Request for Proposals Malta Life Sciences Park Malta Life Sciences Park (MLSP) is inviting interested parties involved in the food industry to respond to a Request for Proposals (RFPs) with a view to provide Food and Beverage (F&B) services at Malta Life Sciences Centre (MLSC) and Malta Digital Hub (MDH). Prospective providers of Food and Beverage are invited to present their capabilities and capacity in order to be considered for providing F&B services at MLSP. Malta Life Sciences Park offers premises for start-ups and existing companies and is geared towards advanced research & business development. It envisaged that the Park will host between 200 and 300 employees over the next three years. The Park s goal is to intensify cooperation in the areas of education, research and innovation by providing state of the art infrastructures, creating access to scarce expertise and increasing access to grants and funds. In doing so the Park s mission is to become a leading research district in the coming years. Ultimately, Malta Life Sciences Park represents a focal point connecting university students, researchers, lecturers, hospital professional staff and industry to interact and establish new technology and research-based firms as well as clusters. Part 1: About Malta Life Sciences Park MLSP is offering the life sciences market circa 8,000m 2 of rentable space and is providing an international class facility in life sciences; including laboratories, offices, seminar rooms, meeting rooms and a number of equipped shared facilities. Through MLSP, the Government of Malta and Malta Enterprise intend to spur the creation of a life science and biotechnology industry as a natural development following the growth that Malta experienced in the pharmaceutical industry during the last decades. Strategically positioned near the island s main general hospital Mater Dei, the new Oncology Centre and the University of Malta, MLSP is designed to promote better and closer collaboration between life sciences industries and international scientific and research personnel, encouraging the exchange of knowledge, ideas and experiences. Designed to provide a healthy and pleasant work environment, MLSP offers space and assistance for high-tech enterprise to flourish, making life sciences business competitive in a global market. MLSP will offer such services including waste management, business advisory services, as well as fiscal and financial incentives as provided by the Government of Malta and Malta Enterprise. The life sciences facility consists of the Malta Life Sciences Centre (MLSC) comprising of two adjacent blocks which host activities related to Biology and Chemistry therefore providing meeting rooms, seminar and lab training rooms. Another block falling under the life sciences facility is the Malta Digital Hub (MDH) comprising of one block with the intention of providing space to digital technology companies, particularly those intending to work in synergies with the life sciences sector. The F&B services will be provided from MDH. The facility is a 24/7 facility where users can access their units at any time. 2
Part 2: The Opportunity Prospective providers of Food and Beverage (F&B) are invited to present their capabilities and capacity in order to be considered for providing F&B services at MLSP. MLSP is seeking Request for Proposals from suitably qualified companies, organisations or individuals to operate MLPS s onsite F&B service. Hours - The F&B s minimum opening hours are between 8:00 17:30; Lease A five year contract renewable for a further five years; Features onsite cooking and serving: providing a diverse menu of ready-made food, snacks and beverages. The menu should include hot and cold items as well as a healthy section including food and beverage which target individuals having special dietary requirements (vegetarian and various food intolerances). It is expected that part of the menu includes daily specialities. The F&B will operate from a facility of 413.34m 2. The area consists of: 1. an internal area for kitchen, toilets and seating totalling 164.72m 2 offered at a rate of 65/m 2 per annum (excluding VAT) or best offer; 2. a patio area of 121.24m 2 offered free of charge; Optional Area: 3. an upper level of 127.38m 2 which is accessed by one flight of stairs or lift being offered at a rate of 65/m 2 per annum (excluding VAT) or best offer. MLSP invites proposals for related/complementary activities in this optional area. MLSP hosts companies working in the area of life sciences and IT, with various meetings, seminars and conferences taking place on a regular basis. It is expected that the selected operator should be able to provide high quality F&B services to staff, tenants and visitors. Onsite delivery (to MSLP employees) is also to be proposed. The MLSP F&B service provider has to: 1) Equip the facility and kitchen with quality furniture and decor; 2) Equip the area with infrastructural facilities including mechanised cooking equipment, counter, freezer and cafeteria equipment and other necessary equipment all in good operating condition (AC facilities are already installed. The facility will have its own electrical and water metering, the cost of which is to be borne by the chosen operator); 3
3) Procuring of all types of raw materials and consumables for Catering and Serving of food i.e. for onsite cooking and serving with option to serve ready to eat food, snacks and beverages. Groceries and similar retailing services are excluded. The operator has to supply a mix of menu items not excluding readymade items such as wraps to be heated up and served on site as well as daily soups made out of fresh ingredients; to offer a healthy menu in a timely manner; 4) Meals and snacks should cater for any dietary requirement such as vegetarian and non vegetarian. The service provider must offer hot and cold snacks and a healthy section comprising of fresh fruit and salads and items edible for individuals diagnosed with various food intolerances such as gluten and lactose; 5) Cleaning of leased areas including toilets; 6) Deployment of the required manpower; 7) Provide adequate insurance cover for his/her operations and customs, a copy of which will be submitted to the MLSP Management; 8) Provide all necessary permits to operate the facility/ies; 9) The operator is to sign and start within two months of being formally advised of his/her successful proposal. 4
