Town of Conway, New Hampshire: Request for Proposals Recreation Trails Plan Marshall Conservation Area Project Overview The Town of Conway seeks proposals to prepare and present a comprehensive trails plan for the town s Marshall Conservation Area. This study will evaluate an approximately 400 acre parcel of land and provide recommendations for a multi-use recreation trail network. The site is located off West Side Road in Conway New Hampshire. The Conservation Commission balances recreation, wildlife habitat, resource protection and timber management on its conservation lands. The Trails Plan is intended to provide a sustainable approach to allocation of resources and make recommendations for existing and future trail needs. Available Documents: The following documents are available for assistance in preparation of the trails plan: 1. Overall Boundary Plan prepared by HEB Engineers dated December 10, 2014. 2. Tax maps the property consists of 5 contiguous lots as follows (map/lot): 250/106 48 ac. 250/155 168 ac. 247/3 81 ac. 250/159 76 ac. 250/160 22 ac. 3. Aerial map with boundaries by Wadsworth Woodlands dated March 20, 2014. Scope of Work: The Consultant will conduct site visits and will review the existing plans and drawings provided in this RFP. The consultant will meet with representatives of the Conservation Commission in Conway, New Hampshire for site viewing and report presentation. Tasks: 1. Tour site with Conservation Commission members to become familiar with the property s topography and existing trails. 2. Create a base map from Town-provided boundary survey drawings and publicly available sources. Identify existing trails on the property. 3. Review list of goals and objectives provided by the Conservation Commission. 4. Make recommendations for alterations of existing trails, if deemed necessary, and for future expansion of the trail network. Recommendations
are expected to provide recreational opportunities to a variety of users and abilities while minimizing user conflict. 5. Prepare a comprehensive trails plan, including a proposed trail network, trail design and building standards, and evaluation of current trails summarized in a final report detailing results of the study and providing cost estimates for recommended upgrades and improvements. Findings will be presented at a regularly scheduled meeting of the Conservation Commission (2 nd Wednesday of the month, 6:30 pm). General Conditions 1. General Conditions a. You must produce a certificate of insurance, naming the town, its officers, employees and assigns, as Certificate Holder and Additional Insured, for the following types and levels of coverage: - Workers Compensation Statutory - Automobile and Equipment $1 Million/$2 Million - Property Damage $1 Million/$2 Million - General Liability $1 Million/$2 Million If you use a sub-contractor for any portion of the work you must obtain from them, and provide to us, a similar certificate in similar amounts. b. If you are in default of this contract you will be given a ten (10) days notice to cure the default. You will have an additional ten (10) days to cure the default. If you do not do so we may cancel the contract. c. Payments will be made within thirty (30) days of the submission of a bill showing conformance with all work requirements. d. Evaluation of Proposals Proposals will be evaluated using the following criteria: 1. Relevant experience of the organization and staff with similar projects 2. Sample materials (copies of text and plans not to exceed 10 pages in total) produced by the Consultant for a previous client representing final documents on multi-use trail projects with similar complexity, range of tasks, and issues as outlined in this RFP. The sample material should be from a project(s) for which the Consultant team member(s) proposed for this project had principal responsibility. 3. Results of reference checks. At least 3 references with personal knowledge of the consultant s experience and performance must be provided. 4. Best perceived value to the town s and conservation commission s objectives. 6. Right to Reject Proposals The Town of Conway reserves the right to reject any and all proposals, and waive any minor or non-material informality, if deemed to be in its best interests. 3
