Call for tenders Host city of the On the Way to Oaxaca workshop The Organization of World Heritage Cities is proud to launch its brand new workshop project entitled On the Way to Oaxaca. This workshop, which will be held in May or June 2013, will focus on the theme of heritage management related to sustainable development. This workshop is very important within our organization, as it will precede and contribute to the preparation of the 12 th World Congress that will take place in Oaxaca de Júarez, Mexico, from November 19 to 22, 2013. The workshop will then make it possible for the members of the OWHC to share their expertise and to exchange information on this theme that is directly linked to that of the next World Congress of the OWHC: Heritage Cities, Sustainable Cities. The OWHC therefore launches this invitation to all its cities that are members in good standing and that wish to host the On the Way to Oaxaca workshop to complete the Call for Tenders in Appendix 1. You will find all the details necessary to help you present your city s candidacy to host this workshop. The OWHC is extremely proud of this new initiative for which it will pay for the travel and accommodation expenses for one person only per city, who will be mandated to present the project retained by the scientific committee. All in all, the OWHC hopes to bring together during this workshop some twenty participants coming from as may cities that are members in good standing of the Organization. By the way, you will receive the call for projects form next October in order to submit an innovative project related to heritage management linked to sustainable development. Appendix 1 On the Way to Oaxaca Workshop Calls for Tenders Host City of the Workshop The members in good standing of the OWHC that wish to submit their candidacy to host the On the Way to Oaxaca workshop, which will be held in May or June 2013, must acquaint themselves with this call for tenders and send their candidacy file to Mr. Gabriel Lacroix-Dufour, Programs Administrator of the OWHC, at gdufour@ovpm.org before Monday, October 1 st, 2012. The candidacy files must meet the following criteria: 1. In the implementation of the On the Way to Oaxaca workshop, the host city of the workshop undertakes to provide: a) A letter of interest signed by the mayor of the city explaining the overall context within which the On the Way to Oaxaca workshop resides (special local event, anniversary, etc.); b) The dates of the On the Way to Oaxaca workshop. This 3-day (2 nights) event must obligatorily be held in May or June 2013; c) The physical location of the workshop. The On the Way to Oaxaca workshop will bring together no more than 30 people (15-20 participants from the members cities of the OWHC, 7 members of the scientific committee, the project manager and coordinator of the scientific committee); d) The identification of the accommodations and the costs per participant (at the expense of the OWHC); e) The program and the social component, in compliance with the preliminary program presented under item 3; f) The meals (2 lunches and 2 dinners) for a maximum of 30 participants (at the expense of the OWHC); g) Local transportation (airport/train station hotel meeting place); h) Simultaneous translation in the three working languages of the OWHC: French, English and Spanish (at the expense of the OWHC); i) Technical support: i. Ensuring that short videos for each of the 15-20 presentations will be taken; afterwards, these videos will be put online on the OWHC Website; ii. Technical support for the presentations (PowerPoint, sound, etc.). 2. In the implementation of the On the Way to Oaxaca workshop, the OWHC undertakes to cover for the 15-20 participations and the members of the scientific committee: a) The costs of the airline tickets; b) The accommodation costs for 2 nights; c) The costs of the meals; d) The costs of the simultaneous translation. 2

N.B. As the geographical location of the host city of the On the Way to Oaxaca workshop will have an impact on the travel costs of the participants, the OWHC reserves the right to decide on the number of participants according to the budgets available. 3. Preliminary program The program and the social component that you will present within the scope of your candidacy must respect the following format: Morning Day 1 Day 2 Day 3 Presentation of the participants exchanges Roundtable Paths of action for the OWHC 1 Lunch Arrival of the Lunch Lunch participants Afternoon Dinner/Evening Opening dinner / Social activity Presentation of the participants exchanges Dinner / Social activity Departure of the participants 4. Evaluation of the calls for tender: The calls for tender will be evaluated by the members of the Board of Directors of the OWHC, who will meet in Ejmiatsin, Armenia, from October 7 to 9, 2012. The evaluation will be done on the basis of the following criteria: 1. The general quality of the presentation of the call for tenders; 2. The global context at the local level within which the On the Way to Oaxaca workshop resides; 3. The quality of the program and the social component. 1 Roundtable discussion moderated by the Secretary General of the OWHC, Mr. Denis Ricard. 3

