Welcome from the Chairman Dear colleague I am pleased to invite you to attend the Registered Nursing Home Association s 2011 Roadshow series entitled If the Inspector Calls, will your home be prepared? The year 2010 introduced some enormous changes to how the health and social care systems in England were registered and regulated. In 2011 the emphasis will move towards the constant monitoring of compliance by providers with the Essential Standards of Quality and Safety. The Care Quality Commission are seeking to take a whole systems approach to their role as regulator. They are seeking to develop a complete picture of each provider, which will be expressed in a Quality & Risk Profile. This Quality & Risk Profile will offer the Inspector a graphic image of all that the Care Quality Commission knows about an individual provider. The Care Quality Commission will use this Quality & Risk Profile to inform their regulatory duties in regularly reviewing compliance by providers. The Quality & Risk Profile will be created from a range of different inputs, including the Provider Compliance Assessment, which will be requested whenever the Care Quality Commission have cause to suspect that the provider is not compliant with any of the Essential Standards of Quality and Safety. The Roadshow programme will examine the Quality and Risk Profile and the Provider Compliance Assessment in detail, identify how they work together and offer solutions to home owners to meet these challenges. Commissioning is moving in a new direction. More and more commissioners are demanding that providers identify the cost of their care as part of the fee negotiations. This is often felt to be a difficult aspect of fee negotiation, the Roadshow will examine how to undertake this costing exercise. We will also look at the impact of the Pembrokeshire Judicial Review on fee negotiations. We have invited Lester Aldridge Solicitors, one of our panel of solicitors, to give an update on legal matters. This will include a review of the impact that the Equality Act will have upon employment, and other employment law matters. What impact will the Immigration cap have on recruitment of staff for care homes? What will the new Quality Rating system look like and how will it work? Where are we with Safeguarding and the review of No Secrets? All of these subjects will be dealt within detail during the afternoon. The new emphasis on complaints will be that the provider will be expected to undertake most complaint investigations. As we are not trained investigators what will be expected of us, how do we undertake such an investigation. Chief Executive Officer, Frank Ursell, is an ex Policeman and a trained detective. He will share some of the finer points of investigation with delegates and provide a structured process for complaint investigation. This RNHA Roadshow programme has been designed to inform care home owners and managers on what will be required of them as we move from registration to continuing compliance. This is an essential conference for all home owners and managers to attend, there are ten Roadshows across all of England, there will be one near you and I look forward to meeting you there.
