1. Introduction to the Pembina Trails School Division Educational Support Fund, Inc. The Pembina Trails Educational Support Fund Inc. is the charitable entity of the Pembina Trails School Division. Registered as a charity with the Canadian Revenue Agency in 2004, the Pembina Trails School Division Educational Support Fund Inc. is the merged operation of the charitable entities of the former Assiniboine South School Division and Fort Garry School Division following the amalgamation of those two school divisions in 2002. As set forth in the Statement of Activities the PTESF is focused on providing financial support to individual students to gain experiences which may not otherwise be available to them, supporting schools and community groups to enhance schools, buildings and grounds, programming and scholarships to students. The following sections provide more detail with respect to the various component activities of the Pembina Trails School Division Educational Support Fund Inc. 2 2015-2016 PTESF Annual Report

2. Message from the Chair of the Board of Directors As a charitable entity, the Pembina Trails School Division Educational Support Fund Inc. (PTESF) is dedicated to supporting the educational experiences of our students. Funds raised, through school and parent advisory councils fundraising projects and from individual donation, are put toward improving school programming, grounds and buildings, and scholarships. Without the collective efforts of our fundraising partners, the charitable activity of the PTESF would not be possible. With this in mind, we sincerely appreciate the efforts of everyone that has contributed to the PTESF, and we encourage schools and parent councils to continue to work with us to help improve and expand the quality of education and experiences of our students. 3. Message from the President Pembina Trails School Division appreciates and admires the charitable spirit within our community. School divisions cannot fund all of the activities which help maximize student experiences, enrich schools to the extent that we would like, or provide scholarships to students pursuing post-secondary education. The School Division is fortunate in having a generous, supporting community to help narrow this gap. Pembina Trails School Division sponsors a registered charitable entity which administers the receipt of donations and disbursement of funds on approved charitable activities which benefit students of the school division. Over the years the Pembina Trails Educational Support Fund Inc. (PTESF) has conducted the financial administration for these projects and scholarships. At the same time, tax receipts have been issued to qualifying donors so they may benefit from the tax advantages available to them. The education of students in Pembina Trails School Division is focused on the Three Expectations for Student Learning: 1. All students in Pembina Trails will be personally and intellectually engaged in their learning at school. 2. By the end of Grade 8, all students in Pembina Trails will meet the provincial curricular standards in literacy and numeracy, allowing them the greatest possibility for success in high school. 3. All students in Pembina Trails will graduate from high school. The quality of the student experience in Pembina Trails schools through personal activities and development of schools and grounds contributes to the achievement of the Division s Three Expectations. The Pembina Trails Educational Support Fund, Inc. offers an opportunity for additional funds to be used to advance the Three Expectations, beyond what the Pembina Trails School Division provides. These funds come from the generous contributions of donors through fundraising activities in our community. We highly value and are grateful to our community donors. We believe that we can accomplish anything and that more can be done for our students. That is the commitment of our charity. Financial Support for Student Experience The Pembina Trails School Division Educational Support Fund Inc. provides financial support to qualifying students who attend the Pembina Trails School Division to represent the Division in Academic, Athletic or Artistic activities here in Manitoba, throughout Canada and around the world. (a) Policy for Financial Support for Student Experiences It will be the aim of the Pembina Trails Educational Support Fund to financially assist those students who attain outstanding performance in school program activities and who are selected to represent the Division in province-wide, nation-wide or world-wide activities relating to costs associated with educational workshops, clinics, seminars, travel, housing and food so that students with an exceptional academic achievement will be able to participate in activities beyond the school level at national or international levels. It is intended that the students be chosen or selected or qualify for these activities at the school, divisional, regional and provincial level. Activities may be of an academic, athletic or artistic nature. Set out below are examples of activities which qualify for financial support. (b) Criteria for Financial Support 1. Eligibility In order to be considered for financial support, the student applicant must: (a) attend a Pembina Trails School Division school at the time of the application and activity (whether resident of the Division or not), and (b) have been selected as an individual or as part of a team to represent the school, Division or region in province-wide, nation-wide or world-wide activities of an artistic, academic