REQUEST FOR PROPOSALS TRANSPORTATION ROUTING SOFTWARE I. NOTICE OF RFP Notice is hereby provided that the Twin Rivers Unified School District, located in McClellan, California ( District ) is requesting proposals from qualified vendors to provide transportation routing software for its school bus fleet. It is the desire of the District to select a Vendor that can meet or exceed the District's minimum requirements, as identified herein, and provide the software and associated training/implementation, at a competitive cost. II. OVERVIEW OF THE DISTRICT Twin Rivers Unified School District is a K-12 public school district located in northeastern Sacramento County with 2013-14 enrollment of 31,112 students, including charter schools. In 2008, four area school districts, Grant Joint Union High School District and the Rio Linda, North Sacramento and Del Paso Heights Elementary School Districts, unified to create the Twin Rivers Unified School District. The District serves the communities of North Sacramento, Del Paso Heights, Rio Linda, North Highlands and Foothill Farms. The District has four comprehensive high schools, two junior high schools, three charter junior high schools, one creative arts junior high school, one technology academy (middle school grades), 30 elementary schools, two alternative schools, two adult schools and one special education preschool. The District is in an economically diverse region characterized by a mix of residential development and light industry. In terms of family income, 89% of District students are currently eligible for Federal Free and Reduced price meals. Currently, District buses transport 5000 students daily. 660 of them are special needs students requiring door to door transportation services. Our District covers 127 square miles and has two bus terminals. The District is governed by a seven member Board of Trustees and is under the day-to-day leadership of Steven Martinez, Ed.D. who was appointed Superintendent effective July 1, 2013. Page 3

III. GENERAL INSTRUCTIONS Proposals may not be altered after submission to the District and should be reviewed for accuracy beforehand. The District will not be responsible for errors or omissions in any Proposals. The District reserves the right to reject any and all Proposals, or to waive any irregularities, or informalities in the Proposals. The submission of company literature and brochures is generally discouraged. If pertinent for illustration of a feature, or for reference, you may include additional literature as an appendix. Please adhere to the maximum number of pages indicated in each section in your response. Please do not submit your proposal in a 3-ring binder or notebook. Paper proposals are acceptable, as are proposals that are comb-bound, or submitted in portfolios. a. Signatures - Proposals must be signed by an authorized representative or officer of the company. The District-required forms included in Appendix 1 must also be signed and included with your proposal (Offer to Enter Into Contract; General Terms and Conditions; Qualification Certification; and Non-Collusion Affidavit.) b. IV. SCOPE OF SERVICES A. Minimum Requirements Response limit: 10 pages this section Please describe how your system meets or exceeds the following requirements: Routing Planning Automatic generation of routes based on a selection of criteria; Multi-school routing; Automatic assignment of new students to bus stops, schools and routes; Equipment optimization by assigning the right equipment for the route by analyzing if the route needs wheel chair capability, air conditioning etc; Ability to modify maps: add newly created streets and subdivisions; Virtual route review (preview the route in real or advanced time on line); Drivable and customizable Left and Rights (driver directions). Ability to future cast change of bell time s and student counts etc. Having the capability to analytically compare and create routing scenarios to route using the fewest buses, reducing driver, maintenance, and fuel costs. Student Management Reporting Ability to have student records updated automatically with connectivity to the school databases (AERIES, e.g.); Ability to upload student photos for inclusion in student records and reports; Offer unlimited user defined fields. Customizable reports: the ability to build, modify and create. Automatic generation of notification letters for students with changed route data; ODBC connections to Microsoft Word and Microsoft Excel. Training and Support Option for onsite training; Online training during and after implementation; Technical support during and after implementation; Option to purchase additional training and support agreements. Implementation and Installation The District will provide all required information to allow the software provider to pre-load the software so it will be ready for operation; The software provider will train on live data so that training is relevant to the District's operation; The software provider will issue a detailed time line to the installation process and a time line to all data and required information. GPS Requirement Software provider will work with Gatekeeper Systems, Inc. to interface the District's current GPS information into the routing and analysis portion of the software. The purpose is to have comparisons between the routing software s recommended routes to what is actually driven. Operating Environment Microsoft Server 2012 R-2. Sequel Server 2012. (Preferred) The ability to interface with Active Directory. May be web-based. Inhouse, server-based solution is preferred. Page 6

V. SERVICE AND SUPPORT Response limit - 2 pages this section Describe your company s customer and technical support staff i.e., number of people, years of experience, technical proficiency, product knowledge, etc. What type of support is always available to users, i.e., telephone, chat, email, etc. What hours are you available to answer user and IT questions? What is your guaranteed response time - phone, email or chat - for District questions? Please furnish the technical requirements (equipment, bandwidth etc.) for our District to ensure optimum usage for approx. 12 remote work stations, supporting up to 20 users. Page 7

