Preliminary information Regulation Regione Abruzzo / ARAEN Regional Energy Agency, in collaboration with the Ministry of Education, Regional Education Office, the University of L'Aquila, Department of Human Sciences and with the support of ENEA, Technical Unit for Energy Efficiency promotes the Competition "Energiochi 8", with the aim to introduce students to the knowledge of the world of energy and understanding those attitudes that are the basis of intelligent consumption of energy sources, to inspire affection, protection and respect towards what surrounds us, going from the sense of strangeness to "take care" of our environment. With this occasion the activities under the Collaboration Agreement signed between Regione Abruzzo and ENEA aimed at establishing an educational and training collaboration project will be developed. In support of school activities, Regione Abruzzo, University and ENEA highly qualified staff, will organize free seminars at the schools enrolled in the competition and provide them with technical and scientific advice to study issues related to energy development and environment, as well as pass on the true spirit of the competition Energiochi, that has successfully come to its eighth edition. Recipients The contest Energiochi 8, begins September 21st, 2012. All Kindergartens, Primary and Secondary schools students, can participate as a group formed by a class or multiple classes. The final work must be done by the whole class or multiple classes. Participation is free. Interested Schools must submit their application form (attached hereto) no later than Genuary 31th, 2013, by any means of communication (by hand, mail, fax or mail). Participating classes can find information about the competition by visiting: http:/energiochi.regione.abruzzo.it energiochi@regione.abruzzo.it Aim The competition is aimed at spreading knowledge on energy issues and at creating skills and virtuous daily behaviors towards sustainability and energy saving. The objective is to promote awareness, responsibility, co existence with the environment to change it in a creative and sustainable way, looking to the future with a good use of energy resources, engaging pupils and school staff on issues of sustainable development, and in particular on sustainable energy (energy saving, reduction of the consumption of fossil fuels, renewable energy, etc..) through the creation of works and projects that have energy as theme. 2

Object The competition aims at rewarding the classes that have created the best work to raise awareness on the issues of energy saving and renewable energy during the school year 2012/13. The issue concerns an original way to represent energy and its consumption from the personal experiences and expectations for the future, with an eye on the resources and energy consumption, their management, on issues related to the coexistence of different interests, as well as on the values of this good. To support the initiative, teachers will be provided training opportunities on the subject of energy from renewable sources (photovoltaic, solar thermal, wind, geothermal, hydroelectric) and the possibility of dialogue with industry experts and workshops to be done in class. Students may choose to elaborate one of the following works: - Posters / informative billboards, photos, images, slogans, games; - Making a video, drama or music; - A project of energy innovation and energy saving; - Study or construction of a "green engine"; - A plastic reproduction of a plant or sections of it; - A journalistic or advertising video; - Experimental kit / model related to energy efficiency or renewable energy. ONLY FOR PUPILS OF SECONDARY SCHOOLS The representation may relate to the specific characteristics of a single energy source or the relationships between them, it can also relate to news, events, actions or specific interventions related to development initiatives, valorizing actions or critical aspects of the territory. In order to encourage young people to reflect on the social, economic and cultural aspects of the energy today, the theme can also be developed from a study on the dynamics of the Sustainable Communities and the aspects that characterize them: the environment, not only the natural environment, in Sustainable Communities, Sustainable Communities in human behavior, capabilities and potential of a Sustainable Community, the values underpinning a Sustainable Community, the process of creating a Sustainable Community and individual responsibility, its identity and its impulse to be fully realized. The deepening of the issue may also be an opportunity to reflect on: - The actors and the governmental tools in the world of energy; - The assets and resources required to nature for energy production; - The man and Energy: the cultural models behind the decisions of energy production. Modality Entries must be sent exclusively on computer CD or DVD. We do not accept paper originals. The work should be placed in a special envelope, to be received no later than April 10th, 2013 to the following address: Regione Abruzzo Servizio Politica Energetica Via Passolanciano, 75 65124 PESCARA 3

