North Central Texas Council of Governments Child Care Professional Development Training RFQ# NCT-2017-33 INTRODUCTION AND PURPOSE The North Central Texas Council of Governments (NCTCOG) serves as the Administrative Entity and Grant Recipient for the North Central Texas Workforce Development Board, dba Workforce Solutions for North Central Texas (WSNCT). The North Central Texas Workforce Board, comprised of community representatives appointed by local elected officials, sets the strategic direction and provides policy guidance and oversight of the programs delivered by Workforce Solutions for North Central Texas. NCTCOG is responsible for the administration of approximately $64 million in state and federal funds and provides a variety of services to employers and job seekers through a network of Workforce Solutions for North Central Texas Workforce Centers in the North Central Texas 14 county workforce development area (Collin, Denton, Ellis, Erath, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell and Wise counties). Workforce Solutions for North Central Texas currently has agreements with over 650 child care providers (child care centers, registered and licensed home care) and provides subsidized child care services to over 7,000 children per day. Please visit www.dfwjobs.com for more information about our services. NCTCOG is issuing a Request for Qualifications for Child Care Training Vendors to provide Professional Training Services. Respondents may be called upon to provide training in any of the 14 counties we serve: Collin, Denton, Ellis, Erath, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell and Wise counties. Professional Training Services Professional Training Services will enhance long-term quality improvements, build upon minimum required licensing standards and promote school readiness at licensed child care centers and homes and registered family homes. Professional Training services will be delivered as a training session which will range from 2-6 hours in duration. The requested training topics are those that correspond with the Texas Core Competencies for Early Childhood Practitioners and Administrators: Texas Core Competencies for Administrators o Establishing and Maintaining an Effective Organization o Business and Operations Management o Human Resource Leadership and Development o Maintaining a Healthy and Safe Environment o Implementing a Developmentally Appropriate Curriculum and Environment o Instituting Family and Community-Centered Programming Texas Core Competencies for Practitioners o Child Growth and Development o Responsive Interactions and Guidance o Learning Environments, Planning Framework, Curriculum, and Standards o Supporting Skill Development o Observation and Assessment o Diversity and Dual Language Learners o Family and Community Relationships o Health, Safety, and Nutrition o Professionalism and Ethics

North Central Texas Council of Governments Child Care Professional Development Training RFQ# NCT-2017-33 Times of presentations will vary between the hours of 8:00 am and 5:00 pm on Saturdays, or occasionally, between 6:00 pm and 9:30 pm on weekdays. NCTCOG will be responsible for scheduling all dates, times and locations with each successful respondent upon acceptance of each proposed topic. We will also provide all publicity for each training session. Attendance will be limited to no more than 50 people for each Saturday or weekday training session. Professionals who are eligible to present these training or conference sessions must have practical experience in child care centers, family child care settings, or early care settings. You must also have experience in providing training to adult learners. Trainings/trainers must comply with the following guidelines: Be appropriate and relevant to the age of the children cared for by a provider; and Delivered by a trainer who meets one of the following qualifications: Registered with the Texas Early Care and Education Career Development System s Texas Trainer Registry at http://www.uth.tmc.edu/tececds/; An instructor who teaches early childhood development or another relevant course at a public or private secondary school or at a public or private institution; A state agency employee with relevant expertise (e.g., child care licensing or state health services); or Has at least two years of experience working in child development, a child development program, early childhood education, a childhood education program, or a Head Start or Early Head Start program and: has been awarded a Child Development Associate (CDA) credential; or holds at least an associate s degree in child development, early childhood education, or a related field. Trainers will be paid $100.00 per training hour. This payment rate is all inclusive and no other expenses will be paid. Trainers will be responsible for the following for each training session selected: Audio/Visual Equipment Preparing curricula Tracking attendance/sign-in sheets Handout materials Conducting instruction Pre/post testing Evaluations of training by attendee Set up and cleanup of training rooms (Minimal) Evaluation Criteria All services solicited under this RFQ shall be procured under the competitive method and reviewed for compliance with this RFQ to ensure that all required documentation has been submitted. Failure to provide the required documentation may result in the submission being determined Non-Responsive. 3

