This memorandum provides additional information about capital programs that were not included in Memorandum 2017:B04 Grants for Student Needs (GSN) 2017-18. This memo will outline school board capital allocations for a number of funding programs, provide details regarding opportunities for boards to apply for specific capital project funding approvals and introduce a new annual board report summary report for capital. School Board Capital Allocations School Renewal On April 12, 2017, the ministry announced that it would continue to invest approximately $1.4 billion in school renewal funding in 2017-18 to keep schools across Ontario in a state of good repair. This includes $1.0 billion in School Condition Improvement (SCI) funding and an additional $40 million for the School Renewal Allocation (SRA), bringing total SRA funding to approximately $357 million. As part of the $1.0 billion investment in SCI for 2017-18, the ministry introduced a $200 million Greenhouse Gas Reduction Fund (GGRF) to support the reduction of greenhouse gas emissions from facilities in the education sector. Additional details about SCI, SRA and GGRF funding can be found in Memorandum 2017:SB08 Renewal & Greenhouse Gas Reduction Funding for the 2017-18 School Year. Page 1 of 13

Temporary Accommodation The Ministry introduced a new allocation in 2010 11 to address the estimated annual cost of temporary accommodation previously charged to boards New Pupil Places Grant. This approach will continue in 2017 18 with up to $40 million based upon a combination of expected lease costs reported by a board and a model of portable need activity. This funding may be used for portable moves, leases, and purchases, as well as for lease costs for permanent instructional space and will be flowed as expenses are reported through the Education Financial Information System (EFIS). The portable funding model is based on a three-year history of school specific portable counts as reported in the School Facilities Inventory System (SFIS). Where boards had net board-wide additional portables, these were modelled as new portable purchases at $120,000 per portable. Where boards had additional portables at schools offset by decreased portables at other schools, these were modelled as portable relocations at $30,000 per portable. For example, if a board averaged 8 portable additions and 5 portable removals over the three-year history, the Temporary Accommodation allocation was calculated as $510,000 (3 portable purchases at $120,000 each and 5 portable relocations at $30,000 each). In order to ensure fair and accurate temporary accommodation funding in future years, it is recommended that boards reflect any changes to their portable inventory in SFIS before January 31st each year. As introduced in 2016-17, unspent funds of a board s Temporary Accommodation allocation from the previous year will be carried forward and placed in deferred revenue for spending on temporary accommodation. Expected lease costs are calculated by summing the board s Revised Estimates for Portable Leasing Costs and Operating Lease Cost for Instructional Space. As a reminder, pursuant to section 171 of the Education Act, boards are required to seek Minister s approval prior to leasing space to/from colleges or universities for the purposes of pupil accommodation. Please refer to Appendix A for the board-by-board allocations. Capital Planning Capacity The Capital Planning Capacity (CPC) program, which was originally announced in memorandum 2015: B03 to support school boards undertake a range of capital planning-related activities, will continue into the 2017-18 school year. The Ministry has allocated $8.3 million in total to the CPC program as follows: $8.1 million to support Capacity Building and Data Management initiatives $200,000 to encourage the development of more joint-use schools Capacity Building and Data Management Funds have been allocated using the same methodology as in the 2015-16 and 2016-17 school years. Please refer to Appendix B for the board-by-board allocations. Page 2 of 13

