Community and Transportation System Plan for Southern Versailles FY 2000 TCSP Grant Steering Committee Meeting # 1 March 6, 2001 The first Steering Committee meeting of the Versailles TCSP Grant project was held on March 6, 2001 at the Woodford County Courthouse. The purpose of this meeting was to introduce the grant project to the Steering Committee members and begin the identification of transportation and system needs within the identified study area. Pattie Wilson advised committee members of her role in the grant as project administrator. Wilbur Smith Associates (WSA) then began a discussion of the TCSP grant program, project background, and potential work plan for the grant. A number of comments were made throughout the discussion and are listed in the following sections. Previous Studies WSA indicated that a number of previous planning studies be reviewed and considered as part of the TCSP project, including the Comprehensive Plan, Subdivision Regulations, Year 2020 Transportation Study, Preserving Town and Country, and the Woodford Urban Code. Committee members identified other efforts to be considered: Wilbur Smith Associates Appendix A - 2

Diane Boyers noted that several Federal funding grants have been requested by the Main Street Program; Judge Gormley advised that Rails to Trails funding had been approved, but the project is delayed by coordination issues with Sylvania and local subdivision owners concerning right-of-way issues; Judge Gormley indicated that the list of prioritized state projects could be consulted; and, Art Craig can provide a copy of the Bikeway Plan for Woodford County. Potential Project Issues Samantha Wright then began a discussion on a sample set of improvement projects, which could be planned under the grant project. It should be noted that this list of projects was simply a start list, and was not inclusive or final. The committee was encouraged to suggest other ideas and projects they deemed important. Committee members offered comments regarding the preliminary project ideas presented at the meeting. Two projects discussed at the meeting were approved by the Committee for further development: Eastern Downtown Gateway This project would involve planning for boulevard-type improvements to Lexington Road and the opportunity to establish an eastern gateway into Versailles. Recommendations could involve access management, rear-alley access to local businesses, landscaping and pedestrian amenities, and traffic management. Overall, the committee felt that the Lexington Road project is vital to the community. Several members agreed that Lexington Road should have two to three lanes for safety reasons, along with parking improvements and streetscape work. Establishing rear access to local businesses, such as Woodford Plaza, may be beneficial in the redesign of Lexington Road. There may be drainage issues with the field directly south of Woodford Plaza. It was also noted that there should be no development of the farm north of, and adjacent to, Lexington Road. There is a fear in the community that new or improved roads will bring development. Western Downtown Gateway This project would involve planning for improvements to US 62 and may provide the opportunity to establish a western gateway to downtown Versailles. Project recommendations may include safety improvements along US 62 and redesign of the intersection with KY 1964 (Clifton Pike). The committee indicated that intersection improvements at US 62 and Rose Hill Lane are important to safety in the area. Also, improvements to the Martin Luther King Boulevard intersection approach would improve safety along US 62. The committee also provided ideas for additional projects in the area: Wilbur Smith Associates Appendix A - 3

The extension of Briarwood Drive to Military Pike would make travel along Huntertown Road more efficient. There are approximately 330 homes in the Sycamore subdivision that would be served by this project; Sidewalks along Huntertown Road were identified as a local need; A connection between Bryanwood and McDavid would improve connectivity and should be made in advance of the redesign of Versailles Center; A connection may be possible between Cedar Ridge and South Main and/or Huntertown Road; and, A number of ideas are available for other rail-related projects in Woodford County. Next Steps Following the discussion of projects and needs, the next Steering Committee meeting agenda was discussed. The meeting will be focused on a more in-depth discussion of a selected set of improvement projects. The agenda and activities for the first public involvement session will also be reviewed. The meeting will be held April 24, 2001, at 9:00 a.m. The committee decided that the first public involvement session should focus on one or two improvement projects, potentially focusing on ideas to improve the Lexington Road corridor. The purpose of this meeting was to discuss the project schedule, progress and public workshop ideas for the May meeting. Samantha touched briefly on the project background, activities and schedule through the end of the year. The remainder of the meeting was focused on the upcoming Public Work Shop and public involvement activities for the project. The date set for Public Work Shop #1 is May 21 st at 6:30 p.m. Pattie Wilson plans to check the availability of the Agricultural Resources Building for this date and time. A number