2014-2015 UIL Constitution and Contest Rules Section 901: SPRING MEET ORGANIZATION (b) SPRING MEET CODE. The general Spring Meet Code means to: (1) Participate in contests in the spirit of fairness and sportsmanship, observing all rules both in letter and in spirit. (2) Sponsor and advise individuals and teams without resorting to unethical tactics, trickery which attempts to skirt the rules, or any other unfair tactic which detracts from sound educational principles. (3) Accept decisions of officials and judges without protest and extend protection and courtesy to officials. (4) Regard opponents as guests or hosts while placing personal and/ or team integrity above victory at any cost. Maintain grace and poise in victory or defeat. Conduct that berates, intimidates, or threatens competitors, based on gender or ethnic origin, has no place in interscholastic activities. (5) Provide information or evidence regarding eligibility of any contestant or school to local school administrators or to the appropriate judicial bodies upon request. (6) Understand and appreciate the educational values of competition and abstain from modifying or soliciting another teacher to modify grades for eligibility purposes, knowing that such behavior defeats the character-building purposes of extracurricular competition. (7) Abstain from any practice that makes a student feel pressured to participate in nonschool activities. (8) At all times, ensure that competition is relative to a more important overall educational effort, using competition as a tool in the preparation of students for citizenship and successful adulthood. (9) Insure that UIL Academic district, regional and state meets receive precedence over non-qualifying contests or meets. (10) School districts shall notify the academic district or regional meet director no later than the end of the second school day following academic district or regional competition if a student or a team knows that it will not compete at the next higher academic meet.

Introduction Angelo State University is pleased to serve as host for the University Interscholastic League Spring Meet for Region 2-1A. We want to do our part to assure that you have a successful meet and ask that you give close attention to the information contained in this handbook. If you have questions or concerns, please contact one of the Regional Directors. ENTRIES AND CERTIFICATION Academic district meet results must be submitted using the Online Spring Meet Entry System. Please refer to the sections of this handbook on golf (page 21), tennis (page 23), and track and field (page 24) for submitting district results. All District/Area results must be submitted by the following dates: Academic Events April 13, 2015 (Online system) One-Act Play February 23, 2015 (Must be certified online) Golf April 8, 2015 Tennis April 15, 2015 Track and Field April 24, 2015 FEES Each District Director is requested to send one check (total amount for all academic and athletic contests) for all the schools in the district. All entry fees are due by April 1 and are non-refundable. The entry fees for the academic and athletic contests are a flat fee. How the member schools constituting the district divide the full slate fees among themselves is the business of the member schools within the district and the district s Spring Meet Chairperson. Each school with a One-Act Play will send a check directly to the Regional Director postmarked no later than April 21. A fee of $450 will be assessed for each One-Act Play entered. Please refer to Schedule of Fees on page 7. LINCOLN-DOUGLAS DEBATE JUDGES Each school qualifying in Lincoln-Douglas Debate must provide an experienced L-D debate judge for the regional tournament. Judges are expected to be available through the finals round. The name of the judge should be forwarded to the contest director June Smith via e-mail (june.smith@angelo.edu) no later than April 7. A coach may fulfill a school s judging obligation. If a school fails to provide the required judge, a $100 fee will be required from that school. Representatives of the Regional Advisory Committee may NOT fulfill the school s judging obligation. HEADQUARTERS On Saturday, April 25, Headquarters for UIL activities will be located in room 112 of the Houston Harte University Center from 7:00 a.m. until 5:30 p.m. Campus maps, schedules, and other information will be available, and results of each academic contest will be posted in this area as the reports are made available. Regional meet directors are under no obligation to contact winners who fail to attend awards meetings with results. Information regarding the 2015 UIL Academic State Meet is posted on the UIL Web site at https://www.uiltexas.org/academics/state. Information packets will not be mailed to schools or handed out during the regional meet verification meetings or awards ceremonies except for L-D coaches packets for advancing Lincoln-Douglas debaters. Coaches and contestants must go to the UIL web site for the State Meet tentative schedule, Austin hotel/motel information, a UT campus map, parking suggestions, TILF scholarships, and other vital State Meet information. Responsibility for knowing times, dates, and sites of State Meet events rests solely with coaches and contestants. Second place regional teams should also look for the list of wild card qualifiers. MEDALS, PLAQUES, TROPHIES Individual medals will be awarded to first through sixth place winners in academic events except L-D Debate and first, second, and third places in athletic events. First and second place teams in academic events will also receive medals. First-place plaques are also presented in team events. All trophies and medals are awarded according to the uniform state plan and are uniform in all regions. A team academic sweepstakes trophy will be awarded. Academic awards will be presented at the verification/contest site after official results. Athletic awards will be presented at the site of the competition. WITHDRAWALS AND TARDINESS A school that withdraws a student from a Regional Meet is responsible for notifying the appropriate alternate and the Regional Director. Refunds of entry fees for withdrawals will not be made. A list of absent contestants will be reported to the State UIL office from each academic event. It is vitally important that you notify the Regional Director in advance if a contestant will be unable to attend the regional competition. Page 5

