Why are we doing this? Establish new policy directions for CICT as the lead government agency for ICT development in the country Present Philippine government s strategies and programs Create wider awareness on ICT Provide investment opportunities Lay out sustainable strategies for the further development of ICTs Define short and medium term objectives

Why are we doing this? Identify key initiatives to rally all stakeholders Provide the private sector with a reliable frame of reference to heighten their action planning for the future Increase coordination in implementing ICT programs and achieving the desired impact and outcomes

Seven Guiding Principles 1. Realize the goal of a people-centered, inclusive and development-oriented Information Society, where everyone can create, access, utilize and share information and knowledge, enabling individuals, communities and peoples to achieve their full potential in promoting their sustainable development and improving their quality of life.

Seven Guiding Principles 2. Realize that Government s primary role in ICT development is to provide an enabling policy, legal and regulatory environment. Good governance at all levels Supportive, transparent and pro-competitive policy and regulatory framework Government as a catalyst; enabler

Seven Guiding Principles 3. Commit MultiStakeholder Approach to ICT for Development Acknowledge that private sector, civil society, civic organizations, international organizations and other partners have an important role and responsibility in the development of the Philippine Information Society Need to empower stakeholders by ensuring their participation Recognize that the primary role of private sector is to provide investments, capitals and other resources Encourage market-led, rather than government-led, initiatives and projects Determine the specific requirements of LGUs, schools and other community based organizations/groups

Seven Guiding Principles 4. Recognize ICT a tool for Sustainable Development Need to ensure the propagation and widespread use of ICT in all aspects of the Filipinos life. Plans and programs to use ICT for developmental purposes should be: Accessible Available Secure and Accountable Interoperable Sustainable

Seven Guiding Principles 5. Promote the development digital content that is relevant and meaningful to Filipinos Provide online the Philippines' stock of content and provide all citizens with easy access to the information that is important to their lives. Digital content encompasses educational materials, national heritage collections, government information, research databases, literature, history and entertainment and resources in the various Philippine languages

Seven Guiding Principles 6. Create a safe, trustworthy online environment for all Filipinos Take preventive measures to guard against abusive and illegal uses of ICTs Ensure that the privacy and the right to freedom of thought, conscience and expression of individuals are respected

Seven Guiding Principles 7. Need for CICT to transform itself into a strong organization to facilitate ICT development and ICT for development in the country Lean and mean, efficient and effective organization
