; Workforce subcommittee - community advisory group - collecting workforce data and identifying viable options to prepare Colorado's workforce to provide care in all the community living options; Application for license by exam is electronic - annual reports to be delivered electronically. Session for training to come. Chapter II rules approved - provided new definitions for admissions; faculty have to be educated in accredited programs, all new hires have to be from accredited program. Chapter XI CNA rules passed - if program loses approval twice, they will have to wait one year for the third approval. Chapter XIII delegation rules - dealing with school nurses for auto injectors for epinephrine, the new rule excludes these devices from delegation rules. Board vacancies for RN in home health and a public member. Applications found on DORA (www.dora.colorado.gov), "Boards" then "How to Apply". Vacancies on CNA board for CNA, home health RN and public member. Application on BON sub site. NCLEX pass rate PN went up - new standards in 2014. August annual meeting for NCSBN to report on study for Simulation New study out on demonstrating competencies in profession (not used on refresher students) Kathy Casey - is there talk of a competency exam, not just NCLEX for RN licensure Roberta - none at this time. Substance use video - NCSBN site for training how to recognize and approach peers. 4

Professional boundaries video (to be updated) - "Crossing the Line". CCNE Spring Meeting Follow Up/Discussion of Clinical Placement Meeting Next Meeting Follow-up on clinical placement - Marianne can get minutes to those not in attendance. This group will reconvene in November of 2014. COAC Meeting in January had the following discussions: Discussion - where are we now (working and not working) Where do we want to be to prepare students? What is the goal? strengthening partnerships and collaboration between academia and facilities promoting lifelong learning Closing the Gap longitudinal placements in a system curriculum based on community-based care increase simulation, strategically create transition to practice/residency blending course content (M/S and Psych, etc.) Call to action How do schools train students for community based care? Suggestion to stagger start dates to help clinical sites RN license prepares generalists - we have to provide all specialty content Discussion on where practice takes place, how do we get students into the areas that they will actually practice? How do we place students in outpatient clinics? Are there nursing preceptors available for outpatient experiences?