ADMISSION FEES Admission fees for the Regional Spring Meet activities are as follows: One-Act Play Track and Field $10 for adults; $5 for students $8 per day for adults; $5 per day for students $12 two-day pass for adults Contest coaches and participating students will not be charged an admission fee. University Hosts: Dressing Rooms: Unit Set: Auditorium Theatre: Authorized Personnel: Students from the ASU Visual and Performing Arts Department will act as hosts for the One-Act Play casts. A University Host will be waiting at the loading door of the auditorium when you arrive to unload and will be able to answer questions, direct unloading of scenery and props, and assist in any other way desired. Dressing rooms will be provided for each school in the University Center. You may plan to leave personal belongings there during performances and should remove them immediately after the performance is concluded. Please leave valuables with a sponsor. ASU provides the basic unit set. The ASU Auditorium is a 400+ seat proscenium theatre, which underwent a major rigging upgrade in the summer of 2012, and an audio system upgrade in January 2015. * In accordance with UIL regulations, only students listed in the Official Eligibility Notice may be in the stage and dressing areas. Only eligible students may participate in the capacity as members of the contest company. *Lighting specials may be hung and preset during rehearsal and left for performance depending upon availability of lighting units. Critic Judges Dr. David Crawford Dr. Crawford has served as a critic judge for over 39 years. He holds a PhD from Texas Tech University in theatre with specialization in Directing, Acting and Playwriting. He completed his graduate work at Stephen F. Austin State University and undergraduate degrees at North Texas State University and Tyler Junior College. He is an award-winning playwright adding New York productions to this resume with publications through Player s Press. He has won the TETA Educator of the Year, Watson Wise Chair for Teaching Excellence, Baker Excellence in Teaching Award and a Piper Nominee. Ms. Lisa Hale Lisa Hale was the theatre director and fine arts department head at Plano East Sr. High School for 27 years. While at Plano East she made two appearances at the UIL State Meet placing second in 2004 with Big Love and capturing the state title in 2006 with a production of The Marriage of Bette and Boo. In 2009, the Texas Educational Theatre Association named her Educator of the Year. Currently, she is teaching theatre at Collin College and enjoys conducting workshops and directing as well as working as a UIL judge and contest manager. A member of the S&P committee for TTAO, she holds a BFA in Drama Education from The University of Texas and a Masters in Theatre from The University of North Texas. Dr. E. Don Williams Dr. E. Don Williams is Director of Graduate Studies at Lubbock Christian university, and has been director of Theatre at Lubbock Christian University since 1979. Dr. Williams has directed over 70 productions at LCU. Williams directing experience includes high school, college/university, and two outdoor productions, God s Country, and Texas. In addition to directing, he has written four plays. Dr. Williams is entering his 36th year as a UIL OAP critic judge, and serviced a term as chair of the TETA s Adjudicator Organization. He has judged UIL OAP contests at all levels, including three state contests. He was also honored as TETA College/University Educator of the Year. Page 19

All matches shall be played under U.S. Golf Association rules with the following exceptions: Caddies/Electric Carts Prohibited. Contact the UIL office for details. Hazards Designated by Tournament Director. After a player hits two consecutive shots into a hazard, the next shot will be played from a designated drop area between the hazard and the green if permitted by the tournament director. Nine Stroke Limitation. In regional and state competition, a player shall pick up the ball and record a score of nine after the eighth stroke of the hole. If a player continues to play, the player is not disqualified, but must count all shots played. According to UIL rules, a player disqualified for an unsportsmanlike conduct violation COULD have all scores posted by the player not count toward the team score. For example, a player disqualified for unsportsmanlike conduct during the first round will not be allowed to continue. First round scores of a player disqualified for unsportsmanlike conduct during the second round may or may not be cancelled. Thus, the first day or second day score may not be used for the team score. Unsportsmanlike conduct is defined as profane, vulgar and/or abusive language audible to others; carelessly and/or deliberately throwing clubs; verbalizing with intent of intimidation; or exhibiting behavior not in accordance with spirit of fair play. First consideration of penalty should be per USGA rules. If the golfer s action warrants, penalty may be disqualification for the round, and/or in the opinion of the tournament director the violation is flagrant, disqualification could be for the tournament.

