These effectives are included in the total effectives in these units, calculated in accordance with the provisions of Article 3 of the Draft Convention. (7) Under the terms of Decree No. I20I 7 of August 2nd, 1926, the army in the home country is intended for the recruiting, instruction and preparation for mobilisation of the units and formations which are to form part of the field army, and to supply the colonial army with the effectives and services necessary to it and, if necessary, to assist in the maintenance of public order.