As a reminder, Capacity Building funding is intended to: Ensure boards develop capital plans to effectively right-size and manage excess capacity in their schools; Support boards to undertake accommodation review processes; Identify and develop potential facility partnership opportunities in underutilized schools that have been deemed by the board as being viable to support such arrangements; and Provide support to hire third-party mediation services to facilitate municipal/board planning discussions and to support cooperative planning. Data Management funds are intended to specifically support the hiring of additional resources for: VFA.facility updates; and School Facilities Inventory System updates. Please see the Capital Project Funding Programs section for Information regarding the Joint-use Seed Funding Program. Community Hubs: Minor Retrofits and Accessibility Funding In 2017-18, the ministry will continue to provide $50 million to support the Community Hubs: Minor Retrofit and Accessibility Initiative. Please refer to Appendix C for the board-by-board allocations. Boards continue to use this funding to: retrofit available school space into space for use by new community partner(s) or to expand existing community hub spaces in schools, or improve the accessibility of a school to enable use by a broader range of community partners. Note that school boards are now permitted to use this funding to enhance the accessibility of schools for community programs that operate exclusively after regular school day hours. This funding allocation will be reflected in the 2017-18 Revised Estimates. Capital Project Funding Programs Capital Priorities Funding Since the Capital Priorities Grant program began in 2010, the Ministry has allocated over $3.0 billion in capital funding for the construction of new schools, permanent additions, renovations and school purchases. The Ministry will continue to invest annually in school board capital grants through the Capital Priorities Program. The program serves as the primary means for funding school capital projects required to address accommodation pressures, replace facilities in poor repair, support the consolidation of underutilized facilities, and provide facilities for French language rights holders in under-served areas of the province. Capital Priorities grants are awarded based on business cases submitted by school boards. Boards are reminded that priority approval will be given to Joint-Use School proposals. Please see the Joint-Use Seed Funding Program below for further information. Note, effective the 2016-17 school year, elementary and secondary construction benchmarks have been increased to $1,999.09 and $2,180.84 respectively. Land Priorities Funding The ministry will invest up to $60 million in land purchases through the Land Priorities program. The program provides funding to school boards to support their priority land requirements. School boards that are eligible for Education Development Charges (EDC) are expected to generate land funding through taxing new development for new schools that are required due to residential growth related accommodation pressures. Early Years Capital In 2016, the government announced its five year commitment to support access to licensed child care for 100,000 additional children aged 0 4 over the next five years, so that more working families can find quality, affordable care. As a first step in supporting the creation of 100,000 new licensed child care spaces across Ontario, $65.5 million was allocated to school boards as part of the 2016 Fall Economic Statement to create approximately 3,400 additional child care spaces in schools. Details regarding the new Early Years Capital Program (EYCP), which includes all school-based child care and child and family program capital, can be found in Memorandum 2017:B06 Request for Early Years Capital Program Funding Submissions. The EYCP will offer School Boards and Consolidated Municipal Service Managers (CMSMs) and District Social Services Administration Boards (DSSABs) with an opportunity to identify their school-based early years specific accommodation needs. Community Hubs: Replacement Space Funding For the 2017-18 school year, the ministry has funding available to support the capital costs of relocating an existing community hub from one school (operating or nonoperating) to another in circumstances where the original school is: o To be closed or sold, or o Facing enrolment pressure. In situations where the original school is facing enrolment pressure, Replacement Space Funding will be restricted to schools where the footprint cannot be expanded. Funding will be allocated on a business case basis, jointly submitted by both a school board and the community hub. Business case details will be included in the rollout of the 2017 Capital Priorities program. The deadline for Replacement Space Funding requests will align with Capital Priorities. Page 4 of 13

Community hubs that align with the priorities and goals of the ministry (e.g., child and family programs, child mental health, French language services, post-secondary programs, etc.) will be prioritized. Any community hub that provides competing educational services is not eligible for Replacement Space funding. Joint-Use Seed Funding Program The ministry is providing these funds to encourage the development of more joint-use schools between two or more school boards. In the Capital Priorities Grant program, priority approval will be granted for Joint-Use School proposals. As announced in Memorandum 2016:B17 dated October 12, 2016, the Joint-Use Schools Seed Funding program is available to school boards over the next two years, on a first-come, firstserved basis. Successful applicants will receive $20,000 in operating funding, per school board, to support the development of a joint-use school project. The ministry will accept applications any time during the school year. School Board Capital Summary The ministry is introducing a new public document to provide a summary of board specific capital information. This document is intended to replace the capital section formerly included in the annual Grants for Student Needs Projections document and includes current and historical information regarding funding, projects, condition assessments and school spaces. The 2016-17 School Board Capital Summary can be found on the Capital Policy and Programs Branch s website at https://efis.fma.csc.gov.on.ca/faab/capitalprograms.htm.