of advertising ideas were identified for the meeting, including: Write a press release for the Woodford Sun; Develop a flier for distribution in area neighborhoods, schools, and local businesses; Contact other interested parties such as OSRAM, the condominium association at the intersection of Tyrone and Clifton Pikes, and the County Park; Email the participants from the Woodford Tomorrow effort; and, Create a project website for project information, updates and meeting times (could potentially link to the www.versaillesky.com website maintained by Chief Alan Love). Marc Williams then began a discussion of the Public Work Shop activities, including hands-on participation by attendees. From the first Steering Committee meeting, it was decided that the Public Work Shop would focus on the two project areas identified: 1) an Eastern Gateway concept, including boulevardtype improvements to Lexington Road, and 2) a Western Gateway concept, involving safety improvements to Clifton and Tyrone Pikes on the west side of Versailles. The Steering Committee worked through an exercise similar to that planned for the Public Work Shop. Large maps of the two project focus areas were provided for discussion of local transportation issues and the resulting ideas are attached. A summary of these issues include: Eastern Gateway Provide improvements along Lexington Road, including sidewalks, pedestrian crossings, access management, and burial of utilities; Construct a bicycle lane along Lexington Road; Provide sidewalks along Huntertown Road; Construct rear access drives for businesses on both sides of Lexington Road; Reconstruction the US 60 Bypass intersection on the east side of Versailles to make the Bypass the primary traffic movement; Potentially extend Lexington Road across US 60 into the Uptown development; Connect Bryanwood Drive with McDavid Drive; Potentially connect Tincher Drive with US 60 at the Bypass intersection; and, Provide pedestrian access from Turkey Drive and Hunters Ridge Road to the adjacent shopping areas. Western Gateway Construct a sidewalk along Tyrone Pike out to the County Park; Provide sidewalks along Woodridge Lane; and, Realign the approach of Clifton Pike to create a right-angle intersection. Other Issues The addition of sidewalks could be considered in many places around Versailles; Street lights and entrance lights to subdivisions are important considerations for safety; A connection could be considered between Montgomery Avenue and Laval Heights; Meadow Lane could be extended to meet Huntertown Road; Marsailles Road could be extended to meet South Main St.; and, Wilbur Smith Associates Appendix A - 7

Downtown signage and signage at gateway entrances are key. Following the discussion of project issues, the next Steering Committee meeting date was discussed. The purpose of this meeting was to discuss the project schedule, progress and public workshop ideas for the July meetings. She explained some of the ideas that came from the first public meeting. The project ideas for the Lexington Road section included the following: Reducing the number of access points Changing the cross section to three lanes Adding sidewalks Adding pedestrian crossings Burying utilities to make the area more attractive Adding alleys for rear access Adding other connections around town to reduce the number of cars on that section of Lexington Road Wilbur Smith Associates Appendix A - 11

Adding curbs, gutters, and landscaping It was noted the one of the main problems at the intersection of Clifton and Tyrone Pikes is sight distance. Reducing the grade at the hill would make it easier to see, thus improving safety. Improving this intersection would also involve a realignment of the approach. Advertisement Ideas It was discussed that this project needs more public support in order to receive the implementation monies necessary for implementation. Ideas to attract more attendees at the next public meeting include: Banners Public mailing Section in the Consumer Conference Report (Tri-folded and due June 20) News Radio Value catcher on pizza box Contact homeowners association The committee decided to divide the public meeting topics of Huntertown Road and the US 62/KY 33 Connector Road into two separate meetings. The Huntertown Road meeting will be held on July 16, 2001, 6:30 PM at the Agricultural Resource Building. The US 62/KY 33 Connector Road meeting will be held on July 30, 2001, 6:30 PM at the Agricultural Resource Building. Topics For Public Workshop #2 It was decided that the primary topic for the next public workshop would be the visual appearance and character of the new US 62/KY 33 connector road corridor. It was stated that Public Meeting #2 attendees would formulate ideas for the new corridor. Committee members stressed that while the roadway itself is already designed (as well as curb cuts), it would be up to meeting participants to plan the corridor surroundings. It was stated that the public meeting results would be used to generate ideas for a corridor management plan. A Corridor Management Plan may: Regulate signage Include landscaping requirements and suggestions for adjacent land Include land use requirements and suggestions (business and residence) Wilbur Smith Associates Appendix A - 12