or athletic nature for which financial support is being requested and, (c) have personally prepared and submitted the written request for financial support through the Pembina Trails School Division Educational Support Fund Inc. 2. Financial Support The Pembina Trails School Division Educational Support Fund Inc. Corporate Board of Directors may provide any level of funding which it considers reasonable with respect to any application but the following will be used as a general guideline: (a) for individuals attending an activity outside of Winnipeg: $150 (b) for teams attending an activity outside of Winnipeg: the lesser of $150 per team member or $500. (c) for individuals or teams attending an activity within Winnipeg: an amount which is reasonable based on the circumstances. Financial support during any school year shall be limited to two activities per individual (unless also part of a team) and two activities per a specific team. (c) PTESF Student Activities Supported During 2015-2016 In the 2015-2016 school year, the PTESF received twenty requests for financial assistance from students. Eighteen of the twenty requests were approved by the Corporate Board of Directors, based on the criteria of the PTESF. The PTESF provides financial support to individual students or school teams/groups that qualify for support. 5. School Facility and Program Enhancement The Pembina Trails School Division Educational Support Fund Inc. administers charitable activity projects which are submitted by schools for which schools raise funds publicly and which are dedicated to those projects which have been approved by the Corporate Board of Directors. As one can see from the detail set out below, the Pembina Trails School Division Educational Support Fund Inc. approved two new requests from schools in the 2015-2016 school year to initiate fundraising for specific projects. During 2015-2016 fourteen previously approved fundraising projects were underway in the Division and funds were expended out of the PTESF on school improvement projects. During 2015-2016, the following schools made new applications to have their school fundraising for projects administered through the Pembina Trails School Division Education Support Fund. Oak Park High School Cheerleading Team Fort Richmond Collegiate Bursary/Legacy Fund The following school activities were held during 2015-2016 and the proceeds from fundraising were administered through the Pembina Trails School Division Educational Support Fund to support projects that were previously approved. 6. Statement of Activities The Pembina Trails School Division Educational Support Fund Inc. (PTESF) shall engage in the solicitation of donations for the purpose of improving educational facilities, classroom equipment, supplementary educational programs or field trips, and other educational pursuits and providing scholarships, bursaries and prizes to elementary and secondary school students enrolled in the area administered by the Pembina Trails School Division in the City of Winnipeg, in the Province of Manitoba, with a view to increasing educational opportunities. The Board of Directors of the PTESF will consist of the appointed individual Trustees from the Board of Trustees of the Pembina Trails School Division (the School Division ) and such other individuals as may be appointed by that Board of Trustees. The PTESF proposes to support a wide range of academic, athletic and artistic experiences for students in the Pembina Trails School Division schools. The value to students of extending these experiences beyond the Division and the Province of Manitoba and in national or international events is recognized. It will be the aim of the PTESF to financially assist those students who attain outstanding performance in school program activities and who are selected to represent the Division in province-wide, nationwide, or world-wide activities relating to costs associated with educational workshops, clinics, seminars, travel, housing and food so that students with an exceptional academic achievement will be able to participate in activities beyond the school level at national or international levels. It is intended that the students be chosen or selected or qualify for these activities at the school, divisional, regional and provincial level. Activities may be of an academic, athletic or artistic nature. The PTESF will also receive donations from parents, community members and businesses for the purpose of providing or improving educational facilities, classroom equipment, supplementary educational programs or field trips and other educational pursuits. The School Division established pursuant to the provisions of the Public Schools Act and has the responsibility of providing elementary and secondary public school education in the areas commonly known as Fort Garry, Fort Richmond, Richmond West, Whyte Ridge, Waverley Heights, Waverley West, Charleswood, Tuxedo, Linden Woods and Ridgewood South. The School Division covers an area of approximately 200 square miles in Winnipeg, Manitoba, serving a population of approximately 100,000 people. There are approximately 13,000 students enrolled in elementary and secondary schools in the School Division. Financial administration of the PTESF will be under the supervision of the Secretary- Treasurer of the School Division. The ultimate decision as to the awarding of a scholarship, prize or bursary or any other educational pursuit, shall rest with the Board of Directors of the Pembina Trails Educational Support Fund. 8 2015-2016 PTESF Annual Report

