It is the responsibility of the proposer to obtain this information from the City s website. All procurement procedures are subject to the s procurement policies as outlined in Section 2-188 of the City s Municipal Code. II. RFP PROCESS The will conduct the selection of a pre-qualified engineering firm responsible to provide Design, Permitting, Bidding and Construction Management services as described on this RFP. Award for this project will be handled in the following manner: 1. In August of 2014, the accepted submittal packages in response to a Request for Qualification (RFQ) for engineering services for public improvement projects. Firms interested to work for the have been identified. 2. This RFP document is available to pre-qualified firms and accessible on the City s website at www.cogsc.com under Current Bids or by contacting the City Engineer at 843-545-4501 or oarteaga@cogsc.com. 3. The submittals will be received and evaluated as described in this RFP. At the City s discretion, a short list of the top ranked proposers may be compiled and these may be asked to interview with City staff. 4. At the conclusion of the RFP process, City staff will identify a candidate firm based on ranking score. The pre-selected firm will then be presented to the City of Georgetown Council for approval. 5. III. BACKGROUND Georgetown, South Carolina is an incorporated municipality with a population of approximately 9,163 residents. The City is located 60 miles north of Charleston and 36 miles south of Myrtle Beach and is the end point to the area commonly known as the Grand Strand. Tourism is a major economic driver in the area as well as local industries including International Paper and Georgetown Memorial Hospital. The is responsible for the treatment and distribution of potable water within the city limits. The water supply system consists of a water treatment plant, tanks, wells, and a network of underground distribution pipe varying in size from 2-in. to 20-in. in diameter. The City is currently soliciting consultants to provide civil engineering services to replace the existing water main on both Kaminski Street and Heyward Street with a new 6-in. PVC water line. The water main replacement on Kaminski Street extends between the limits of Emmanuel Street and Hawkins Street (Project #1511); and Heyward Street water main is in between S. Fraser Street and Black River Road (Project #1509). The City anticipates to conduct the design, permitting, bidding and construction phases during the 2017-2018 fiscal year. 3 of 5
IV. SCOPE OF WORK Provide professional engineering services included but no limited to the design, permitting, bidding and construction management for the replacement of water mains on Kaminski Street (Project no. 1511) and Heyward Street (Project no. 1509). The selected consultant will serve as the Engineer of Record representing the City. 1) Provide a topographic and utility survey. 2) Prepare signed and sealed construction plans and specifications by a professional engineer licensed in the State of South Carolina. 3) Drawings will be submitted as preliminary (60%), advanced detail (90%), for agency review, and bid set (100%). 4) Prepare and file SCDOT and SCDHEC permits on behalf of the City. 5) Prepare preliminary and final construction cost estimates. 6) Incorporate the City s front-end documents as part of the bid documents. 7) Conduct pre-bid meeting, bid opening meeting, and pre-construction meeting. 8) Provide construction management services which will include review of submittals and shop drawings, response to RFI s, evaluation and recommendation of change order proposals, construction observations reports (assume 3 trips), perform closeout coordination and final punch-list inspection, submit Notice of Termination (NOT) to DHEC. 9) Prepare record drawings based on contractor s as-builts. 10) On-site materials testing and construction observations will be performed by the City. V. RESPONSIBILITIES OF THE CITY Provide pertinent information concerning the project including, existing engineering documentation, preliminary layout of the project, GIS information, existing Record Drawings that would assist with the development of the project. Review the submittals in a timely fashion in order to maintain the Consultants schedule. Provide comments and final approval of the drawings. Provide Front-End Documents for incorporation with the bid drawings and specifications. Pay for all applicable SCDOT and SCDHEC permit fees. VI. PROPOSAL REQUIREMENTS A. Submit two separate proposals, one for the Kaminski Street project and the other one for the Heyward Street project outlining the following tasks: 1. Surveying Fee 2. Preparation of Construction Drawings and Technical Specifications Fee 3. Permitting and Bidding Fee 4. Construction Management Fee 5. Close-out and Record Drawings Fee 6. Reimbursable Fee. Cost of document reproduction only. All other expenses such as mileage, meals, etc. will not be reimbursed and are to be included as part of the hourly overhead. 4 of 5

(25 points) Submit statement indicating you have the resources available to complete the design work within the specified schedule. D. Engineering services fee. (25 points) The City reserves the right to negotiate the fee seeking the most qualified and most economical fee for the best interest of the citizens of Georgetown. IX.
