Edition: April, 2015 VOLUME 38 e-security POST SHRI RAJIV PRATAP RUDY ATTENDED SSSDC BOARD MEET The quarterly meeting of Board of Directors, SSSDC was held on 18 March 2015, which witnessed a record attendance of 17 Directors and 5 special invitees. Shri Rajiv Pratap Rudy, Hon ble Minister for Skill Development & Entrepreneurship graced the occasion. Various issues pertaining to PSS were brought to the notice of the Hon ble Minister, the main focus being on the following:- a) Resolution of PSAR Act, 2005 anomalies. b) Institution of Central Wage Board for Security Guards. c) Categorization of Security Guard (Level- 4) as Skilled Worker, pan India. d) Allocation of special grant to SSSDC for RPL and setting up Centre of Excellence. e) Advisory by MSDE to corporates to accept only SSSDC certified guards, to ensure standardisation and quality. f) MSDE requested to approach concerned Ministries to insist on SSSDC Certification for PSS manpower deployed within their respective domains. g) Pan India recognition of SSSDC eco system. The Hon ble Minister heard the issues faced by the industry patiently and assured full support from the Ministry in addressing the same. Before concluding the Hon ble Minister released the LMIS on PSS, prepared by SSSDC; the first ever for the Private Security Sector (PSS) and the Handbook of Supervisor and Trainer, aligned to the National Occupational Standards (NOS). SHRI KIREN RIJIJU INAUGURATED 4 th NATIONAL CONFERENCE ON HOMELAND SECURITY ASSOCHAM National Council on Homeland Security in partnership with the Central Association of Private Security Industry ( CAPSI) organized 4 th National Conference on Homeland Security with the theme: A Safe City: Architecture For India on 13th April 2015 at Hotel Hyatt Regency, New Delhi. rather than having all-women police stations". Shri Kiren Rijiju, Hon ble Minister of State, Ministry of Home Affairs, Government of India graced the occasion as a Chief Guest. Minister of State for Home Kiren Rijiju said "Our police stations should be women-oriented and more women should be in security forces, paramilitary forces and in police. We should have police women deployed in all police stations He stressed the need for Central government taking the lead in collaborating with all concerned stakeholders including the industry, state governments, private security agencies and others to bolster the homeland security scenario in the country. Shri Rakesh Asthana, IPS, Police Commissioner Surat, Shri Ajay Singhal, IPS,IGP- Police Modernization, Haryana Police, Shri Mukul Goel, IPS, ADG- Law and Order, Uttar Pradesh Police, Shri Ashok Bajpai, MD- G4S, Mr. Prabhat Manocha- IBM addressed the gathering. The topics covered by the eminent speakers during the conference were the following: - Applying Innovative Technologies in Safe Cities. - Public Private Partnership in Safe Cities. - Safe City: Concept, Architecture and Implementation Models. Highlighting the concern of Homeland Security Kunwar Vikram Singh, Chairman said CAPSI and SSSDC are prepared to impart defined training to security guards and officers those may be deployed to provide security cover to Smart & Safe Cities. He urged Sh. Kiren Rijiju, MOS-Home to ensure that only Certified Security personnel must be deployed in such cities. He informed the Minister that 240 Training centers have been accredited by the SSSDC and 1640 Trainers have gone through special training to impart training as per the National Occupational Standards. CAPSI & APDI delegates Mr. C. Pal Singh, Hony DG-CAPSI, Mr. Mahesh Sharma, Secretary General-CAPSI, Mr. Subhash Wadhawan, President APDI, Mr. V M Pandit, Mr. Ajit Singh, General Secretary-APDI and many more members participated in the event. He appreciated the idea of deploying more women in the police and in paramilitary forces. This will have a positive impact on both in supporting the role of women in building peace and protecting women's rights. He told the PSAs to increase the Page 4 of 9
CAPSI PROPOSED AMENDMENTS TO THE LABOUR CODE ON WAGES BILL, 2015 The Ministry of Labour & Employment forwarded a draft Labour Code on Wages which is proposed to be enacted as a Bill in Parliament. The proposed Code will amalgamate existing four acts namely (1) The Payment of Wages Act, 1936, (2) The Minimum Wages Act, 1948, (3) The Payment of Bonus Act, 1965 and (4) The Equal Remuneration Act, 1976, which would stand repealed on enactment of the Labour Code on Wage Bill. Kunwar Vikram Singh, Chairman- CAPSI initiated prompt action and circulated the Draft Labour Code to the CAPSI Volunteer Leaders and Captains of the Private Security Sector for their suggestions and comments. Simultaneously, a Committee was constituted with CAPSI Vice Chairman (Legal & Licensing) Mr. Jasbir S. Wasu steering the deliberations and activities. Valuable inputs were received by the Committee from the industry stalwarts, thought leaders and CAPSI volunteer leaders. Their sound suggestions and insight enabled Mr. Jasbir S. Wasu to complete the task and submit the changes / amendments to the draft Labour Code on Wages to the CAPSI Chairman Kunwar Vikram Singh for submission to the Ministry of Labour & Employment. On behalf of the Committee, Jasbir S. Wasu, Vice Chairman (Legal & Licensing) extends his profuse thanks to the Chairman CAPSI for his constant monitoring and mentoring, industry stalwarts G4S, SIS, TOPS, Checkmate, Chapter Chairman Tamil Nadu & Puducherry & all others who actively