The General Fund will have more cash carryover this year for two reasons - holding down expenses and having no police officer for part of the year. The General Fund also shows that a city our size cannot afford two (2) police officers. We CAN afford one officer and one part time Code Enforcement officer. The Water Fund income is close to meeting expenditures due to the rate increase last year and cutting expenses to the bare minimum. The big problem for the future is that we have no accumulated reserve fund. The biggest problem in our budget is the Sewer Fund. Even with last year s $15.00 per month rate increase and expenses cut to bare essentials, income is still not meeting expenses. The problem is the decisions that were made before the new Waste Water Plant was built in 2008. To finance the repayment of the 1.7 million loans from the USDA and also operate and maintain the entire sewer system with only money from the monthly rate payers, all for a reasonable monthly rate is proving to be an impossible dream. The original engineering plans called for at least one-half of the construction funds to be provided by a bond. We are going to look at any and all options to possibly provide relief to the rate payers. We will gather information on any options and possibly utilize a financial firm/person to fully research the best option for the citizens.
