INTRODUCTION This report provides data on prime contract actions (PCA's) over $25,000 awarded by the Department of Defense (DOD) in Fiscal Year (FY) 1986. For reporting purposes, contracts have been distributed by dollar value into 11 different size categories. The tables provide information on the number of total actions, their net value, and their percent distribution, by size and according to a variety of categories, including awarding agency, type of contract involved, extent of competed procurements, kind of contract action taken, selected procurement programs, and labor standard statutes. Table 1 presents data by individual size category (e.g., $25,000 to $49,000, $50,000 to $99,000) while Tables 2 through 7 present data in cumulative categories (e.g., $25,000 or ; $50,000 or ). The information in Prime Contract Awards, Size Distribution, assists DOD management in projecting the workload that will be required by various proposed projects. For example, using data in this publication, DOD officials could determine that a proposal teview all contract actions of $500,000 or in FY 1986 would require examining approximately 32,000 transactions. These data can also be used to identify trends in DOD procurement, e.g., to identify which one of the various types of contracts was most frequently awarded (in terms of number of contract actions) during FY 1986. Beginning in FY 1986, two new tables, for selected procurement programs and labor standard statute statistics, are being presented. It should also be noted that in FY 1986, Table 4 has been changed teport the latest methodology for computing the extent of competed data. NOTES ON COVERAGE Contract actions of $25,000 or less are not included in this report. Information on the types of contracts or kind of action is not compiled on these purchases. Intragovernmental actions of $25,000 or (those actions placed by DOD with other Federal agencies, except as footnoted in Table 4) are also excluded from this report, as are foreign military sales (FMS) actions (actions placed by DOD in support of foreign governments). The data here represent new definitive awards as well as other types of transactions, including initial letter contracts, definitization of letter contracts, orders under contracts, funding actions, engineering changes, and terminations. Terminations and other downward adjustments of contracts are included in the award category to which their dollar amount corresponds. Both types are considered positive entries when calculating the total number of contract actions but negative entries when calculating total net value. Each transaction is rounded to the nearest thousand before being assigned to an award category, e.g., a transaction of $25,499 is rounded down to $25,000, while a transaction of $25,500 is rounded up to $26,000. Due to this rounding process, totals may not add up. HIGHLIGHTS As indicated above, with the exception of Table 4, data in this report exclude all actions of $25,000 or less as well as those intragovernmental and FMS actions of than $25,000. All DOD prime contract awards (over and under $25,000) in FY 1986 totaled $158,829 million. This is a decrease of $4,896 million or 3.0 percent less than FY 1985. These FY 1986 awards totaled 14,441,563 actions, which is a decrease of 238,370 actions from the FY 1985 figure. As shown in the following table, this report covers 86.6 percent of the procurement dollars and 1.7 percent of the actions awarded in FY 1986.

Contract actions of $25,000 to $49,000 accounted for 31.2 percent of the number of actions but only 1.7 percent of the total dollars. Actions of $1 million or represented 80.5 percent of the total dollars but only 8.0 percent of the actions. Actions of $10 million or accounted for 56.0 percent of the total dollars but only 0.8 percent of the actions. As shown in Table 2, actions of $1 million or accounted for 79.4 percent of the total Army procurement dollars, as compared with 81.6 percent for the Navy, 84.3 percent for the Air Force, 74.1 percent for the Defense Logistics Agency (DLA), and 51.3 percent for Army Corp of Engineers, Civil Functions. Prime Contract Awards by Type of Contract As discussed above, data presented in this report have a variety of management uses. Data on the distribution of contracts by type of contract (e.g. firm-fixed price, fixed price incentive, or cost-pius-fixed-fee) are also used for analyzing DOD procurement patterns. Table 3 provides data on the net value and percent distribution of seven types of contract actions. As shown in this table, actions of $1 million or accounted for 97.2 percent of the dollars awarded on fixed-price incentive contracts, 96.0 percent of the cost-plus-incentive fee dollars, 95.0 percent of the fixed price redetermination dollars, and from 58.0 to 86.4 percent of the dollars for the remaining types of contracts. As shown below, firm-fixed/fixed price escalation contracts accounted for the highest percentage of actions, both in terms of the number of actions and total net value. Cost-plus-fixed-fee contracts represented the second largest category in terms of number of actions, while fixed-price incentive contracts accounted for the second largest grouping of contracts according to total net value. Prime Contract Awards by Extent of Competed Procurement Table 4 displays information on the net value and percent distribution of PCA's according to extent of competed procurement. Competed contract actions accounted for 73.0 percent of the actions and 55.7 percent of the dollars. Not competed actions made up 19.7 percent of the actions and 21.4 percent of the dollars. Follow-on only made up 7.3 percent of the actions, but 23.0 percent of the dollars. (These percentages were all computed based on the Total Except Exclusions column of Table 4.) Prime Contract Awards by Kind of Action PCA's are arrayed according to kind of procurement action (initial letter contract, definitive contract, change order, etc.) in Table 5. As shown in this table, actions of $1 million or accounted for 98.7 percent of the dollars awarded for definitive contracts which superseded letter contracts, 95.2 percent of the initial letter contract dollars, and from 56.9 to 89.7 percent of the dollars for the remaining kinds of procurement actions. Contract actions other than modifications accounted for 70.1 percent of all actions and 52.2 percent of the dollars. Modifications to contracts accounted for 29.9 percent of the actions and 47.8 percent of the dollars. The distribution within these two categories is shown in the table below. Prime Contract Awards by Selected Procurement Programs A procurement program designates a grouping of supplies, construction, or other services. When planned use is known at the time of purchase, a procurement program is assigned on the basis of the use of the supplies or work purchased (e.g. expenditure for maintenance tools peculiar to an aircraft would be included in the procurement program for aircraft, while general purpose production equipment would be grouped in the miscellaneous supplies procurement program.) in this new table. Table 6, nine selected procurement programs have been developed for displaying information for management use. Prime Contract Awards by Labor Standard Statutes Table 7, a new table in fiscal year 1986. deals with certain labor standard statutes applicable to DoD contract awards. Actions of $1 million or accounted for 87.6 percent of the dollars subject to the Walsh-Healey Act, Manufacturer, 67.4 percent of the Davis-Bacon Act dollars, 60.4 percent of the Service Contract Act dollars, and 59.1 percent of the Walsh-Healey Act, Regular Dealer dollars. As shown below, 85.1 percent of the total dollars are subject to some form of labor standard statute.
