European Commission Community Research This is the content of a leaflet presenting the co-ordination of research activities under the Competitive and Sustainable Growth programme. Bibliographic reference : CG-26-99-708-EN-D Co-ordination of Research Activities A year ago, the Council of Research Ministers adopted the Fifth Framework Programme on research. With its new structure, it now offers a broad range of opportunities for the actors of Research. It is characterised by a problem-solving approach designed to be of benefit to society and political decision-makers. The Key Actions and Generic activities of the thematic Programme concentrate RTD on clearly defined social and economic challenges. With a budget of 2.7 billion Euro, the thematic programme "Growth" contributes towards improving the quality of life in Europe and beyond and towards reinforcing the competitiveness of the European Union, while attaining sustainable development. Co-ordination A specific Activity of the Fifth Framework Programme In order to allow synergies between researchers and to maximise the European added value of research projects, the European Commission has launched several initiatives under the previous framework programmes. Firstly, Concerted Actions were developed to link national initiatives across Member States frontiers, and then Thematic Networks were launched as part of the Industrial and Materials Technologies Programme. These networks aimed to provide increased co-ordination between research and Industry. The problem solving approach characterising this 5th Framework Programme needs to maintain concentration on certain relevant priorities. Concentration of resources and efforts are achieved through calls for proposals relevant to Research objectives or clearly identified Targeted Research Actions (TRAs). Clustering is a programme implementation concept.which reinforces this focus through coordination and integration of the results and ongoing work of projects. The aim is to reinforce their complementarity and to create a critical mass of resources, focused upon issues of strategic importance. Science and Technology are therefore placed at the service of the EU and its policies. ` Benefits of Clustering and Co-ordination Activities Widening the scope of activities of individual projects, enlarging their scientific and technical framework towards integrated solutions Exchange of relevant information for increased future exploitation Better consistency and co-ordination between running projects/researchers Encouragement of collaboration between stakeholders Increased awareness of future technology trends Strengthening and stimulating an efficient European RTD infrastructure Contributing to focus, concentration and critical mass

Towards the European Research "Area" In the today international arena there is an increased need for a European "voice" for research. The co-ordination activities provide such a mechanism. There may also be a feed-through of research into policy that would provide a valuable informative and stabilising mechanism.

Maximising European Added Value through grouping of research projects & co-ordination of research activities A Single Large RTD Project It is a single proposal or number of proposals submitted separately leading to a large RTD project composed of complementary modules and addressing the priorities of the Key actions or Generic technologies. It is characterised by a sufficient critical mass and expertise, and on appropriate approach to tackle and solve the problem. A Group of complementary Projects Grouping of independently submitted proposals/running projects is made during the contract preparation phase. It is based upon evaluators recommendations or upon a Commission initiative. The grouping is made after the full agreement of the participants. The Projects relations are defined in the respective technical annexes. A Group of Projects Co-ordinated through a Thematic Network Projects from more than one Key Action and from other EU programmes and, where appropriate, activities funded at national level or in other European frameworks can be grouped to create a "cluster". Concerted Actions are used for the co-ordination of research activities already funded within individual Member states. Networking Activities Thematic networks can be used to establish and develop networking activities, which can contribute significantly to achieving the objectives of the European Programmes. A group of stakeholders submits a proposal focusing on the exchange of knowledge, integration, and creation of know-how, or for instance prenormative activities. Support to Research Infrastructures Thematic networks can be used to carry out activities addressing the objectives set out in the section "Support for Research Infrastructures". In particular Virtual Institutes will promote the co-ordination of geographically dispersed complementary research capabilities with a potential to become independent and selfsupporting entities. Accompanying Measures There is a possibility to submit a proposal for an accompanying measure in order to stimulate or initiate co-ordination activities. The funds may support exchange of information within the Scientific Community (workshop or conference). They also allow support to international co-operation activities (e.g. IMS). Type of Contract

A single RTD contract or combined RTD/demonstration contract The contract of each EU RTD project may include a "complementary clause" A single Thematic Network contract used for the co-ordination of RTD projects or activities. The technical annex must describe the required activities for efficient coordination,networking and dissemination An Accompanying Measure contract EC Funding Up to 50% of total costs Up to 100 % of Co-ordination costs Variable Type of Call Proposals are submitted in response to a Periodic Call (Opening 15 December 1999, 15 June 2000, 2 December 2000) Expression of Interest (Open Call) and then Dedicated Call Open Call Proposers should ensure that their proposal could contribute significantly to achieving the objectives of the Programme As a general principle, partnerships should include the stakeholders relevant to the development and implementation of the RTD results. This includes as appropriate research centres and universities, technology developers, industrial users, component, material or service providers, service companies, policy makers, regulatory and standardisation authorities, and consumer organisations. SME participation in partnerships is encouraged, in particular through user groups.

In order to better assist potential proposers, the Member States have established a network of "National Contact Points" (NCPs) whose main purpose is to help individuals and organisations from their own countries in procedural and administrative matters, and to help find partners.
