SUBJECT/TITLE: Request to set a Public Hearing to consider amending those sections of the City code that regulate rental rates, fees and charges at the Municipal Athletic Complex Fees. BOARD/COMMISSION/COMMITTEE RECOMMENDATION: N/A PREVIOUS COUNCIL ACTION: Periodically the City Council has adjusted the rates & fees at the MAC as needed. BACKGROUND: Attached you will find the proposed changes in rates and fees at the MAC (see Section 540 Municipal Athletic Complex for the complete list of proposed rate adjustments). MAC RATES: Only ice arena rates and fees will be increased under this proposal. ICE ARENA RATES The hourly ice rental rate, the benchmark from which other fees emanate, would be increased $10 per hour. All Paid Admission & Free Admission Game rates will not increase at this time. This proposed increase is clearly budget-driven. The arena rates were last adjusted on January 1, 2009. We recommend the arena ice rental rate increases become effective March 1, 2011. Groups with contracts signed before this time period will not see an increase in rates. The proposed rates are generally in line with, if not lower than compatible facilities (see attached survey of 2011 rental rates). The purpose of this ordinance amendment is to adjust Municipal Athletic Complex fees for 2011. Ordinance Number ORDINANCE AMENDING SECTION 540:00 OF THE 2007 CODE OF ORDINANCES ENTITLED: MUNICIPAL ATHLETIC COMPLEX FEES. THE COUNCIL OF THE CITY OF ST. CLOUD, MINNESOTA, HEREBY ORDAINS: That Section 540:00 of the 2007 Code of Ordinances entitled Municipal Athletic Complex Fees is hereby amended as follows: 540-Municipal Athletic Complex Fees Section 540:00. All other game/event charges will be charted to the Lessee s remaining percentage split balance, if any. Subd. 6. Game Personnel Fees charged for personnel for baseball games Game Rates included 2 maintenance personnel only. Additional game personnel are available for hire on a seasonal or individual game basis; charges for their services will be competitive with the existing market (see current game personnel rate schedules). Personnel available include: Ticket sellers, ticket takers, pass gate attendants, announcer, scoreboard operator, official scorer, press stewards, trainers, police ushers, tournament administrative assistants, tournament headquarter stewards, ball shaggers and parking attendants. Tournament Headquarters Rentals: The Dick Putz Field Tournament Headquarters is available for rental/use as a viewing suite/headquarters during baseball games to booster clubs, faculty associations, private parties, etc. Food and beverage services are also available.