Part 3: Submission of Proposal and Marks awarded (Total 100 marks) The following documents and information must be submitted along with the Request for Proposal: 1. Brief description of the operator/company, including an organisation chart and number of existing employees deployed; 2. Name of the operator with complete Address, Phone and Email Address, along with details of other operations where the proposer is deployed; 3. The status of the operator: Proprietary/Partnership/Registered Company/Cooperative Society; 4. An outline Proposal which is to include a five year forecast of the capital investment to be undertaken and the list of equipment to be installed on the site (20 marks); 5. List of job descriptions expected to be deployed including certifications and licenses (10 marks); 6. The operator is to present documented experience in the specific sector(10 marks); 7. A brief write up and menu including pricelist to be specified as detailed above. The Service Provider is to indicate how he/she intends to carry out onsite cooking and serving and providing ready to eat food, snacks and beverages. This is to include an onsite delivery option (20 marks); 8. Visuals for layouts and décor (15 marks); 9. Rental offer per m 2 area at 65/m 2 per annum or best offer for internal area, kitchen, toilets and the upper floor option. Higher proposed rental rates will be awarded higher scores (25 marks). 5
Part 4: General Terms and Conditions In terms of this Request for Proposals, applicants may be required to provide any additional information to that submitted in the proposal as deemed necessary by MLSP. Soliciting will automatically disqualify any proposal. MLSP will rank proposals in order of scoring. Following which there may be a period of discussion with the preferred service provider, during which time the terms and conditions of the concession will be finalised. Upon agreement Malta Life Sciences Park will announce the award of the concession, identifying the successful candidate. 6
Part 5: Request for Proposals Requirements All Request for Proposals and information therein submitted shall be treated in strictest confidence and shall include: 1) One original plus one copy of the Request for Proposal (total two); 2) The original Request for Proposal shall be clearly marked Original on the upper right hand corner of the cover page; 3) Request for Proposal F&B Services at MLSP shall be referenced on the outside of the sealed Interests. Submission in the form of electronic mail (e-mail) and/or facsimile shall not be accepted; 4) The original and the copy of the Request for Proposal shall be addressed in a sealed envelope to: Malta Life Sciences Park c/o Malta Enterprise Gwardamangia Hill Pieta MEC3000 and must be received in person at Malta Enterprise and submitted in a designated box by Friday 4 th December, 2015, no later than 12:00 hrs, noon GMT. Late interests shall not be accepted. The clock at the reception of Malta Enterprise shall serve as the official time. 5) Request for Proposals must be signed by an authorised representative who has a corporate/board resolution authorising him/her to sign the lease contract. A copy of the resolution is to be attached; 6) Request for Proposals content as outlined but not limited to Part 3 Submission of Proposal; 7) A signed declaration as outlined in Part 6 - Declaration by Interested Providers. 7
Part 6: Declaration by Interested Providers Service Providers are to complete and submit this section for the Request for Proposal. The undersigned further understands and agrees to the following: i. That is the sole owner/legally authorised representative of the company and is not the subject of any litigation or court proceedings; ii. iii. iv. That Malta Life Sciences Park reserves the right to reject any proposal in whole or in part even if it is the most advantageous; That the undersigned may be required to submit best and final offers based on discussion with MLSP; That by submitting this proposal, the undersigned is declaring that if awarded the contract, the undersigned shall comply with all applicable rules and procedures as stipulated by Maltese law; v. That by submitting this proposal the supplier is firmly committed to meet the objectives as outlined in Part 2 ( The Opportunity) as well as any clarification by MLSP; vi. vii. The undersigned undertakes to pay a deposit equivalent to 6 month rent (including VAT) at the signing of the agreement. Rental payments will start 2 months after signing and are to be paid in advance by direct debit every quarter; This offer is to remain valid for 6 months; 8
viii. The Service Provider may not, without the prior consent in writing of the Landlord, assign or make over this Lease, whether in whole or in part, or sublet all or any part of the Premises. The Landlord s consent may be granted or withheld at the Landlord s absolute discretion. For the purposes of this clause any change in any person who controls the Tenant shall be deemed to be an assignment of this Lease, the term control to be construed as meaning the ability, directly or indirectly, to manage, or to cause the management of, the Tenant s affairs. The undersigned hereby certifies that the Request for Proposal hereby attached has been carefully checked and is submitted as correct.
