November 15, 2013 LPA Advisory Committee Re: Letter of Interest Structures Design (Bridge) Services LPA On-Call Services: Statewide Dear Committee Members: The Team we have assembled is very excited to present a strong interest and the qualifications to demonstrate how our team is qualified to complete Structures Design (Bridge) projects through the LPA program. Our team brings an impressive record of past performance in completing LPA projects across the State. Great River Associates feels our experience makes us a perfect fit for LPA projects. GRA is a market leader in Local Public Agency (LPA) projects, with over 20 recently completed. This past record of performance showcases not only our capacity to perform and capabilities, it also showcases our vast experience and technical competence. The large volume of projects completed by GRA through this program has allowed us to attain the knowledge to help improve efficiencies. GRA has nine (9) professionals who have recently attended the MoDOT LPA Training in addition to four (4) MoDOT Certified Concrete Inspectors. Project Team 21 YEARS Spencer Jones, PE Principal; Civil Engineer Mr. Jones has been involved with projects ranging in nature from bridge to storm water design. He has provided management for these projects from administration through design and construction. He has experience in the design of bridges, box culverts, hydrologic/hydraulic modeling of rivers, roadways, storm sewers, and storm water pollution prevention plans. In addition to this experience, Mr. Jones has worked closely with the U.S. Army Corp of Engineers, Department of Conservation, Department of Natural Resources Water Quality Division and Historic Preservation. Some of the projects Mr. Jones has been involved in have been funded by the Federal Highway Administration and Community Development Block Grants. 7 YEARS Jason Sivils, PE QA/QC; Civil Engineer Mr. Sivils is a professional engineer at Great River Associates, specializing in bridge design. He has provided support for these projects from design to construction inspection. He is experienced in multiple phases of the design process including, design, direction of survey crews and office personnel, coordination with clients and regulatory agencies, right-of-way acquisition and construction inspection. In addition, he has experience in Hec-Ras water modeling and Roadway approach alignment. 30 YEARS David Hamilton, PE Civil Engineer Mr. Hamilton is a professional engineer with over 30 years of bridge design experience. Past Performance Great River Associates, Inc (GRA) is a leader when it comes to County Bridges, with over 150 bridges to our credit. These projects have ranged from small box culverts to large river crossings and all types in-between. GRA also has extensive experience in the evaluation and rehabilitation of bridges including multiple truss rehabilitation and concrete re-deck projects. GRA has a strong record of completing BRO projects across the State. We obtain Right-of-Way for our clients, handle all submittals to MoDOT and work for our clients to ensure each bridge project is successful. Our bridge rehabilitation experience includes the Historic Devil s Elbow bridge in Pulaski County, Missouri. This bridge is one of only two curved bridges on the original Route 66. GRA evaluated and designed a rehabilitation solution to help extend the life of this treasure. Additional rehabilitation experience includes multiple bridge re-deck projects. Many of which were older WPA type bridges that we were able to rehabilitate. Often, this can yield great construction cost savings to the client. Qualifications of Personnel GRA is comprised of over 30 talented professionals. The few shown on the page before, are supported by a great staff of dedicated individuals. The primary bridge design team members has the combined experience of over 100 years. This experience means we have seen almost every situation a County can face and found a solution. Accessibility GRA is accessible to our clients; clients receive cell phone contact information for project managers and are encouraged to call at any time. Many times in rural areas, the Mayor or Commissioner may work a normal day job and only have after 6 PM to dedicate to their area. We understand that and regularly attend late night meetings, or answer questions by phone into the evenings or over the weekend. GRA is here for our clients, and feel this is one of the reasons most of our projects are due to repeat clients. Project Experience GRA has been involved in the LPA program since the start of the company 15 years ago. Over this time we have completed well over 150 County Bridges (many being BRO projects), miles and miles of roads and multiple thousands of feet of sidewalk and trails.