Appendix 2 The On the Way to Oaxaca Workshop Official Document 1. DESCRIPTION OF THE PROJECT The On the Way to Oaxaca workshop, which will be held in May or June 2013, will explore the theme of heritage management linked to sustainable development. This workshop will make it possible for the members of the OWHC to share their expertise and to exchange information on this theme, which is directly linked to that of the 12 th World Congress of the OWHC, which will take place on November 19 to 22, 2013, in Oaxaca, Mexico. This workshop will precede and contribute to the preparation of the next World Congress of the OWHC. Through the implementation of these workshops, the OWHC also aims to pursue further the Sintra Contribution on World Heritage Cities and Climate Change adopted at the General Assembly of the OWHC that took place in Sintra, Portugal, in November 2011. It must be noted that this Contribution was the will of the member cities of the OWHC to: Collect experiences through: case studies and other experiences on climate change to be fed into a database. Capitalize know-how by: creating platforms to present and exchange on good practices during conferences and meetings; providing training workshop for city professionals so as to enhance how-how on adaptation measures for urban heritage. 2. TERMS AND CONDITIONS OF PARTICIPATION Only the cities that are members in good standing of the OWHC will be entitled to participate in the On the Way to Oaxaca workshop. To participate, the cities must submit a project that has been carried out for 2 years or less or is under development on the theme of heritage management linked to sustainable development, by completing the call for projects that will be sent in October 2012 following the meeting of the members of the Board of Directors of the OWHC in Ejmiatsin, Armenia. 4

A scientific committee has been set up to evaluate the duly completed calls for projects The members of the scientific committee that will evaluate the projects submitted are: A representative from Université Laval, Québec City, Canada; A representative from Faculté d architecture 5 de Mayo de l Université autonome Benito Juárez, de Oaxaca au Mexique; A representative from the Town hall of Oaxaca; A representative from the Getty Conservation Institute; A representative from the UNESCO World Heritage Center; Mr. Denis Ricard, Secretary General of the OWHC. Gabriel Lacroix-Dufour of the OWHC ensures the coordination of the committee. The projects that will be retained must meet the following selection criteria: a) The innovative nature of the project; b) The universality of the project; c) The impact of the project on the city s heritage; d) The impact of the projects on the four pillars of sustainable development: society, economics, environment and culture; e) The citizens contribution in the implementation of the project; f) The relevance of the project. The cities that are members in good standing of the OWHC that will be selected to present their projects in the workshop will be the guests of the OWHC. Thus, the OWHC will pay for the transportation costs, accommodation and meals for one person only per city. This person will be mandated to present the project retained by the scientific committee. All in all, the OWHC wishes to bring together during this workshop between 15 and 20 participants coming from as many cities that are members in good standing of the Organization. 3. DISSEMINATION OF THE PRESENTATIONS AND LINK WITH THE 12 TH WORLD CONGRESS OF THE OWHC At the end, the exchange of knowledge related with sustainable development and heritage will benefit much more than only to the members in good standing of the OWHC. A database grouping each of the projects presented within the scope of the On the Way to Oaxaca workshops will be put online on the OWHC website. The projects will be disseminated in the form of video clips recorded during the workshops. The forms of the projects that will be retained will also be translated in the three working languages of the OWHC: French, English and Spanish. 5

Finally, four projects presented within the scope of the On the Way to Oaxaca workshops will be highlighted during the 12 th World Congress of the OWHC. The scientific committee will select four projects from the presentations that will be made during this workshop. Thus, four projects selected within the scope of the On the Way to Oaxaca workshop will provide input for the four thematic segments of the Oaxaca World Congress (one project per segment): urban areas the city and the territory, culture, society and environment. The choice of these four projects will be made according to the same selection criteria presented above. 4. TIMETABLE August 2012: launch of the call for tenders for the host city of the On the Way to Oaxaca workshop; Monday, October 1 st, 2012: final date for the receipt of the calls for tenders for the host city of the On the Way to Oaxaca workshop; Wednesday, October 10, 2012: Announcement of the host city and the specific dates of the On the Way to Oaxaca workshop, as well as launch of the call for projects; October-November 2012: Reminders of the call for projects Monday, December 10, 2012: Receipt of the calls for project; December 10, 2012, to January 18, 2013: Translation of the calls for projects; January 21 to March 1, 2013: Evaluation of the calls for projects and deliberation of the scientific committee; March 4, 2013: Announcement and contact with the selected cities; March-April 2013: Organization (airline tickets, hotel, etc.) May-June 2013: On the Way to Oaxaca workshop; June-July-August 2013: Second evaluation of the projects and deliberations of the scientific committee to determine the four projects that will be presented within the scope of the OWHC World Congress; September 2013: Announcement of the four winning projects that will be presented within the scope of the OWHC World Congress in Oaxaca; 19-22 November 2013: 12 th OWHC World Congress in Oaxaca 2013. 6