The purpose of this meeting was to discuss the results of public meetings #2 and #3, as well as selected projects, and the status of the final document. He explained the agenda and what was desired from the committee meeting. The topics for review and discussion included the previous two public meetings (Public Meetings #2 and #3), as well as a review and discussion of potential projects for those study areas. After that, some discussion and input was to be made on the final project documentation, and desired future meetings. The first topic discussed was Public Workshop #2 Committee Input and Comments Concerning Public Workshop #2 Mr. Griffin reviewed with the committee the Public Meeting #2 minutes as well as the meeting summary map. Comments on these materials made by the committee were as follows: Mr. Kramer noted that frontage roads along the new corridor should be explored as options, and also added that some meeting attendees had mentioned the same idea. Several committee members discussed the potential for earth berms south of the existing residences that abut the new connector. Judge Gormley announced that the KYTC District 7 had informed him that due to limited right of way width, a land berm between the connector and the existing homes was not possible. Judge Gormley asked about funding of a horse/bridal path. Marc Williams verified that possible enhancement funds could be used. Several committee members made the point that it is a state requirement that a chain link fence be installed at the right of way along limited access state highways. Committee members inquired as to who owns the strip of land between Bryanwood and McDavid Drives. Pattie Wilson stated that she would investigate and identify the current owner(s). Comments on the public meeting #2 summary meeting map included o Label the Connector Route and show it in the legend o Show the pedestrian path in its location as well as in the legend Mr. Kramer noted that the minutes needed to include that many attendees of the public meeting had voiced desire to see lands in both the Northwest and Southeast study areas preserved as they currently exist. Following this, Public Workshop #3 was discussed. Committee Input and Comments Concerning Public Workshop #3 Mr. Griffin reviewed with the committee the Public Meeting #3 minutes, the workshop survey exercise sheet and results, as well as the meeting summary map. Comments on these materials made by the committee were as follows: Several members of the committee voiced that a multi use pedestrian path would be preferable to sidewalks and a separate bike path, in that it would be less intrusive and less costly. Art Craig stated that several new stop signs had been installed along Huntertown Road since Public Meeting #3 (additional signs had been requested at Public Meeting #3). Committee members stated that a park was listed as part of a proposed development on the property west of Huntertown Road, at the US 60 intersection. Art Craig stated that it was very likely that the US 60/Huntertown Road intersection was on the next State 6-Year Highway Plan Bart Miller mentioned that congestion along Huntertown Road in certain areas could be beneficial, in that it acts as a traffic-calming device. Following this discussion, Mr. Griffin called the committee s attention to the final document outline. He explained the example project cut sheets that would be used to request funding. Committee members asked a few general questions on cut sheet content and formatting. Wilbur Smith Associates Appendix A - 15

After this discussion, some additional project comments were made. Some necessary tasks were also identified. The comments included: The selected projects should be prioritized by city priorities, and county priorities. Bart Miller felt that intersection of Rose Hill and Tyrone Pike should be higher priority than the US 60/Huntertown Road intersection Stan Kramer suggested that utility lines along Tyrone Pike be relocated if and when the Tyrone Pike/Clifton Dr. intersection and grade reduction improvements occurred. The mentioned future tasks included: Pattie Wilson stated that she would call the Woodford Sun, so that they could advertise the website (www.versaillesgrant.com) as having results to the public meetings. Wilbur Smith representatives are to investigate the name of Lexington Road/Street, and determine which segment holds each name. Art Craig was to make available the regional transportation improvement recommendations Concluding the meeting, it was decided the next Steering Committee meeting would be held on September 18, 2001. At that meeting the entire list of study projects will be presented for discussion, as well as draft versions of document sections. With no further comments, the meeting adjourned at 1:10 PM. The purpose of this meeting was to discuss the draft of materials, selected projects, the status of the final document, and to establish public meeting dates and topics. He began with a discussion on the TCSP Document Draft 1. He reviewed the draft document, explained each of the sections and its contents, and asked that attendees make comments or suggestions as he reviewed the materials. Committee members made comments on several of the proposed projects. Comments for each study area s proposed projects were as follows: Eastern Gateway US 60/Lexington Street Intersection o Wilbur Smith Associates stated that no recommendation had yet been made for the US 60/Lexington Street intersection. This intersection is still under analysis to find the best possible reconfiguration to meet future conditions. Wilbur Smith Associates Appendix A - 17

