The Public Forum is the WTO's largest annual outreach event. It provides a forum for NGOs, civil society, governments, academia and the private sector to exchange views on specific issues related to international trade. ebay s work over the year shaped the theme of this year's Public Forum: trade in an era of innovation and technology. The Public Forum is one of the most important events on the WTO s calendar. It is not only about the world getting to know the WTO. It is also about the WTO getting to know the world. Commerce 3.0 For Development This report looks at CBT across the developing world.! Trade costs are 94% lower for trade on ebay in developing countries The report looks closer at exporters in eight selected countries: Chile, Peru, Ukraine, South Africa, Jordan, India, Indonesia and Thailand.! Over 95% of the small businesses using ebay in the eight countries export! They access on average 30-40 markets This report confirms that global networks such as ebay enable global trade for everyone whether based in developed, emerging or developing markets. Plenary Session Trade & Innovation Rupert Keeley joined by fellow panelists and moderator, opening second day of the Public Forum 2 October Debating innovation and international competitiveness Rupert Keeley discussed trade and innovation together with Rolf-Dieter Heuer, Director- General of CERN Helen McCallum, Director General of Consumers International Mauricio Antonio Lopes, President of Embrapa The discussion was moderated by Julie Gichuru, journalist. Rupert described the new trade taking shape: Small businesses empowered by the Internet and technology are building micro multinational operations irrespective of where in the world they are based. This description was nicely supported by Consumers International. Interviewed after the panel, Ms. McCallum said: What real opportunities a global marketplace offers are for small and medium sized enterprises or even individuals working from home to actually put their products out into a global market, and arguable quite rapidly build a market Breakfast with Deputy Director General Rupert and the other panelists met with the newly appointed WTO Deputy Director General Karl-Ernst Brauner. Rupert encouraged the WTO to put emphasis on making customs and logistics work for small businesses trading globally. 3

Workshop by ebay Inc. and Consumers International Empowering consumers to drive technology enabled trade 2 October Towards a digital economy for all The workshop introduced a new issue to the WTO: Consumers as world traders The panel discussed a trade policy regime that empowers consumers to transact across borders also with small businesses also in and with developing countries Our panelists: Cecile Barayre-El Shami from UNCTAD Richard Bates from Consumers International Julian Brugerolle from European Commission Pradeep Mehta from CUTS Hanne Melin from ebay Inc. Phil Evans, coordinator of the Int l Network of ConsumerAntitrust Advisors, moderated the session. Andy Lendle, international economist at Sidley Austin, made introductory remarks based on ebay research. Workshop by ebay Inc. and Universal Postal Union Customs and delivery as trade enablers 3 October Global trade for small businesses Day 3 of the Public Forum focused on the Bali Ministerial and a trade facilitation agreement. Our panel addressed trade facilitation - customs and delivery - from the perspective of small businesses and including emerging and developing markets. Andrew Wilson from International Chamber of Commerce Mohammad Saeed from UNCTAD Stuart Harbinson, Senior Fellow at Fung Global Institute, Rupert meets new head of UN agency International Trade Center is a joint agency of the WTO and UN. It promotes development through trade and international business. Arancha Gonzales is the new head. Both ITC and ebay Inc. seek to enable economic and social opportunities through technology and innovative solutions. 5
