Step I involves the submission of a Qualifications Package which shall consist of an original and six (6) copies of the following: (I) Letter of Interest; (2) SF-330 Forms (to be completed by the Prime Consultant and/or Joint Venture Partners and all proposed Sub-Consultants); (3) Schedule J (Responsibility Questionnaire, to be completed by the Prime Consultant and/or Joint Venture Partners only); and (4) Qualification Statement (maximum of 10 pages single-sided or 5 pages double-sided) which shall describe the Proposer's skills, abilities and experience that are most relevant to the project and shall demonstrate that they have adequate experience and staffing resources to successfully complete the required services. The submissions shall be evaluated to assess the Proposer's responsibility, as well as projectspecific and general professional experience. In Step 2, the qualified Proposers selected in Step I shall submit a comprehensive response to the RFP which shall be evaluated in accordance with the specific evaluation criteria set forth in the RFP. Step 2 proposals shall be accepted only from firms selected in Step I. In evaluating a Consultant's response to this advertisement, NYCT shall primarily consider the information furnished in the Qualifications Package and information contained on NYCT prior performance evaluation forms, if any. Incomplete packages may be rejected without further consideration. CM-1301 RFQ No. 0000114806 Engineering Design Consultant for Radio Replacement Projects for the Staten Island Railway (SIR) and New York City Transit (NYCT) SHORT SCOPE OF WORK The design consultant will be responsible for producing two (2) radio system designs as follows: l. SIR RADIO REPLACEMENT Provide a complete design for a new 800 MHz radio system for train traffic control that will operate on two 800 MHz range channels licensed to NYCT by the FCC on 7111/2013. Present Configuration: The current radio system has a master transmitter site and several remote receiver sites along the right-of-way Each site has access to the SIR SONET network, which is used to transport all radio communications between train crews and the Control Center Analog voice signals and data traffic are connected via service interface card of a Channel Bank and an Ethernet Switch at each receiver site Future Configuration: The new 800 MHz base stations will be deployed at multiple locations along the right-of-way Control consoles and a central server will be installed at the Control Center Radio frequency studies and field surveys will be conducted to select optimal locations for the new 800 MHz base stations. All new equipment will be installed near SONET network access points used by the existing UHF T-band system. 2. NYCT REPLACEMENT FOR T-BAND RADIO Provide a complete design for a new radio system for NYCT UHF band applications. The new 800 MHz radio system will include up to six equipment locations throughout the boroughs of Kings, Queens, Manhattan and the Bronx. The new radio system will operate on (4) 800 MHz channels allocated to New York City Transit. Present Configuration: The current system consists of two sites with four channels supported at each site: 1. Midtown Manhattan 2. Bridge Tower The two sites provide city wide coverage to 200 portable users. 60 mobile vehicle units and 20 fixed radio locations These two sites are proposed to be retained for the new system and wi II be furnished with new equipment Future Configuration: The new 800 MHz base stations will be deployed at approximately (6) locations to provide coverage for all existing T-band users as a baseline Three sites have been identified: 1. Midtown Manhattan 2. Bridge Tower 3. East New York Radio frequency studies and field surveys will be conducted to identify additional sites to provide sufficient RF coverage to support the new radio system Traffic from all sites will be aggregated at the Midtown building location via microwave links or leased lines and brought to PBX J (RCC) through a short link to be monitored and managed at RCC

CM-130t RFQ No. 0000114806 SIRINYCT Radio Replacement Design Consultant PROPOSAL EVALVATION CRITERIA The technical proposals shall be evaluated by a "Selection Committee" composed of MTA New York City Transit (NYCT) personnel experienced in the disciplines necessary to evaluate proposal submissions. The Selection Committee shall first determine which Consultant(s) shall be invited to make oral presentations based on an evaluation of all technical proposals. The Procurement Representative shall notify the Consultant(s) selected for oral presentations. Upon conclusion of the oral presentations, the Selection Committee shall perform a ranking of short-listed firms. In addition to the evaluation criteria listed below, only a responsible Proposer will receive an award. To be considered responsible, the Proposer must demonstrate to the satisfaction of NYCT that it is in all respects a responsible party; this determination encompasses consideration of the Proposer's integrity, skill, experience, necessary facilities, financial and other resources to do the work in accordance with the Contract Terms and Conditions. Selection Committee members shall base their evaluation on the criteria listed below, which are listed in their relative order of importance. CRITERION #t - Overall Teehnical Qualifications to include such matters as: Plan of Approach The technical proposal must show independent thinking on the part of the Proposer indicating a strong understanding of the project requirements as well as any recommended project innovations and improvements. Proposer must adequately demonstrate, as it relates to the design and construction of Land Mobile Radio (LMR) integrated wireless communication systems, the ability to coordinate the design work, taking into account the need for design development, design surveys, drawings, specifications and design studies/analysis. The Proposer must demonstrate creativity and mature judgment in planning, organizing, and leading complex engineering programs and activities, and make decisions and recommendations on engineering and related activities of the project. The Proposer should present a project schedule that includes schedule monitoring and delay mitigation plans and the resources to facilitate expeditious execution of the work. Key project concerns and potential risks should be provided along with proposed solutions. 627391