o Wilbur Smith Associates stated that the fly over ramp alternative would solve traffic level of service needs, but would be costly and aesthetically unpleasing. o Wilbur Smith Associates stated the use of a round-a-bout is still under study for operational benefits. Bryanwood and McDavid Dr. Connection o Pattie Wilson informed the Committee that the right of way that separates the two streets is owned by the City of Versailles. o Committee members voiced the need to place stop signs where Bryanwood and Tincher meet. It was indicated that there might already be stop signs in the area. o Committee members suggested a raised/decorative paver between McDavid and Bryanwood could be used to alert traffic to slow down. o Committee members stated that by eliminating the cul de sacs, more yard could be given to the residents that front the cul de sacs. Crossfield Drive/Laval Heights Connection o Phil Knight stated that this project should have high priority, and could eliminate some safety hazards at the US 60/Lexington Street Intersection. Western Gateway Tyrone Pike/Clifton Road Intersection o o o Committee members stated that reducing the grade on Tyrone Pike would help visibility, and possibly solve the majority of the intersection s safety hazards. Mr. Griffin made notice that the cost estimates for this project do not include traffic calming. Committee members noted that a flashing caution light and a curve advisory sign could be installed for an inexpensive, timely means of slowing traffic in the area. o Meeting attendees agreed that the project sheet should show costs for each improvement individually, or be split into several different project sheets. US 62/KY 33 Connector Corridor Sight and Sound Buffer Wall o Committee members felt that this project should be low priority, in that it serves few, and has a high cost. Pedestrian Link along Main Street from Gormley Drive to the US 62/KY 33 Connector Intersection o Di Boyer felt this project should be a higher priority. Wilbur Smith Associates Appendix A - 18

o Stan Kramer noted that adding sidewalk to both sides of Main Street should be an option. Landscaping Along the US 62/KY 33 Connector o Di Boyer felt that this project needed to be evaluated in detail, as well as information be provided on various grants that could be used to implement such improvements. Huntertown Road Corridor Paddock Place Extension o Pattie Wilson mentioned that the depicted extension might want to be reconfigured to illustrate a more probable route of road connection, as well as to match the Comprehensive Plan illustration. Stan Kramer mentioned an alternative to address the future level of service of Huntertown Road. This alternative consisted of making the segment of Huntertown Road east of the Bluegrass Parkway Overpass dead end at the overpass, with the segment west of the overpass having an on-ramp onto the Parkway at its eastern terminus. Many attendees felt this would work against the goal of increasing mobility and connectivity. Committee members stated the need for a funding section to be added to the document. Concluding the meeting, it was decided the next Steering Committee meeting would be held on October 2, 2001 at 12:00 pm. At that meeting the 2 nd draft of report materials with edits and suggestions will be submitted to committee members for review and commentary. Safety Program (HES Hazard Elimination System) Rural and Municipal Aid Program o City and County Roads Public Private Partnerships City and County Budget Other Grants Next Mr. Sweger explained how projects get on to the State s Transportation Improvement Plan, making the improvement able to receive state and federal funding. KYTC s Planning Process First, input is taken from a variety of sources including: highway districts, the Division of Planning, the Division of Multimodal Programs, the Cabinet s Goals and Strategic Plan, the Office of Transportation Delivery, the Division of Aeronautics, the Area Development Districts, Metropolitan Planning Organizations, local officials, the Intermodal Advisory Panel, the Economic Development Cabinet, the Tourism Cabinet, the Division of Air Quality, management systems, and the public. This input is in the form of suggested highway and transportation improvements, as well as needs and issues. All of the input goes through analysis and a review process. Alongside of this, the KYTC identifies available federal and state funds. After this process, a series of projects go into the Statewide Transportation Plan. Following additional review and input, a select number of these projects are chosen for the Long Range Highway Plan. Then, with ranking and need, projects go from the Long Range Plan, into the Six Year Plan. The Six Year Plan is comprised of projects that represent a balanced expenditure of money for the entire state. Finally, from the Six Year Plan, projects are moved into the State Transportation Improvement Plan. The Transportation Improvement Plan is basically years one through three of the Six Year Plan. At this stage there is final public review and comment. Mr. Sweger then backtracked and went into a little more detail as to how projects from Versailles can make it on to the Transportation Plan and the Six Year Plan. First a project identification form must be submitted to the Bluegrass ADD. Then