CEO- Phillips County Health Services in Phillipsburg, Kansas Phillips County Health Systems, a rural Kansas Critical Access Hospital and Medical Clinic, is currently looking for a dynamic, experienced and strategic leader as its Chief Executive Officer to lead the management team. The Chief Executive Officer is responsible for all day-to-day operations of the hospital and medical clinic. Reporting to the Board of Trustees, the CEO is responsible for leading and managing all aspects of PCHS in a manner that allows the organization to excel and succeed into the future through providing superior patient care, operating with financial integrity, and connecting with the community. ABOUT US: The goal of Phillips County Health Systems is to create a healthcare hub of stability and success while providing quality and compassionate care for Phillips County and the surrounding communities. Healthcare is crucial for rural communities to continue to not only survive, but to thrive. The staff is composed of a mix a loyal veterans and new energy. The CEO will have support from experienced department heads in developing and implementing strategies for regulatory compliance, growth, customer satisfaction, and success. Healthcare services directly impact the residents of the community. There are strong supporters and advocates for the advancement of local healthcare and the updating of facilities and services in order to provide the highest standards of care. There are also groups in the community that can be resistant to change and suspicious to new ideas or outsiders. While these supporters and detractors are found in any community, in a small population, their voices can be magnified. The CEO will need to be able to communicate transparently and effectively with individuals representing all walks of life to understand their concerns and assure them that decisions are being made with the best of intentions for not only PCHS, but also the community as a whole. Phillips County Health System is managed by Great Plains Health Alliance (GPHA). The Board of Trustees sets policy and accountability for the organization while GPHA provides administrative and consulting services and is accountable to the Board. GPHA assists the Board and management in areas such as increasing cash flow, group buying power, human resources, central billing office, and information security. ABOUT THE COMMUNITY Phillips County Health Services is located in Phillipsburg, Kansas with a service area that covers a large area of western Kansas including the primary communities of Phillipsburg, Logan, Prairie View, Long Island, Stuttgart, Kirwin, Agra, and Kensington. Location: The community of Phillipsburg is centered around a charming courthouse square and is located on the north-western border of Kansas at the intersection of US 36 and US 183. It is centralized between Kansas City, MO and Denver, CO and Omaha, NE and is within easy reach of major interstates and travel networks to make traveling a convenient option. Phillips County has a population of 5,642 as of the 2010 Census. Education: There are several schools within Phillips County. USD 325 is the school district that serves the city of Phillipsburg. The Mission of U.S.D. #325 public schools is to provide positive school experiences and healthy school environments, which prepare students for successful and productive adult lives. We believe this may best be accomplished by cooperation between our schools, students, parents, and the communities we serve. The school is known for its high educational achievement and producing students that excel in leadership and athletics. Small student populations allow for children to participate in multiple of the wide variety of extracurricular activities offered. Recreation: Phillips County has something for everyone, whether you re an outdoor enthusiast or partaker of the arts. Phillips County is well known for its outstanding hunting and fishing opportunities. There are two lakes that support fishing and water recreation within 30 miles of Phillipsburg. The area is an outdoorsman s paradise for deer, turkey, pheasant, dove, and goose hunting and a variety of fishing. There is a modern auditorium/theatre that plays hosts to a wide variety of performances and events yearround. Three museums are located within Phillips County for history and art displays. For outdoor recreation, there are golf courses, campgrounds, shooting ranges, community parks, an aquatic center, walking trails, tennis courts, and more. The community is thriving with several events that bring people to the area including Kansas Biggest Rodeo and Riverless Festival. ABOUT THE FACILITY Phillips County Health Systems includes a 25-bed critical access hospital and a rural health medical clinic located in Phillipsburg, Kansas. Board of Trustees: Nine members make up the Board of Trustees and they are appointed by the County Commissioners or elected by the public during the general election, dependent on when the position becomes vacant. Phillips County Medical Clinic: The clinic is a hospital-based rural healthcare facility dedicated to providing quality, cost-effective medical care for the entire family. The clinic provides all areas of primary health care, from infants to geriatrics, and provide the diagnosis and management of acute and chronic diseases. Phillips County Hospital: The hospital provides in-patient, out-patient, swing bed, and emergency room care. The hospital s mission is to be a healthcare hub of stability and success while providing quality and compassionate care. Housed inside the hospital facility are laboratory, radiology, emergency services, general surgery, respiratory therapy, sleep studies, diabetes management, chemotherapy treatment, hospice service, patient counselors/advocacy, nutritional services, medical records and administration personnel. Outpatient Clinic: The Outpatient Clinic is located inside the hospital and provides a setting for medical specialists to see patients on a routine basis and allows the expansion of services available to the community. Outpatient clinic services include: orthopedic, podiatry, urology, cardiology, oncology, ophthalmology, migraine and pain management, orthopedic surgery, and general surgery. Rehabilitation Services: The Rehabilitation Department provides Occupational Therapy, Speech Language Pathology, Physical Therapy, and Cardiopulmonary Rehabilitation programs. The Rehabilitation Department is located inside the Medical Clinic facility and has a well-earned reputation for providing superior care and service. Healthcare Providers: Our primary healthcare providers include two Family Physicians, and four Midlevels. The providers are supported by a staff consisting of a variety of ancillary personnel. ABOUT THE OPPORTUNITY The Chief Executive Officer is a highly visible position within the community and will have the opportunity to make substantial and immediate impact on several mission critical strategies that the Interim CEO and Board of Trustees have identified. The CEO will navigate the nuances in the changing healthcare landscape and rural healthcare services with innovative ideas and accountability through measurement, assessment and continuous improvement of the organization s performance. The CEO will provide for hospital compliance with applicable laws and regulations and oversee the response to reports and recommendations from planning, regulatory, and inspecting agencies this includes Medicare and Medicaid Surveys, Financial Institution Partners, and the Board of Trustees. The CEO is to be a champion of leadership and customer satisfaction, with the customer not only being our patients but also our physicians, employees, and community members. The CEO will proactively pursue relationships and collaborating opportunities within the local community to build mutually beneficial relationships. The CEO is expected to engage and communicate with members of the community to enhance the reputation and trust of delivering excellent local healthcare services. This position will ensure the delivery of compassionate and high quality patient care, assess programs and operations, achieve financial targets, actively seek financial revenue enhancement and/or cost reductions, and build a compelling vision for the future. The CEO will identify opportunities, market needs, and industry trends while maintaining the flexibility needed to proactively respond to shifting opportunities and threats. The CEO will lead, coach and support the executive management team in an appropriate manner to allow them to fulfill their roles effectively. The CEO will report regularly to the Board of Trustees on all aspects of operations. POSITION REQUIREMENTS Education and Experience BA, Healthcare Administration; MHA or MBA strongly preferred. 5 plus years progressive experience in hospital and provider operations as hospital CEO or equivalent. CAH experience strongly preferred. Proven leader, strong work ethic, strategist/visionary, communications, strong interpersonal skills and team builder. Strong physician/provider and hospital employee relations, financial knowledge and active in community. Open communicator, facilitator, plus experience and knowledge in quality initiatives.
