INTRODUCTION The Astor House Museum, located at 822 12 th Street in downtown Golden, was constructed in the 1860 s. In the 1890 s, an addition was constructed on the building s north side. Several alterations and repairs have been made over the last 150 years, including framing and mechanical repairs in the 1990 s. The building became the Astor House Museum in the 1970 s and is currently operated by Golden s Parks and Recreation Department. The project scope will generally address the following issues: Floor joists which are deflecting under the load of the upper floors of the building. Structural framing members resting on loose rock in the basement floor. Basement walls consisting of unretained near-vertical clayey soils; possibly replacing these with poured concrete basement walls. Minimal if any sitework will be required. SCHEDULE The City is currently in the process of finalizing architectural drawings for the work. The City plans on pre-qualifying no more than 5 general contractors, and the following are key dates in the process: 1
Aug 30, 2013- Qualification submittal deadline for contractors Aug 30, 2013- Final plans and scope of work completed by SDG, Inc. for City of Golden Sept 6, 2013- short list of qualified bidders finalized by the City. Distribute bid packets to these pre-qualified contractors. Sept 10, 2013-Site visit to Astor House for prequalified contractors. Sept 24, 2013- deadline to submit bids to City Oct 1, 2013- State Historic Fund grant submittal deadline In addition, the City intends to apply for a grant from the State Historical Fund to help fund part of the project costs; the timing of the grant process will drive the construction timeline and start date, likely to be sometime in early 2014. DESIRED SERVICES The General Contractor will participate in the project by accomplishing the following tasks: Preconstruction Activities 1. Solicitation and evaluation of pricing from subcontractors and material suppliers. 2. Preparation of a bid to construct the project. 3. Preparation of a construction schedule. Construction services. 1. Procurement of subcontractor services and materials. 2. Management and/or performance of construction activities in accordance with plans and specifications. 3. Periodically hold construction meetings and update the construction schedule. The following services will not be required of the general contractor, but will be provided by the City: 1. Architectural design services. 2. Structural engineering services. 3. Mechanical engineering services. 4. Electrical engineering services. 5. Civil/site engineering services 6. Geotechnical engineering services if required. 7. Materials testing services. 8. Asbestos assessment/abatement services 2
INSTRUCTIONS FOR THE STATEMENT OF QUALIFICATIONS I. PROCESS City staff will select no more than 5 General Contractors who will be invited to bid on the project once bid documents are completed. A site visit will not be part of this prequalification process; however, the 5 Contractors selected to continue through the process will be invited to a site visit as part of the bid process. II. INQUIRIES All inquiries relating to this Request for Qualifications (RFQ) shall be addressed via e- mail ONLY to Vince Auriemma at the following address: vauriemma@cityofgolden.net To maintain the integrity of the selection process, City staff cannot respond to phone or fax inquiries, and discourages prospective submitting firms from contacting City staff. To ensure consistency and accuracy in the exchange of information, all inquiries shall be submitted to Vince Auriemma via email, and all responses will be provided via e-mail to all submitting firms who have provided an email address when downloading this document from the City s website. To be given consideration, inquiries must be received no later than noon local time on August 19, 2013 to allow adequate time for response prior to the submittal due date. III. SUBMITTAL DEADLINE DATE AND LOCATION All Statements of Qualifications must be received by the Public Works Department, City of Golden, 1445 10 th Street, Golden, Colorado 80401 no later than 2:00 pm local time on August 30, 2013. Statements must be submitted in a sealed envelope plainly marked REQUEST FOR CONTRACTOR QUALIFICATIONS: Astor House Structural Stabilization Project, and addressed to the City Public Works Department. Statements that do not conform to the requirements contained in this RFQ will not be accepted. Late Statements will not be accepted under any circumstances, and any Statements so received shall be returned to the submitting firm unopened. In addition, Statements sent by electronic devices (e-mail or fax) will not be accepted. Submitting firms will be expected to allow adequate time for delivery of their proposals either by airfreight, postal service, or other means. Submitting firms are solely responsible for the timely delivery of their Statements. The City of Golden reserves the right to reject any and all Statements of Qualifications, in part or in whole, and to award to the most responsive and responsible firm(s) as deemed in the best interest of the City; further, the right is reserved to waive any formalities or informalities contained in said Statements. All Statements and copies thereof are to be 3