The envelope must indicate the sender and subject, stating: "Competition Energiochi 8". It is compulsory to insert separately on the envelope: 1) CD or DVD containing the work object of the competition; 2) Short didactic activities accompanied by appropriate documentation (photographs, educational visits, lectures, etc.). 3) Cover letter stating: - Correct address of the School and class / the participant / s; - Name and surname of Teachers who have followed the work and a mobile phone if possible; - Name and surname of the students who participated in the work. The envelope will be delivered by hand (address indicated above) within office hours or sent by postal mail or courier. The shipping costs are the responsibility of the sender. Jury The works will be examined according to the evaluation criteria, by a special Jury, comprising: Officials from the Ministry of Education, Directors of the Regional School Office, University of L'Aquila teachers, Department of Human Sciences, Officers of Regione Abruzzo, Experts from ARAEN and ENEA. Evaluation Criteria The basic criteria for the evaluation, for the attainment of 100/100 of the score are: 1. relevance to the object of the competition, score from 1 to 20; 2. methods and use of materials, score from 1 to 20; 3. originality and experimentation, score from 1 to 20; 4. effectiveness of communication, score from 1 to 20; 5. Single work undertaken by several classes, score from 1 to 20. The "works" will be evaluated according to the evaluation criteria. If the evaluation does not reach the sufficiency, the work will not be taken into account for the assignment of the first three prizes, but only for the allocation of special prizes. Awards The top three winners for each level of education in each province are awarded as specified: 1st prize = 800.00 2nd prize = 600.00 3rd prize = 400.00 The Commission has the right to award special awards but never exceeding the 3rd prize. The final evaluation will be directly communicated to the winning schools and published on the website of the Abruzzo region, at http:/energiochi.regione.abruzzo.it from 30th April 2013. These publications replace all the effects of the act of winning notice. The winners of the first three prizes will participate free of charge to the final awardsceremony that will take place by the end of May in the city of Teramo. The methods and timing for this event will be communicated in due time directly to the winning schools. 4

Available resources Abruzzo Region will provide at its own expense, the following resources following a written request according to the table below: - Technical personnel to be sent to the classes enrolled in the competition, to deepen the thematic object of the competition; - Educational visits at plants producing energy from renewable sources located on the regional territory, depending on availability of the plants; - for materials NOT supplied by the school, it is possible to apply for a contribution (it must be supperted by documentation) for an amount not exceeding 300.00 (including VAT). The disbursement of the amount claimed, will be evaluated according to the documentation submitted and its relevance. Using processed and processing personal data Power of the organization of the competition combined promotional initiatives, in times and procedures to be determined, including the publication of the Official CD SIAE a collection containing the "raw" received. Participants in the competition, with the request to participate, without additional written release, but remained the legitimate owners of SIAE, agree that their "processed" may be taken into the official edition from the publisher Energiochi; further agree not to have any claim to any reason whatsoever, with respect to any such initiatives. Participants waive any right to require, photography and the Phonographic Broadcasting, their performance is to be considered free. Participation in the competition "Energiochi 8" implies acceptance of all the points contained in this announcement. The non-acceptance of even one of these, cancel the Competition. According to D. Decree 196/03 all the personal data of which the Abruzzo Region will possess will be used only in respect of the Competition and activities related to it. The data collected will not be in any way communicated or disclosed to third parties for purposes other than those of the competition. Awards "ENERGIOCHI" was awarded in Paris, at the Second Regional Conference of Energy in Ile de France, in June 2009, for the high educational content aimed at children of all ages. Under the patronage of the President of the Republic, at the Campidoglio in Rome in January 2009, with "A forest for Kyoto" to "A School a Star", the Energy Department received the award given to the project whose educational value towards the use of renewable sources for the production of energy is a positive result, appreciated by the public. "ENERGIOCHI" participates in the Campaign SUSTAINABLE ENERGY EUROPE and it was recognized as "BEST PRACTICE" at the European level. In 2011 Energiochi was also nominated for the Sustainable Energy Award for Learning. The careful and skilled educational activities carried on for many years and with great skills by the teachers of the schools, with the officials of the Abruzzo Region and ARAEN and ENEA experts in previous editions of "ENERGIOCHI", contributed to achieve the objectives set by the European Union 20/20/20, to reach out to the year 2020 the reduction of energy consumption by 20% and the development of renewable energy sources by 20%. These objectives are enshrined in the COVENANT OF MAYORS, an initiative on sustainability and efficiency of the European energy policy at local and regional level, which was signed by the European Commission with all the municipalities in Abruzzo, supported by the Province and the Region. A "Cooperation Agreement" between Abruzzo Region, the County of Avila (Spain), the region Marramures (Romania), with The Republic of Cyprus, was signed and thanks to Comenius Project pupils and teachers from EU countries of Germany, Poland, Slovakia and Italy, (represented by Torre dei Passeri (PE) Comprehensive School) could exchange experiences and carry on guided tours. The prize-giving event of last edition "ENERGIOCHI 7" (Energy Day) was held live with members of the DG Energy of the European Commission in Brussels with members of FEDARENE (European Association of Agencies and Regions for ' Energy and the Environment) and Denmark. 6