7. Scholarships The PTESF administers scholarships which have been created by families or community groups to be awarded to students based on the award criteria established by the donor(s). Nominations of students qualified to receive the awards are typically made by the applicable schools. Corporate Board of Directors and Administration The Pembina Trails School Division Educational Support Fund Inc. Board of Directors is comprised of four Trustees of the Pembina Trails School Division, the Superintendent of Education and the Secretary-Treasurer. The Board of Directors is appointed each year at the Inaugural Meeting of the Board of Trustees of the Pembina Trails School Division. Members of the Board of Directors September 1, 2015 to June 30, 2016: Jaime Glenat (Chair) S. Billinghurst J. Fisher L. Goodridge All members of the Corporate Board of Directors are Pembina Trails School Division Trustees. Serving on the Corporate Board of Directors from the Pembina Trails School Division Administration are: Ted Fransen, President of the PTESF and Superintendent of Education for the Pembina Trails School Division and Craig Stahlke, Secretary-Treasurer. 9. Our Donors The Pembina Trails School Division Educational Support Fund is made possible by monetary donations from tax-receipted gifts, gifts from other charities, gifts from businesses and the Board of Trustees of Pembina Trails School Division. One hundred percent of donations to the Fund go towards education. Administrative costs associated with this Fund are covered by the School Division. 2015-2016 PTESF Annual Report 9

We have audited the accompanying financial statements of Pembina Trails School Division Educational Support Fund, Inc., which comprise the statement of financial position as at June 30, 2016, the statements of operations and net assets and the statement of cash flows for the year then ended, and a summary of significant accounting policies and other explanatory information. Management s responsibility for the financial statements Management is responsible for the preparation and fair presentation of these financial statements in accordance with Canadian accounting standards for not-for-profit organizations, and for such internal control as management determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error. Auditor s responsibility Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with Canadian generally accepted auditing standards. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on the auditor s judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the Support Fund s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the financial statements. Basis for qualified opinion In common with many non-profit organizations, the Support Fund derives revenue from donations from the public, the completeness of which is not susceptible to satisfactory audit verification. Accordingly, our verification of these revenues was limited to the amounts recorded in the records of the Support Fund and we were not able to determine whether any adjustments might be necessary to revenues, (deficiency) excess of revenue over expenditures, assets and net assets. Qualified opinion In our opinion, except for the possible effects of the matter described in the Basis for Qualified Opinion paragraph, the financial statements present fairly, in all material respects, the financial position of Pembina Trails School Division Educational Support Fund, Inc. as at June 30, 2016 and the results of its operations for the year then ended in accordance with Canadian accounting standards for not-for-profit organizations. Pembina Trails School Division Educational Support Fund, Inc. Notes to the Financial Statements June 30, 2016 1. General The Pembina Trails School Division Educational Support Fund, Inc. (Support Fund) was established to support a wide range of scholarships, technology and athletic equipment, playground structures, grounds improvement, uniform purchases and artistic experiences in the Pembina Trails School Division. Students who attain outstanding performances and others will be financially assisted to participate in activities beyond the school level. The organization also receives donations for providing and improving educational facilities, classroom equipment and supplementary educational programs. The Support Fund was incorporated, without share capital, on January 27, 1989 as a not-forprofit organization and is a registered charity under the Income Tax Act. The Support Fund is exempt from income taxes under Section 149 (1). 2. Summary of significant accounting policies a) Basis of reporting The Support Fund has prepared these financial statements in accordance with Canadian Accounting Standards for Not-for-Profit Organizations (ASNPO). b) Fund accounting The Support Fund follows the restricted fund method of accounting for contributions. The Scholarship, Educational Facilities and Other restricted funds report only the resources for various academic and artistic endeavours, as well as for equipment purchases within the Pembina Trails School Division, and for facilities improvements that have been specifically identified and for which contributions have been raised. The General Fund reports resources for similar purposes as outlined above but for which specific projects have not yet been identified. c) Revenue recognition Restricted contributions are recognized as revenue of the appropriate restricted fund in the year received or receivable if the amount to be received can be reasonably estimated and collection is reasonably assured. Unrestricted contributions are recognized as revenue of the General Fund in the year received or receivable if the amount can be reasonably estimated and collection is reasonably assured. Interest revenue earned on restricted scholarship funds are allocated to each of the specific funds. Interest revenue earned on non-scholarship (educational facilities and other) restricted funds as well as unrestricted funds are reported as income in the General Fund. 6