participated to make this exercise meaningful, CAPSI also acknowledges the voluntary service rendered by Corporate Advocate Vishv Nidhi. The recommendations submitted by CAPSI and changes sought in the Draft Labour Code seek to provide ease of doing business, reduction in employer-employee conflict, etc. Interests of MSME (Micro, Small & Medium Enterprises) segment have also been provided for in the proposed amendments. In the past too, CAPSI has been at the forefront for facing challenges that have threatened the Private Security Sector s interests from time to time and has untiringly worked in varied spheres such as the Arms Act, EPFO, ESIC, Vocational Training etc. SECRETARY GENERAL ANNOUNCED TO HOLD GOVERNING COUNCIL MEET Mr. Mahesh Sharma, Secretary General- CAPSI declared the date to hold the Governing Council meet on May 16, 2015 at 0930 hrs at PHD House, New Delhi. He invited the Governing Council members to attend the meet to review our achievements and progress made by the Industry and to discuss further Plan. During this meet, we would revisit all those issues our Industry is facing and develop a well structured strategy to achieve our common objectives. Strengthening the State Chapters will be a part of this discussion. Further, we will set the milestones and objectives to be achieved in the next Financial Year 2015-16. Page 5 of 9
MAJOR GENERAL KULDIP SINGH, VSM JOINED SSSDC AS CHIEF OPERATIONS OFFICER (COO) the top Global Military Training Institutions in China, USA and UK. He excelled in both operational and administrative field and was conferred with VISHISHT SEVA MEDAL on two occasions by the President of India and four Commendation Cards, in recognition of his meritorious contribution to the service. Maj. Gen. Kuldip Singh, VSM** assumed the assignment of Chief Operations Officer (COO) of Security Sector Skill Development Council from 01st April, 2015. The General Officer has 37 years rich and diversified experience of having served in the Indian Army, wherein he has numerous accomplishments to his credit. He has been in the midst of number of activities at the organizational and National level and held prestigious Command, Staff and instructional appointments, during his illustrious military career. He has the unique distinction of being part of the first ever Indian Army expedition to Siachen Glacier in 1981. He also conceptualized, planned and participated in first Indo-UK Peace Keeping Planning Exercise in 2005. He is widely travelled and has interacted with The General officer has subject matter expertise in the fields of Administration/Logistics & Training Development and possesses flair and deep urge towards Skill Development and CSR related activities at the top management level. His organizational skills of conducting National & International events are well acknowledged in the environment, having conducted and participated in three Army Days, Independence Day & Republic Day parades in Delhi (2009-2011). As President of Cantonment Boards in Delhi & Srinagar, he contributed immensely towards development of projects worth hundreds of crores. His extensive experience in strategic planning, macro level policy formulation, operational deployment and national protocols will add value to the organization. He is a dynamic, intuitive and result oriented professional with inspiring leadership traits/skills, who believes in strong sense of team bonding and spirits. Page 6 of 9
PRISIONER REHABILITATION TAMILNADU & PUDUCHERRY CAPSI INITIATIVE CAPSI Tamilnadu & Puducherry Chapter s meeting was held on 27th Feb 2015 at TNCA Club, Chepauk, Chennai. Shri Mourya, IPS DIG of Prison (Head) and Mr. Rajendran DIG Prisons graced the occasion as the Chief Guest. Mr S Mohanraj, Head Prison Rehabilitation explained in detail about this Prisoners Rehabilitation program. Further, Shri Mourya, IPS DIG Head Quarters Prison addressed the gathering. He whole heartedly thanked CAPSI for the cooperation in making this program successful. He also distributed the SSSDC trainer certificates to all the candidates, including the Jail Wardens, who attended the training and also he thanked and appreciated the efforts of Col. KVP Ravi, Mr. B Venkatesan, Hony. Capt Kannaiyan, Capt Shibu Issac and Mr. Mohanraj. All the trainers who had undergone training during the recently held Train the Trainer Program T3 CT-60 A-33 between 15-12-2014 and 24-12-2014 at Mira Southern Security Training Centre, MD s of the respective Agencies and all other members of our Chapter attended the meeting. Capt Shibu Isaac, Chapter Chairman- CAPSI addressed the gathering and explained CAPSI & its role in detail to the audience. Also he explained our respected members about the Prisoners Rehabilitation program and the initiative taken by Shri J K Tripathy, IPS - ADGP Prison, towards this program. Capt Shibu also assured CAPSI s fullest support in providing opportunity for the trained in-mates by these Trainers. At this juncture he appreciated and thanked Mr. Mohanraj for all the efforts he has put in to make this program, move in the right direction. He whole heartedly thanked CAPSI for this great initiative and the appreciation letter signed by Shri J K Tripathy, IPS was handed over to the Committee. Then Shri S Rajendran, DIG addressed the gathering. He informed that Corporate appreciated the training given to inmates, during their visit to Prison. He expressed his wish to make this training program go a long way in the near future.
