The Workshop will ask Does the need for a Safety Case apply to you? understanding the trigger levels within the regulation. (Examples given) Do you have the right information to prepare a Safety Case? Exercise on identifying the key studies needed to underpin an effective Safety Case. Part of the Safety Case is to demonstrate an effective Safety Management System (SMS) how does your SMS compare with that needed for a Safety Case? Exercise on identifying the elements needed. The Workshop will include guidance on preparing a Safety Case and look in detail at each section of the Safety Case. Workshop 2: Consultants Do we need to engage one? Julie Holden Jacobs Consulting, Singapore A Safety Case being a risk based approach requires a new mind-set in compiling your process safety information in the form of a safety report. The purpose of this workshop is to help you understand what benefits you may be able to reap by engaging a Safety Case consultant and what pitfalls you need to avoid. This workshop will touch upon areas such topics like: Why do I need to engage a safety case consultant? What should I look for in a safety case consultant? How do I select the right consultant for me that is both technically competent and experienced? What could go wrong if I go it alone? Can t I just develop it in-house and just engage a consultant for the final review? How does Safety Case fit into the existing requirements from SS506 Part 3 and the NEA? How can I compile a safety report commensurate with my companies operating ethos? How do I demonstrate effective high hazard facility management? What information do I as the operator need to supply? How can I deliver a compliant safety case that will meet the requirements of the Seveso Directive and its implementation within the Singaporean legislative framework?
After this workshop you will have an understanding of the Consultant / Client relationship, the resources you will need to allocate to complete a safety case report, the timescales for compiling a safety case and what the outcomes should be. 16:45 17:00 Closing Remarks and Presentation of Tokens of Appreciation to Speakers (Joe Eades) Synopsis On 9 th March 2015, Ministry of Manpower (MOM) announced that Singapore will be introducing Safety Case regime for Major Hazard Installations (MHIs). This seminar will share with participants an international perspective of Safety Case from global leaders in process safety. In the wake of the Seveso incident in 1976, EU promulgated the Seveso Directive. In the current UK context, it is translated as the Control of Major Accident Hazards (COMAH) Regulations. Similarly, Major Hazard Facilities (MHF) Regulations were introduced in Australia after the Longford accident. Singapore is following suit and moving towards a Safety Case regime. At this Seminar, you will hear from global leaders in Process Safety, who will share their Safety Case experience and the benefits to the industry in terms of improved reliability, productivity and the enhanced ability to manage change.
Speaker s Profile Judith Hackitt CBE, chair of the Health and Safety Executive (HSE), UK Judith was appointed chair of the Health & Safety Commission with effect from 1 October 2007 for a term of five years and became chair of the Health & Safety Executive when the two organisations merged on 1 April 2008, being re-appointed for a further three years from October 2012. Judith previously served as a commissioner between 2002 and 2005. She was awarded her CBE for services to health and safety. Judith began her working career in 1975 with Exxon Chemicals where she spent 15 years in various process management roles. She was subsequently European operations director of a speciality pigments business before becoming group risk manager with worldwide responsibility for health and safety, insurance and litigation. She then moved to the Chemical Industries Association where she became director general (from 2002-2005) and then worked in Brussels for the European Chemical Industry Association (CEFIC). Judith trained as a chemical engineer at Imperial College, London and is a Fellow of IChemE. She became IChemE's President in May 2013. She was elected as a Fellow of the Royal Academy of Engineering in July 2010.
Trish Kerin, director, IChemE Safety Centre An Evaluation of Implementing Major Hazard Laws Across Australia After graduating from the Royal Melbourne Institute of Technology (RMIT) as an honours graduate in mechanical engineering, Kerin worked for Mobil Oil where she project managed aviation fuels, installation and design. This was followed by operational roles at the Mobile Altona Refinery, where she supervised shipping and offsite areas. Kerin then went on to work in various national safety and operational roles before moving on to Australian Vinyls as risk manager and just prior to joining IChemE, was the national health and safety manager for Wesfarmers Kleenheat Gas. Outside of these roles, Kerin s passion for process safety saw her to take on roles as a representative of the Plastics and Chemicals Industries Association (PACIA) on the WorkSafe Victoria Major Hazards Advisory Committee and as an invited speaker on safety and environment matters at various local and international conferences. Kerin also represented PACIA on drafting the 2007 OHS regulations for major hazards in Victoria Occupational Health and Safety Regulations 2007 and represented the Australian Chamber of Commerce and Industry (ACCI) on the Safe Work Australia temporary advisory group for drafting the major hazard facility model law. Kerin is a graduate of the Australian Institute of Company Directors (AICD) and is director and vice president for a not-for-profit community radio station. She is an Associate Member of IChemE and a member of Engineers Australia. Kerin also holds a diploma in OHS. Kerin now leads the IChemE Safety Centre (ISC), a multi-company, subscription based, industry led consortium, whose objective is to share, analyse, develop and apply process safety related knowledge to improve process safety throughout the process based industries.
Go Heng Huat, deputy director, Occupational Safety and Health Division, Ministry of Manpower, Singapore Mr Go Heng Huat has been with the Ministry and involved in the area of WSH for more than 30 years. He is currently a Deputy Director in the Occupational Safety and Health Division, Ministry of Manpower. He holds a BSc (Hons) and MSc both in Chemical Engineering from the University of Newcastle Upon Tyne, UK. As Deputy Director, Mr Go oversees the regulation of crane and MEWP safety, pressure vessels safety, process safety in the oil & petrochemical and chemical industries in Singapore. He has been actively involved in the national standardisation and accreditation in Singapore. He is a member of the Management Systems Standards Committee of SPRING Singapore and a member of the Council Committee for Management Systems and Products of the Singapore Accreditation Council. He chairs the Technical Committee on Occupational Safety and Health Management System. Mr Go also holds the appointment of an Adjunct Associate Professor in the Department of Chemical and Biomolecular Engineering of National University of Singapore.
