AGENDA ITEM NO. 1 MINUTES DALLAS AREA RAPID TRANSIT ECONOMIC OPPORTUNITY & DIVERSITY COMMITTEE MEETING September 12, 2017 The Dallas Area Rapid Transit Economic Opportunity and Diversity Committee convened at 1 :48 p.m., Tuesday, September 12, 2017, at DART Headquarters, 1401 Pacific Avenue, Dallas, Texas, with Chair Wong Krause presiding. The following Committee members were present: Michele Wong Krause, Jonathan R. Kelly, Catherine S. Cuellar, Amanda Moreno, and Dominique P. Torres. Other Board Members present: Gary Slagel, Rick Stopfer, and Faye Moses Wilkins. Others Present: Gary Thomas, Jesse Oliver, Scott Carlson, Gabriel Beltran, Marcus Moore, David Leininger, Michael Muhammad, Cannen Garcia Nancy Johnson, and Yvette Martinez. 1. Approval of Minutes: August 8, 2017 Hearing no objection, Chair Wong Krause stated the August 8, 2017, Economic Opportunity & Diversity Committee Minutes were entered into record as prepared. 2. *Briefing on Disadvantaged, Minoritv, and Woman-Owned Business Enterprise Participation During the Third Quarter Mr. Gabriel Beltran, Director of DMWBE Services, briefed the Committee (slides on file with the Office of Board Support) as follows: Topics Minority/Woman Owned Business Enterprise Program FY 2016 M/WBE Summary Disadvantaged Business Program FY 20 16 DBE Summary What is a DBE and M/WBE Goal: Annual and Contract Specific? Contract Specific vs. Annual Goal What is the Difference? Ms. Moreno inquired how attainment is tracked. Mr. Beltran replied contractors are required to submit a Vendor Payment Report, which shows payments made to subcontractors. Helping Ensure Commitments Helping Ensure Attainment Mr. Kelly asked, if problems meeting goals are identified, will this effect future opportunities. Mr. Beltran replied yes. Importance of Outreach Chair Wong Krause questioned how many times a year is the symposium done. Mr. Beltran replied twice in the last year. 09. 12.201 7 EOD Minulcs 9/28/2017: 8:00 A.M.

Ms. Torres inquired as to how the symposium is marketed. Mr. Beltran answered that emails are sent out to known contractors, website posting, notifications to Chambers of Commerce, Contractor Associations, etc. Ms. Cuellar asked when is the next opportunity for subcontractors to get certified for consideration. Mr. Beltran replied the certification service is contracted out. Mr. Beltran responded there was no specific reason for the lack of Hispanic and African American prime contractors this quarter; it just worked out that way. Ms. Moses Wilkins requested Mr. Beltran to explain how attainment is tracked. Mr. Beltran responded attainment is tracked through the life of the contract and captured annually. Ms. Moses Wilkins questioned if staff focuses on growing small subcontractors. Mr. Beltran replied DART has programs in place to grow subcontractors. Ms. Moses Wilkins requested staff to return to the Committee regarding second tier dollars. Chair Wong Krause asked what is considered a small purchase. Mr. Beltran replied anything under $SOK. 3. *Briefing on Diversity Department's Outreach Program This item was deferred to the next scheduled meeting. 4. Identification of Future Agenda Items Chair Wong Krause reiterated Ms. Moses Wilkins request of a presentation on second tier dollars and attainment issues. 5. AGENDA ITEM NO. 2 Agenda Report DATE: October 3, 2017 SUBJECT: Briefing on Diversity Department's Outreach Program RECOMMENDATION This is a briefing item only. No action is required at this time. BUSINESS PURPOSE. This purpose of this item is to brief the Economic Opportunity and Diversity Committee on the Diversity Department Outreach Program. The briefing will include information on activities and initiatives designed to increase Disadvantaged, Minority and Woman-Owned Business Enterprise participation on DART contracts..
