PURPOSE This order establishes the organization and command structure of the Chicago Police Department. II. ORGANIZATION 3. Department Administration 4. Office of News Affairs (Item II-A revised, 09 March 2011, AMFN Message 110751.) B. The Department is organized into Operations and Administration, each commanded by an assistant superintendent. C. Operations consists of the following units: 1. Bureau of Patrol 2. Bureau of Investigative Services. D. Administration consists of the following units: 1. Bureau of Professional Standards 2. Bureau of Administrative Services. III. COMMAND STRUCTURE A. Order of Rank 1. The order of rank for Department personnel is: a. b. Assistant Superintendent c. Deputy Superintendent d. The member having the most seniority in grade within the organizational structure of a unit will be in command, unless the or the Superintendent s representative designates otherwise. 3. Exempt members will assume control outside their own organizational structure only when failure to do so would seriously endanger Department operations, its reputation, or its ability to maintain law and order. 4. When personnel from different bureaus respond to an incident, the member in charge will be the highest ranking member of the Bureau of Patrol unless otherwise directed by the Superintendent or designated by Department directive. 5. When there is a dispute, the member that was overruled may appeal to a higher-ranking member from their bureau. Execution of the original order will not be delayed during the appeal. 6. Department members of the ranks delineated in Item III. A. 1. a. - f. will, collectively, be known and referred to as Command Staff. (Item II-A-6 added, 22 May 2009, AMFN Message 091995.) B.