Summary of significant accounting policies (cont d) d) Cash Cash includes cash on hand and balances held with TD Canada Trust. e) Use of estimates In preparing the Support Fund s financial statements, management is required to make estimates and assumptions that affect the reported amounts of assets and liabilities, the disclosure of contingent assets and liabilities at the date of the financial statements and reported amounts of revenue and expenditures during the year. Actual results could differ from these estimates. f) Contributed materials and services Contributed materials are recognized at their fair value in the financial statements (Note 4) when the amount can be reasonably estimated and when the materials are used in the normal course of the Support Fund s operations and would otherwise have been purchased. Volunteers contribute numerous hours per year to assist the Support Fund in carrying out its service delivery activities. While their services benefit the Support Fund considerably, a reasonable estimate of their amount and fair value cannot be made and, accordingly these contributed services are not recognized in their financial statements. 3. Management s involvement in operations helps identify risks and variations from expectations. The Support Fund does not manage risk through the use of hedging transactions. The Support Fund manages the risks, as follows: Liquidity Risk Liquidity risk is the risk that the Support Fund cannot meet its financial obligations associated with financial liabilities in full. The primary source of liquidity is donations received from third parties which are primarily used to finance operations, and are adequate to meet the Support Fund s financial obligations. Liquidity risk may arise from unanticipated expenditures in excess of the financial capability of the Support Fund. 7

Financial instruments and risk management (cont d) Credit Risk Credit risk arises from cash held with banks. Cash is available upon demand and consists of balances maintained with banks and therefore bear minimal credit risk. The maximum exposure to credit risk is equal to the carrying value of the accounts receivable. Interest rate risk Interest rate risk is the risk that changes in market interest rates may have an effect on the cash flows associated with some financial instruments, known as interest rate cash flow risk, or on the fair value of other financial instruments, known as interest rate price risk. The Support Fund does not trade in financial instruments. 4. Pembina Trails Educational Support Fund This registered charity financially supports our outstanding students who represent Pembina Trails in academic, athletic or artistic activities in Manitoba, across the country and even the world. Donations Making a Difference. Academics on a National Stage The Educational Support Fund was instrumental in assisting six Pembina Trails high school students for travel to Toronto to compete in The Reach for the Top National Finals. - Teacher, Vincent Massey Collegiate Westgrove s Snack Program I think it is great because some kids don t get the opportunity to have breakfast. They leave home on an empty stomach and it is then hard to be at school and stay focused. The snack program makes sure everyone s stomach is full and ready to learn. - Grade 6 student, Westgrove School Pacific Junction Grant A grant enhanced our technology capabilities in the gym, library and main hallway. Now large groups can participate in activities involving technology. And the monitor in the hallway brightens people s day by providing a visual record of the wonderful activities that take place! - Principal, Pacific Junction

Focus of Activities: The resources of the Pembina Trails School Division Educational Support Fund are focused on supporting students in a wide range of academic, athletic and artistic experiences which would include as examples: Shad Valley, Forum of Young Canadians, Terry Fox Centre and many more. Students may apply to access this support directly and school groups and teams may apply to access this support on behalf of the group or team. School Based Fundraising: Division schools undertake public fundraising activities to pay for various projects at their schools. Schools and the Pembina Trails School Division Educational Support Fund work together where projects qualify as charitable projects. The Pembina Trails School Division Educational Support Fund acts as stewards of the fundraising proceeds, issues tax receipts to contributors and disburses the monies raised towards realizing the projects. The Pembina Trails School Division Educational Support Fund works in cooperation with community groups to provide scholarships to students and also, in conjunction with schools to improve the educational facilities, classroom equipment and educational programs for students. The names of those contributing $100 or more to the Pembina Trails School Division Educational Support Fund will be honoured by having their names included on the Pembina Trails School Division Educational Support Fund Donor Board in the Administration Office.