the ADD, local officials, and the KYTC Central Office prioritizes the submission, along with all other submissions. Those projects chosen as highest priority are then placed onto the Transportation Plan and the Six Year Plan. After this Mr. Sweger discussed the other types of available funds. Transportation Enhancements and Renaissance Kentucky Grants These are federal funds and are administered by states. Often they are referred to as TEA 21 funds. Project eligibility is determined by the KYTC Division of Multimodal Programs. Such projects can include pedestrian/bikeways like those recommended in. Governor s committee. Applications for these grants are due in late January (necessary forms can be downloaded from the KYTC website). Highway Safety Program These funds are only for projects in high accident locations within the district. The projects to receive these funds for the Versailles area are selected by the KYTC District 7 Office in Lexington. Since the segments of highway studied within Versailles are not among those having the highest accident rates for the State, it is not likely that these funds will be attainable. Rural Municipal Aid Program Rural Secondary Program o These are projects developed by the County, KYTC District 7, and the public County Road Aid Program o These funds are mostly for maintenance, and are directly controlled by the Fiscal Courts Municipal Aid Program o Funds are used for the maintenance of urban roadways, and are directly controlled by cities and county. Public-Private Partnerships There are often opportunities for the city and county to team up with developers during new development or redevelopment. Also, some existing landowners and businesses may be willing to donate land and/or resources for projects that will bring them benefits. This concluded Mr. Sweger s informative overview. Next Mrs. Wright discussed the remainder of agenda items. US 60/Lexington Road Intersection Following the funding discussion, Samantha Wright asked the committee for input on the set of alternatives for the US 60/Lexington Rd. intersection. Mrs. Wright presented 5 alternatives for consideration by the committee. It was the committee s desire to present all five options to the public at the next meeting to receive further input before making a decision. At the open house, each proposed project is to be displayed, and input from the participants will be used to rank project need/importance. The open house will be held October 29, 2001, at the Woodford County Courthouse The information boards will be left on display until November 9, 2001. After discussing all agenda items, the committee brought up the need to include the already funded Woodford County TEA 21 Grant bike path project with the other proposed improvements. The consensus was that by including it, the public could be made aware, and it would help to expedite the final path selection for the path. It was then decided that a special meeting was needed between committee members, officials, and stakeholders to discuss and decide upon a preliminary final path route. Community and Transportation System Plan for FY 2000 TCSP Grant Committee Meeting #7 December 4, 2001 This committee meeting for the Versailles TCSP Grant project was held on December 4, 2001, at the Woodford County Courthouse, Community Room. The purpose of this meeting was to review and discuss the Public Open House and worksheet results and comments, select an alternative for the US 60/Lexington Road intersection, and review the final document funding source section. The first agenda item was to review the results of the public open house. It was decided that the public ranking of projects would be used to guide the committee s decision on how to rank the projects for the final report. Since all committee members could not attend the public open house, it was requested that each committee member have a chance to rank the projects. This ranking will be used in conjunction with the public ranking to establish a final improvement priority list. US 60/Lexington Street Intersection Most committee members had the same alternative preference as the public. It was agreed that the intersection should be realigned so that US 60 is the primary flow, with Lexington Street intersecting at a 90-degree angle. Additionally, the Laval Hts./Crossfield Dr. Connection would have to be made to decrease the traffic volume at the intersection. It was agreed that this connection should be the first step in redesigning the intersection. Comments on Final Document Next, each study areas list of projects was reviewed to identify additional changes that needed to be made. Eastern Gateway The Eastern Gateway Projects are acceptable as drafted no changes needed. Western Gateway Add a caution light to the Clifton Rd/Tyrone Pike intersection project. Adjust the alignment of the Park to Downtown multi use path to correctly portray route. US 62/KY 33 Connector Corridor Change sidewalk along S. Main St. to a multi-use path/sidewalk combination multiuse path in front of rural area, sidewalk in front of Southland Subdivision. Huntertown Road Corridor Leave in the Paddock Place extension project it will be a necessary link eventually. After discussing all agenda items, the committee agreed to fill out their personal rankings for the projects, and submit them to be considered in the final ranking of the proposed improvement projects.
