ORGANISATION Aboriginal health Improving Aboriginal health is mainstream business in the Territory and is our greatest challenge. We recognise tackling the underlying causes of poor health and providing health services within a primary care framework is the best approach. We play a vital role in ensuring that Aboriginal Territorians receive the best possible health care that the system can offer. We also recognise that it will take a sustained effort to improve the health and wellbeing of Aboriginal Territorians and close the gap in life expectancy and quality of life between Aboriginal and Torres Strait Islander people and other Australians. At the national level we play a lead role in working towards targets designed to close the gap set by the Council of Australian Governments in 2008. The Territory is the only jurisdiction on track to meet its targets. We actively engage in partnerships with the Aboriginal Community Controlled Health Sector and non-government and private health providers which are essential in addressing Aboriginal health. BACKGROUND New Service Framework for Health Services in the Northern Territory On 27 November 2012 the Minister for Health announced a New Service Framework for Health Services. This Framework is in the process of being implemented and will change the way health services are delivered across the Territory. The Framework will result in a more contemporary and responsive Health System. It will clarify the role of the various elements of our system, enhance innovation and flexibility for care, devolve decision making closer to the service setting and strengthen health system governance overall. It will also facilitate greater local engagement with communities that we serve and with our local service partners. The new service framework will result in :- the establishment of two Health Services, one in the Top End and the other in Central Australia, operated by Statutory Boards that will govern service delivery; the transition of specific health services to the Health Services which are being phased in over the next 12 months; a smaller more focussed Department that will be responsible for Territory-wide services, policy advice, system planning, clinical governance frameworks, service agreements, system monitoring and intergovernmental relations; the establishment of the Corporate Support Bureau that will provide corporate services to the Health Services and the Department of Health. JOB SPECIFICATION POSITION : GENERAL MANAGER, ROYAL DARWIN HOSPITAL TEHS DESIGNATION : EXECUTIVE OFFICER 3 WORK UNIT : TOP END HEALTH SERVICE, ROYAL DARWIN HOSPITAL POSITION NUMBER : 34153 RESPONSIBLE TO : CHIEF OPERATING OFFICER Primary objective The General Manager (GM), Royal Darwin Hospital (RDH) is accountable to the Chief Operating Officer (COO) Top End Health Service (TEHS) for the management of the Hospital and associated services and delivery against relevant targets contained in the Service Delivery Agreement (SDA) between TEHS and Department of Health (DoH). Key responsibilities responsible for the day-to-day operations of the Hospital including the efficient administration of hospital services and resource management including financial, asset and human resources; accountable for actively contributing to the achievement of the full range of TEHS Performance Agreements, targets and relevant key performance indicators and the development of the Health Service vision and strategic direction; leading RDH service planning and development, providing policy direction and developing, maintaining and supporting system wide frameworks to ensure that RDH provides coordinated, client-centred, quality evidence based services; in collaboration with other areas of the Department, developing and negotiating RDHrelated inclusions into the SDA s between DoH and RDH providers including standards, scope of services, budget, output and quality parameters to ensure that the RDH provides coordinated, client-centred, quality and evidence based services; developing and maintaining effective collaborative partnerships and strategic alliances with internal and external stakeholders including Health Services, other government agencies, non-government organisations and the community; implementing and maintaining effective reporting systems on all areas within the position s responsibility to comply with agency strategic directions and business plans; effectively managing RDH staff to achieve high performance in relation to the services provided. PERSON SPECIFICATION Selection criteria Essential demonstrated ability and a proven record of success in providing strong/effective leadership and management to motivate a range of skilled and professional staff and to unite diverse activities to common aims; sound knowledge of healthy policy and current issues facing the health industry; highly developed interpersonal skills together with proven abilities in liaising, consulting and negotiating at senior management levels concerning complex and sensitive issues; highly developed strategic, conceptual, analytical and collaborative skills including the ability to devise capacity to think and act innovatively and to interpret and manage the social, political and organisational environment; understanding of ethical and legal considerations in relation to health legislation and other legal instruments relevant to the delivery of health and hospital care and treatment; previous experience in the management of a significant financial resource, including budget management; ability to maintain high level personal performance including the ability to manage pressure and change in an environment of continuous improvement and to maintain credibility and trust with a wide range of professional and non-professional staff. Desirable degree in relevant discipline; Masters level qualification that demonstrates achievement of technical skills and knowledge to fulfil above key responsibilities.
