ABOUT THE FACILITY Phillips County Health Systems includes a 25-bed critical access hospital and a rural health medical clinic located in Phillipsburg, Kansas. Board of Trustees: Nine members make up the Board of Trustees and they are appointed by the County Commissioners or elected by the public during the general election, dependent on when the position becomes vacant. Phillips County Medical Clinic: The clinic is a hospital-based rural healthcare facility dedicated to providing quality, cost-effective medical care for the entire family. The clinic provides all areas of primary health care, from infants to geriatrics, and provide the diagnosis and management of acute and chronic diseases. Phillips County Hospital: The hospital provides in-patient, out-patient, swing bed, and emergency room care. The hospital s mission is to be a healthcare hub of stability and success while providing quality and compassionate care. Housed inside the hospital facility are laboratory, radiology, emergency services, general surgery, respiratory therapy, sleep studies, diabetes management, chemotherapy treatment, hospice service, patient counselors/advocacy, nutritional services, medical records and administration personnel. Outpatient Clinic: The Outpatient Clinic is located inside the hospital and provides a setting for medical specialists to see patients on a routine basis and allows the expansion of services available to the community. ABOUT THE OPPORTUNITY The Chief Executive Officer is a highly visible position within the community and will have the opportunity to make substantial and immediate impact on several mission critical strategies that the Interim CEO and Board of Trustees have identified. The CEO will navigate the nuances in the changing healthcare landscape and rural healthcare services with innovative ideas and accountability through measurement, assessment and continuous improvement of the organization s performance. The CEO will provide for hospital compliance with applicable laws and regulations and oversee the response to reports and recommendations from planning, regulatory, and inspecting agencies this includes Medicare and Medicaid Surveys, Financial Institution Partners, and the Board of Trustees. The CEO is to be a champion of leadership and customer satisfaction, with the customer not only being our patients but also our physicians, employees, and community members. The CEO will proactively pursue relationships and collaborating opportunities within the local community to build mutually beneficial relationships. The CEO is expected to engage and communicate with members of the community to enhance the reputation and trust of delivering excellent local healthcare services. This position will ensure the delivery of compassionate and high quality patient care, assess programs and operations, achieve financial targets, actively seek financial revenue enhancement and/or cost reductions, and build a compelling vision for the future. The CEO will identify opportunities, market needs, and industry trends while maintaining the flexibility needed to proactively respond to shifting opportunities and threats. The CEO will lead, coach and support the executive management team in an appropriate manner to allow them to fulfill their roles effectively. POSITION REQUIREMENTS Education and Experience BA, Healthcare Administration; MHA or MBA strongly preferred. 5 plus years progressive experience in hospital and provider operations as hospital CEO or equivalent. CAH experience strongly preferred. Proven leader, strong work ethic, strategist/visionary, communications, strong interpersonal skills and team builder. Strong physician/provider and hospital employee relations, financial knowledge and active in community. Open communicator, facilitator, plus experience and knowledge in quality initiatives.