prepared and submitted at the submitter s expense, and upon submittal to the City, will become a City record and therefore a public record. IV. PROPRIETARY INFORMATION All information included in any Statement of Qualifications that is of a proprietary nature must be clearly marked as such. The City of Golden shall be held harmless from any claims arising from the release of proprietary information not clearly designated as such by the submitting firm. In general, it is not acceptable to the City to mark information other than financial data and client lists proprietary without the Public Works Director s written authorization. Failure to adhere to this restriction could result in disqualification of the entire Statement. V. CONDITIONS OF STATEMENT SUBMITTAL A. All submitting firms shall comply with all conditions, requirements, and specifications contained in this RFQ; failure to do so is sufficient cause for the City to not consider the Statement of Qualifications. B. The Statement must be signed by a duly-authorized official of the submitting firm. C. No Statement will be accepted from any person, firm or corporation that is in arrears for any obligation to the City, or that otherwise may be deemed irresponsible or unresponsive by City staff or City Council. D. Only one Statement (and the required number of copies of same) will be accepted from any person, firm or corporation. E. Statements do not have to be bound in expensive binders and promotional material does not have to be included. F. All costs, including associated travel and expenses, incurred in the preparation of the Statement shall be borne solely by the submitting firm. G. The Golden Municipal Code and City Charter prohibit the City from entering into any contracts involving an amount in excess of one hundred dollars ($100) in which an elective or appointive officer or any member of the officer s family has any pecuniary interest, direct or indirect. Certain other restrictions may also apply to contracts in which an employee, member of a board or commission, city council member or member of same s family has an existing or pending financial or personal interest. Therefore, the submitting firm shall execute and submit the attached Exhibit 1, Acceptance of Conditions Statement. It must be signed by a duly-authorized official of the submitting firm, whose signature must be notarized. 4
H. The City will not return Statements, or other information supplied to the City by the submitting firms. After completion of the selection process, any material clearly marked as proprietary will be shredded by the City. VI. EVALUATION OF STATEMENTS OF QUALIFICATIONS All Statements of Qualifications will be evaluated by the applicable City staff. Staff will review the Statements and prepare a list of firms that will be invited to bid on the project. VII. GENERAL EVALUATION CRITERIA City staff will evaluate Statements on the basis of the following criteria: A. The relevant experience and resumes of the key personnel of the submitting firm s proposed project team, including the project manager, superintendent, estimator, field engineer as applicable. B. Previous experience of the submitting firm s proposed project team in working together on municipal projects of similar size, scope, and nature. The submitting firm must be able to demonstrate construction experience with at least three (3) similar projects for PUBLIC SECTOR clients in the last six years. C. The ability of the submitting firm to provide the construction services and competencies required by the City for a project of this scope. D. Results of reference checks and past performance for other clients. VIII. FORMAT OF THE STATEMENT OF QUALIFICATIONS A. The Statement of Qualifications shall contain all information as requested in this RFQ, and any additional information that the submitting firm deems necessary. The Statement shall be limited to a maximum of eight (8) 8.5 inch by 11 inch pages, in the form of 8 single-sided sheets or 4 double-sided sheets. The Statement may include appendices. However, submitting firms should not assume that the appendices, other than the Acceptance of Conditions Statement and resumes, will be read. One hardcopy original and one electronic copy of the Statement in pdf format shall be provided by the submitting firm. B. The Statement must be accompanied by a cover letter, bound with the Statement, stating the name, address and telephone number of the submitting firm, and bearing the signature of the person having the authority to make the Statement for the firm and the authority to enter into a formal contract with the City. statement regarding the contractor s ability to be bonded for at least $500,000 should be included. (Maximum of 1 page in length, but does not count toward the 8-page limit.) C. The Statement must describe the relevant experience of the key personnel of the submitting firm. (Counts toward the 8-page limit, except that resumes of key personnel placed in an Appendix do not count toward the limit.) D. Letters of recommendation from previous clients may be included. (Does not count toward the 8-page limit.) E. The Statement must include a list of at least three (3) references for similar projects in which similar services have been provided. Provide contact names, addresses, telephone numbers, and a brief description, including the location and approximate cost, of each project. (Counts toward the 8-page limit.) F. The Statement must clearly demonstrate that the firm has previous experience in the renovation, stabilization, and/or repair of historic structures. (Counts toward the 8-page limit.) G. The Statement should include any other information deemed necessary by the submitting firm. (Counts toward the 8-page limit.) H. The Statement must include a brief response to the following question: Why is it in the City s best interest to invite (the submitting firm) to bid on its Astor House project? (Counts toward the 8-page limit.) I. The Statement must include a fully-completed Contractor s Qualifications Statement, which is attached hereto, and said Contractor s Qualification Statement must be placed in the appendix (does not count toward 8-page limit) J. The Statement must include the fully executed Acceptance of Conditions Statement. (This shall be in an Appendix, and does not count toward the 8-page limit.)