North Central Texas Council of Governments Child Care Professional Development Training RFQ# NCT-2017-33 This is a cost reimbursement contract. No specific obligation of funds is made under this contract. A selection will include one (1) or more vendors to provide these services and will be with responsible bidders whose submissions are determined to be most advantageous to NCTCOG, with price and other factors considered. Submissions must receive a minimum score of 70 to be considered for award. The responses which have been determined to meet the minimum qualifications for selection, based on score, will be included in a Vendors List. NCTCOG will contact the appropriate vendor(s) to arrange the needed services. Additional information may be requested at that time. Review and evaluation will be based on the following: Qualifications 40 points Proposals will be scored based on the history of the organization or training services and the evidence of qualifications as listed in the proposer s completed Trainer Certification Form, resume, college transcript(s), and current credential(s). Quality of Services as identified in the RFQ 40 points Proposals will be scored based on the content and layout of the proposed service/training as written in the Training Proposal Form (including additional documentation). Proposals must fulfill one of the requested training topics identified in the RFQ. Demonstrated Effectiveness (Past Performance) 20 points Proposals will be scored based on the proposer s letters of recommendation regarding his/her training abilities and the length of time the proposer has delivered services/trainings to adult learners. Use of Historically Underutilized Business - 5 Points Certified Historically Underutilized Businesses must include the Certification as a part of the submission. Selection Process The selection process shall be in accordance with federal procurement principles and the TWC Financial Manual for Grants and Contracts, which requires full and open competition, fair and equal treatment, and arms length relationships with all potential proposers. These principles are addressed in the Board s policies and procedures, which require that: (1) selection of a service provider shall be made on a competitive basis to the extent practicable; (2) the process be conducted according to strict ethical standards, including a code of conduct for Board members and staff, and a policy to guard against real or apparent conflicts of interest; (3) confidentiality and non-disclosure of proposal information are maintained prior to the procurement decision; (4) a policy of openness and access to public records apply after the decision; and (5) fairness and objectivity are maintained in evaluation of proposals, selection, negotiations, and contract management. Positive efforts shall be made to utilize small, minority and female owned or operated organizations in the provision of services. These efforts shall allow those sources maximum feasible opportunity to compete for a contract. Awards shall be made only to responsible bidders who have demonstrated ability to perform based on delivering comparable or related services, staff and organizational qualifications including a satisfactory record of past performance, the ability to meet the requirements of this RFQ, and any applicable regulations of the Board's funding sources. 4

Placement of you on our vendors list does not commit NCTCOG to use you as a Vendor. Only one original of your proposal is required. All vendors will be notified of the status of their proposal no later than October 20, 2017. Responses to this RFQ are due in our office by Thursday, October 5, 2017 at noon (12:00pm) Central Standard Time. Proposals may be mailed or hand-delivered. North Central Texas Council of Governments Child Care Professional Development Training RFQ# NCT-2017-33 Service Period The resulting contract will include an initial term of three (3) years. The NCTCOG reserves the right to negotiate up to two (2) one-year contract extensions without further procurement, based on the needs of our 14 county region, demonstrated performance, quality of services and the availability of funds. This will be a cost reimbursement contract. No specific obligation of funds will be made under this contract. Prices quoted for training will remain in effect for this time period. Governing Provisions and Limitations A. The purpose of this Request for Qualifications (RFQ) is to ensure uniform information in the selection of service providers and procurement of services. A response to this RFQ is not to be construed as a purchase agreement or contract, or as a commitment of any kind, nor does it commit the North Central Texas Council of Governments (NCTCOG) to pay for costs incurred prior to the execution of a formal contract unless such costs are specifically authorized in writing by NCTCOG. B. NCTCOG and the North Central Texas Workforce Development Board reserve the right to accept or reject any or all proposals received, to cancel this RFQ in part or in its entirety, and to reissue this RFQ. C. Unless the proposer specifies in its proposal, the NCTCOG and North Central Texas Workforce Development Board may award the contract for any items/services or group of items/services in the RFQ and increase or decrease the quantity in the RFQ. D. The NCTCOG and the North Central Texas Workforce Development Board reserve the right to hold and select any application that has been submitted in compliance with the previously stated deadline for a period of ninety (90) days after the response deadline. E. The NCTCOG and the North Central Texas Workforce Development Board reserve the right to negotiate the final terms of any and all purchase agreements with proposers selected and such agreements negotiated as a result of this RFQ may be re-negotiated and/or amended in order to successfully meet the needs of the Workforce Development Area. F. NCTCOG and the North Central Texas Workforce Development Board reserve the right to waive any defect in this procurement process or to make changes to this solicitation, as it deems necessary. NCTCOG and the Workforce Development Board will provide notifications of such changes to all proposers recorded in the official record (Distribution Log/Receipts Record) as having received or requested an RFQ. G. NCTCOG and the North Central Texas Workforce Development Board reserve the right to contact any individual, agencies or employers listed in a proposal, to contact others who may have experience and/or knowledge of the proposer s relevant performance and/or qualifications; and to request additional information from any and all proposers. H. NCTCOG and the North Central Texas Workforce Development Board reserve the right to conduct a review of records, systems, procedures, etc., of any entity selected for funding. This may occur prior to, or subsequent to the award of a purchase agreement or contract. Misrepresentation of the proposer s ability to perform as stated in the proposal may result in cancellation of the award. 6