Coaches Meeting: Please note that in accordance with USGA Rules of Golf, a player who cannot complete the round because of illness or injury is not subject to disqualification for the remainder of the tournament if the tournament director of the Rules Committee is notified and the reason satisfactory. There will be a coaches meeting (for both boys and girls) at 8:00 p.m. on Sunday April 12, in Classrooms C-D in the Junell Center/Stephens Arena on South Jackson Street. Coaches/Spectators: The following rules should be discussed with all participants and coaches. Coaches, parents, and interested spectators should be reminded that they are spectators, and it is not their responsibility to report possible rule violations. Rule violations should be reported by the players or the marshals of the meet. Parents, friends, and other spectators should stay a substantial distance from competitors during play. After play has started, coaches and parents may not coach or advise players. A player is subject to a two stroke penalty on the first offense and disqualification by tournament officials if the coaching continues. On course encouragement, support, applause, etc., is not considered coaching or advice; therefore, it is permissible. Also, coaches are allowed, in fact encouraged, to talk with their players at the turn (after 9 holes) as long as starting play on the back nine is not unduly delayed. Practice Rounds: Results: Course Website: Individuals and/or teams qualifying for regional golf play may be permitted one practice round of 18 holes at the site of the regional tournament. There will be one tee time per team. Sunday afternoon, April 12, has been set as the day for practice rounds. Practice rounds may NOT occur on any other day. Protests: Protests must be filed within 15 minutes of the conclusion of an event. Protest forms will be included in coaches packets. Only coaches may file a protest. Coaches may NOT look at finish line pictures. If a coach has a question, the coach should submit a request (in writing) for the meet referee to look at the finish line photo. Packet Pick-Up/Coaches Meeting: A pre meet Coaches Meeting and Packet Pick Up will be Friday, May 1, 2015, at 8:30 a.m. in the classrooms (second floor) of Angelo State University s Junell Center located at 2235 South Jackson Street. Meet Schedule. Implement Weigh-In: Athlete Check-In: A detailed meet schedule is found on page 27 and will also be included in each coaches packet. There are specific start times for each event, it is NOT a rolling schedule. In case of inclement weather or other unusual circumstances, the university reserves the right to make appropriate changes to the schedule. All contestants must have their discus and shot put weighed and inspected at the track. Field Events: All field event competitors will check in at the event site prior to the start of the event, any competitor not checked in prior to the event starting may not be allowed to compete. Pole Vault: Each pole vault competitor must check in to be weighed and have poles checked based upon the following schedule: GIRLS: 11:00 A.M. Friday, May 1 BOYS: 1:30 P.M. Friday, May 1 Procedure: each athlete will be weighed and have legal poles marked for competition, illegal poles will not be allowed in the vaulting venue. Relay Cards: Each team with a relay entered into the regional championships will receive a relay card in their packet for each relay team. The team must have their completed relay card at the time of check-in. The six (6) athletes listed on the relay card for the preliminaries will be the only six athletes eligible to compete during the regional championships. Therefore, you will not need an additional relay card for finals. Competitor Numbers: Every athlete entered into the meet will be assigned a competitor number that must be worn on the front of their jersey during competition (pole vault competitors may wear theirs on the back of their jersey). Entrance to Complex: Athletes/Coaches may enter at any three gates to the LeGrand Sports Complex. Both spectator entrances as well as the athlete coaches pass gate in the northwest corner of the facility. Spectators may enter only through north or south spectator entrance. All athletes will gain entrance with their competitor number, you will receive two (2) coaches wristbands, and one (1) extra wristband for total of three (3) only. The 800 meter run will start from a one turn stagger and break at the pole; the 1600 meter and 3200 meter run will be run as a final only from a waterfall start. No radios, video, or digital camcorders, ipods, ipads, or cell phones are allowed at ANY TIME in the area of competition, track, infield, or training tent. San Angelo is the center of a thriving community of 100,000 and the city nearest the geographic center of Texas. For some, San Angelo is the true heart of Texas.