VI. ORGANIZATION AND REFERENCES Response limit - 2 pages this section Describe your company s organizational structure (or provide an organizational chart). Supply the name or names of the principals who will be responsible for your relationship with the District, and provide brief resumes for these individuals. Who is currently your largest client? How long has your company been in business? Please provide three references from school districts of similar size and need, for whom you successfully implemented your system. VII. CONTRACTS/LEGAL A. Agreement The firm approved by the District Board of Trustees will be required to enter into an agreement with terms and conditions of said agreement to be acceptable to both parties. Please confirm in your Proposal your willingness to enter into an agreement with the District. B. Legal Issues Is there any pending or past litigation against your company regarding your provision or delivery of services; intellectual property; or related business matters? Does your company have any contractual relationship with the District or District staff that could be construed as a potential conflict of interest? If so, please explain. VIII. DEADLINE FOR SUBMISSIONS Proposals must be received by the District no later than 3:00 p.m. Nov. 14, 2014. Once submitted, responses become the property of the District. No corrected or resubmitted proposals will be accepted after the deadline. Late proposals will not be accepted and will be returned unopened. Submit one (1) original and five (5) copies of your proposal and the District required forms below, in a sealed envelope, by regular or express delivery to the address below; and one pdf-format proposal by email. IX. EVALUATION OF PROPOSALS Proposals will be evaluated based on the following criteria (not listed in the order of importance): Demonstrated understanding of, and responsiveness to, the RFP; How well your system/solution addresses the District's needs; Ease of implementation and use; Your firm's past record of providing technical and user support; Qualifications and experience of your company and the principals/managers named; Past experience in providing like products/services to school districts of comparable size and needs; Cost proposal (competitive and clearly presented); Knowledge of the Twin Rivers Unified School District. The District reserves the right to: Request an interview with and/or additional information from any firm prior to its selection. Select the firm that, in the District s judgment, will best meet the District s needs. Fees are an important factor, but will not be the sole factor in making the selection. Reject any and all proposals or to waive any non-statutory informality. The Board of Trustees further reserves the right to make the contract award deemed by the administration to be in the best interest of the District. The Board s decision to accept or reject the contract shall be final. Award a contract, or portions of the whole, to more than one firm; Not to award a contract, either as a result of proposals received, or any other reason. X. SELECTION PROCESS Proposals must be deemed responsive to this RFP to be considered for further review and evaluation. To be deemed responsive, your complete proposal addressing all of the required points herein, must be received by the deadline. Any proposals received after the deadline, or incomplete proposals, will be returned to the sender unopened. Responsive proposals will be reviewed and evaluated by a committee of District stakeholders. Based on this review, the District committee will, at its option, select finalist firms for panel interviews. Award of contract, if any, will be made upon the panel's review and, if necessary, interview of the candidate firms. Any resulting contract will be conditional on final approval by the Twin Rivers USD Board of Trustees. The decision of the District committee will be final. GENERAL TERMS AND CONDITIONS 1. INSTRUCTIONS AND USE OF FORMS. In order to preserve uniformity and to facilitate the award of contracts, Respondents shall complete and return the enclosed District-required forms with their SOQ responses. 2. ACCEPTANCE OR REJECTION OF RESPONSES. The District reserves the right to reject any and all Responses that are incomplete, contain errors, arrive after the due date/time or are submitted by unqualified vendors. The District reserves the right not to award a contract if the District, in its sole discretion, deems the responses received pursuant to this RFP lacking in any respect or insufficient to meet the District's requirements and needs. 3. PROPOSAL PROTESTS. The following instructions must be followed by a Respondent who wishes to challenge the District s selection and award of any contract pursuant to this RFP: a) Any protest must be submitted in writing to the Manager, Contract & E-Rate Services, Twin Rivers Unified School District, 3222 Winona Way, Suite 200, North Highlands, CA 95660, before 3:00 p.m. on the fifth (5 th ) business day following the District's notification of its intention to award a contract pursuant to this RFP. b) Only vendors who submitted a proposal in response to this RFP may file a protest. c) Protests must contain the following specific information: Protestor's name, address, tele. no. and email address; Date on which protestor's Response was submitted to the District; Protestor's specific, detailed basis for the protest, which must be supported by facts and/or documentation. Protests based on hearsay, feelings or opinions not supported by facts, will be deemed invalid. d) The protestor shall send a copy of the initial protest document and any attached documentation to all other parties that may be affected financially by the outcome. e) The District will review and evaluate the protest for validity, including, if required, review by outside counsel. The District and/or counsel will provide a response within ten (10) days of review of the protest letter. f) If upon review, the proposal protest is found to be frivolous or lacking validity, the protest will be rejected and the protesting party may be deemed ineligible to participate in future District RFPs or contracts. 4. ASSIGNMENT PROHIBITED. No contract awarded under this proposal shall be assigned without the express, prior written approval of the District. Any attempted assignment in violation of the provision may be voided at the option of the Board of Trustees. 5. NO CONTACT WITH BOARD OF TRUSTEES. Respondents may not contact any member of the Twin Rivers Board of Trustees regarding this RFP unless specifically invited to an interview conducted by the Board. Page 12

6. NON-DISCRIMINATION. The Twin Rivers Unified School District does not discriminate in the selection, acceptance, or treatment of any contractor based upon race, color, national origin, religion, sex, sexual orientation, handicap, age, veterans status, medical condition as defined in Section 12926 of the California Government Code, ancestry, marital status, or citizenship, within the limits imposed by law. The District likewise prohibits discrimination by contractors and subcontractors, and may require the successful vendor(s) to give written notice of their obligations to labor organizations with which they have a collective bargaining or other agreement, in compliance with Government Code 12990.
