FAÇADE IMPROVEMENT PROGRAM PROGRAM OVERVIEW AND PARTICIPANT INTEREST SURVEY Interest Survey Period is Monday, October 30, 2017 Friday, November 17, 2017 As part of JEDCO s continuous economic development endeavors, we are pleased to offer the FAÇADE IMPROVEMENT PROGRAM. In partnership with the Parish of Jefferson, JEDCO has designed a forgivable loan program to assist property and business owners to improve the character and physical appearance of their buildings. The program s mission is to create a positive visual impact and stimulate private investment leading to economic revitalization in the program s targeted business districts. Targeted Business Districts Program participation is limited to those properties located within the described boundaries in the targeted business districts. FAT CITY the area bounded by the western half of Severn Avenue, West Esplanade Avenue, Division Street and Veterans Memorial Boulevard. Businesses which front Veterans Memorial Boulevard are not eligible. JEFFERSON HIGHWAY CORRIDOR street-facing properties between Deckbar Avenue and the Jefferson/ Orleans parish boundary Forgivable Loan Program Selected applicants will be awarded up to 50,000 funded by a forgivable loan. The loan will be forgiven, in its entirety, after a three-year compliance period. Who is Eligible for the Program? Building owners and commercial tenants who are located within the above target areas are eligible to participate in the program. Interested Participants The program has a two-phase application process. Phase 1: Interest Survey: All businesses and property owners interested in participating in the program, must complete the Interest Survey below. The Interest Survey will allow the program to measure the interest in each target area. Phase 2: Application Period: Once all surveys are received and reviewed, JEDCO will open the application process. Participants who completed a survey will be eligible to complete a full application to the program. It is anticipated that the application period will begin in January 2018.

How may the forgivable loan dollars be used? Program funds must be used exclusively for exterior improvements. Examples of appropriate project proposal items: REPAIR, REPLACE, OR INSTALL Windows Doors Awnings Signage Masonry Gutters and Downspouts ADD OR IMPROVE Lighting ADA Accessibility Features Patios or Outdoor Spaces Exterior Entryways Murals Landscaping What CANNOT be funded with forgivable loan dollars? Examples of ineligible uses of program funds: Interior Improvements Roofs or Roof Repairs Structural Foundation Interior Lit Signs Interior Window Treatments Routine Maintenance Subsurface Drainage Work Improvements on Residential Properties Non-Permanent Fixtures Business Equipment or Supplies Interest Survey Process The Interest Survey Period will run from Monday, October 30, 2017- Friday, November 17, 2017. Building owners and commercial tenants within the boundaries of the Targeted Business Districts are encouraged to submit an interest survey. Commercial tenants must include a letter of permission from the property owner with their survey. Multi-unit buildings: Each commercial tenant is eligible for a separate forgivable loan OR the property owner is eligible for a single forgivable loan. Meet your neighbor! Property owners and tenants are encouraged to collaborate with owners and tenants in adjacent or neighboring buildings in developing FAÇADE IMPROVEMENT PROGRAM project proposals. Collaborated or coordinating projects may present a greater community impact and contribution towards the program s mission. Each owner or tenant must submit a separate interest survey during survey period, so start talking about improvement ideas with your business neighbor today. NTEREST SURVEY SUBMISSION DEADLINE IS FRIDAY, NOVEMBER 17, 2017 at 5:00pm Application Process AT THIS TIME, ONLY THOSE BUSINESS AND PROPERTY OWNERS WHO SUBMIT AN INTEREST SURVEY WILL BE ELIGIBLE TO APPLY FOR A FORGIVABLE LOAN UNDER THE FAÇADE IMPROVEMENT PROGRAM. Proposed projects received during the application process will be evaluated using the following criteria: PROGRAM MISSION How relevant is the project to the program s mission? VISUAL IMPACT Will the project offer significant visual improvement to the property? Is the improvement in a high-traffic or highly visible area? COMMUNITY IMPACT Will the project benefit the overall neighborhood? Does the project benefit the community as a whole? ECONOMIC IMPACT Will this project result in any economic growth? (add jobs, encourage occupancy, increase building value) USEFUL LIFE OF IMPROVEMENT Are the improvements permanent? Will the improvements be affixed to the property? Forgivable loans under the FAÇADE IMPROVEMENT PROGRAM are limited by available program funds. If all project proposals cannot be supported by the available program funds, then forgivable loans will be awarded to those projects offering the greatest contribution to the community under the program s mission.

Submission of an interest survey is not a commitment to participate in the program, and it does not guarantee a forgivable loan under the FAÇADE IMPROVEMENT PROGRAM. Program Information: Additional program information is located on the JEDCO Website (www.jedco.org) Any program questions may be submitted to facade@gcrincorporated.com The FAÇADE IMPROVEMENT PROGRAM is supported by US Housing and Urban Development (HUD) Community Block Grant (CBDG) Funds. All improvement projects will be completed in accordance with applicable HUD and CDBG regulations.