Experience in Relevant Areas The Proposer must present its prior experience in radio design, specifically in the following disciplines: Radio Frequency (RF) systems and shielding, communications engineering, LMR, RF, wireless communication systems, electrical engineering, software engineering, systems engineering, structural engineering, mechanical engineering, architectural engineering, civil engineering, scheduling and cost estimating. The Proposer and its subconsultants must satisfactorily demonstrate a successful record of performance by the firms comprising the overall proposal team. Evidence of this should include a record of timely performance within a target budget and schedule on past radio design projects and experience working with public agencies involving the integration of complex systems with multiple stakeholders. Familiarity with NYCT's operating environment is preferred. Experience of Key Personnel The Proposer must propose a team of key personnel that will be assigned to work on this project for the entire duration with a preference of having past experience working together on similar projects. Any changes to the personnel must be approved by NYCT. Key personnel assigned to this project should be present at the oral presentation. The Proposer must demonstrate that the personnel assigned to this project have the experience necessary for the type of work required, as outlined in the "Experience in Relevant Areas" criterion above. Resumes and work experience of all key personnel must be provided with your proposal submission. Current Workload of Key Personnel The Proposer must state the current workload for all project team members, and demonstrate that it will assign sufficient resources to be dedicated to this project. NYCT requires a designated project team. The availability of the Proposer's team must be clearly stated in the proposal. Past Performance on Similar Projects, including demonstration of compliance with M/WBE goal requirements, as applicable, on prior NYCT contracts. Management Criteria: Management The Proposer must describe how it will manage the project. A project organization chart must be included that demonstrates information flow, processes that are in place, and how project coordination will take place. Quality Assurance The Proposer must explain its internal review process for all deliverables and how this process will ensure a high quality of work. The Proposer must describe its Quality Assurance Plan and how it will be implemented for this project. 627391

CRITERION #2 - Proposed Pricing for the Work, including Hourly Rates, Overhead and Profit: The Cost Proposal must be submitted in a separately sealed envelope CRITERION #3 - Other Relevant Matters as follows: Quality of written proposal; Quality oforal presentation, if required; Compliance with and acceptance of the terms and conditions or willingness to negotiate same in a timeframe consistent with the needs ofnyct. NYCT reserves the right to: Reject all proposals submitted; Require revisions to, corrections of, or other changes to any proposal submitted as a condition to its being given any further consideration; Reject, without entertaining revisions, a proposal with major substantive deficiencies; Negotiate with Proposers considered most qualified by the Selection Committee; Negotiate with Proposers in any manner it deems fit. In making the determination as to which proposal offers the greatest value to the Authority, NYCT will include in its evaluation the total cost to NYCT. NYCT reserves the right not to make an award to the lowest-priced Consultant in the event that NYCT determines that the lowest proposal does not offer the greatest value to the Authority. Per diem costs such as travel expenses will be taken into account as part of the evaluation of the cost proposal. Although price is not expected to be the controlling factor in the selection of the Consultant for this solicitation, the Authority wishes to insure that it is paying the least amount for the work that meets its needs. The degree of importance of price as a factor will increase to the extent that competing proposals are otherwise determined to be substantially equal. NYCT may, following the conclusion of all negotiations with the most qualified Proposer, issue a revised RFP or portion thereof and solicit a Best and Final Offer. After receipt of the Best and Final Offer, NYCT reserves the right to (a) reopen negotiations; (b) accept improvements to, enhancements of or other revisions to any proposal or alternate proposal at any time if it deems such to be in its best interest. No Proposer shall have any rights against NYCT arising at any stage of the solicitation from any negotiations that take place, or from the fact that NYCT does not select a Proposer for negotiations. -END OF EVALUATION CRITERIA 627391