NCTCOG and the North Central Texas Workforce Development Board reserve the right to withdraw or reduce the amount of an award, or to cancel any contract resulting from this procurement if adequate funding is not received. J. Proposers shall not, under penalty of law, offer or provide any gratuities, favors or anything of monetary value to any officer, member, employee or agent of the NCTCOG or North Central Texas Workforce Development Board for the purpose of or having the effect of influencing favorable disposition toward their own proposal or any other proposal submitted hereunder. K. No employee, officer or agent of the NCTCOG or the North Central Texas Workforce Development Board shall participate in the selection, award or administration of a contract supported by any funding source applicable to this award if a conflict of interest, real or apparent, would be involved. L. Proposers shall not engage in any activity that will restrict or eliminate competition. Violation of this provision may cause a proposer's bid to be rejected. This does not preclude joint ventures or subcontracts. M. All proposals submitted must be an original work product of the proposers. The copying, paraphrasing or other use of substantial portions of the work product of others and submitted hereunder, as original work of the proposer is not permitted. Failure to adhere to this instruction may cause the proposal(s) to be rejected. N. The contents of a successful proposal may become a contractual obligation, if selected for award of a contract. Failure of the proposer to accept this obligation may result in cancellation of the award. No plea of error or mistake shall be available to the successful proposer(s) as a basis for release of proposed services at the stated price/cost. Any damages occurring to the NCTCOG as a result of the proposer's failure to contract may be recovered from the proposer. O. A contract with the selected provider may be withheld at NCTCOG or the North Central Texas Workforce Development Board's sole discretion if issues of contract compliance or questioned/disallowed costs exist, until such issues are satisfactorily resolved. Award of contract may be withdrawn by NCTCOG if resolution is not satisfactory to NCTCOG. P. Procurement Dispute Resolution Policy. The NCTCOG is the responsible authority for handling complaints or protests regarding the application selection process. This includes, but is not limited to, disputes, claims, protests of award, source evaluation or other matters of a contractual nature. Matters concerning violation of law shall be referred to such authority, as may have proper jurisdiction. Once the Workforce Development Board has agreed upon selection(s), all proposers will be notified in writing of the results. Any protest regarding this process must be filed with the NCTCOG in accordance with the following procedure. The NCTCOG would like to have the opportunity to resolve any dispute prior to the filing of an official complaint by the protester. The protester should contact the NCTCOG Director of Workforce Development, at (817) 695-9187, P.O. Box 5888, Arlington, Texas 76005-5888, so that arrangements can be made for a conference between NCTCOG and the protester. Copies of the complete appeal process will then be made available to the protester. Solicitation and selection of proposals must conform to relevant State and Federal laws and regulations and local policies governing the procurement of supplies, equipment and services. Proposers are responsible for familiarizing themselves with these laws and regulations. 7

Employment of former Board employees by Workforce Service Contractors The Contractor shall not employ or otherwise compensate a former Board employee who: 1) Was in a Board decision-making position as defined by TWC. 2) Was employed or compensated by the Board anytime during the previous 12 months. At the close of any contract resulting from this RFQ, such equipment reverts to NCTCOG/Board. All purchases of non-expendable equipment made with the Board funds must also be procured competitively, and may require advance approval from the State of Texas and/or the Board. Buy America Act - The Buy America Act (41 U.S.C. 10a - 10d) provides a preference for domestic end products for supplies acquired for use in the United States.
