Priority for Action 1 Ensure that disaster reduction is a national and local priority with a strong institutional basis for implementation Core Indicator 1.1 National policy and legal framework for disaster risk reduction exists with decentralized responsibilities and capacities at all levels. How well are local organizations (including local government) equipped with capacities (knowledge, experience, official mandate) for disaster risk reduction and climate change adaptation? Level of Progress achieved: 2 THERE IS A NATIONAL DISASTER POLICY 2010, which has not been customised to address the unique disaster chalenges in the city. KCCA is has development a project proposal to drive the development of the City Disaster Risk Reduction Mgt policy and program To what extent do partnerships exist between communities, private sector and local authorities to reduce risk? There is no partnerships with private sector for resilience,kamapala is prone for flooding that needs significant investment for reconstruction and safeguarding of wetlands Core Indicator 1.2 Dedicated and adequate resources are available to implement disaster risk reduction plans and activities at all administrative levels. How far does the local government have access to adequate financial resources to carry out risk reduction activities? There has been limited equalisation fund transfer from governement under the community driven developement projects to improve the lives of the marginalised communities.given the population of kampala where most of the setlements are in informal areas To what degree does the local government allocate sufficient financial resources to carry out DRR activities, including effective disaster response and recovery? funding for DRR activities has not received significant attention due to limited resources that compete with key infrastructural projects,kcca has committed funds for de-silting drains, and de-silting of the Nakivubo channel the longest and high prone channel for flooding, Key Flood black spots have been reconstructed to minimize flooding.?? Core Indicator 1.3 Community participation and decentralization are ensured through the delegation of authority and resources to local levels. How much does the local government support vulnerable local communities (particularly women, elderly, infirmed, children) to actively participate in risk reduction decision-making, policy making, planning and implementation processes? Kampala conducts participatory planning where the communities identify key prioirity areas for investment, the challenge is lack of funds to finance the identified community priority projects To what extent does the local government provide training in risk reduction for local officials and community leaders? programme has in past been implemented to address this area?? How regularly does the local government conduct awarenessbuilding or education programs on DRR and disaster preparedness for local communities? Programs include cultural diversity issues Programs are sensitive to gender perspectives Disasters have not been a common thing and many public agency preparedness has not forthcoming.the proposed DRR programm proposal will set the framework for awareness building and community engagement for disaster preparedness Core Indicator 1.4 A national multi-sectoral platform for disaster risk reduction is functioning. Priority for Action 2 Identify, assess and monitor disaster risks and enhance early warning Core Indicator 2.1 National and local risk assessments based on hazard data and vulnerability information are available and include risk. To what degree does the local government conducted thorough disaster risk assessments for key vulnerable development sectors in your local authority? The scoping of DRR project required some assessment that informed project preparation?,kcca is just putting up the structure for the DRR in the city? To what extent are these risk assessments regularly updated, e.g. annually or on a bi-annual basis? KCCA is developing an enterprise-wide risk management and DRR which is still in its infancy. the process for conducting for an overall assessment How well are disaster risk assessments incorporated into all relevant local development planning on a consistent basis? KCCA is developing an enterprise -wide risk management to guide risk profiling and management.critical projects that are identified are informed by city wide risks associated with not addressing such a city challenge? To what extent have local schools, hospitals and health facilities received special attention for "all hazard" risk assessments in your local authority? Schools Hospitals/ health facilities KCCA is in the process of conducting a city wide inventory to assess the degree of exposure of all city assets and also determine and influence infrastructure investment prioritization, there was a wide spread effort to ensure that fire associated disasters are treated in facilities,with fire extinguishers in all establishment and direction for Escape routes in public buildings?? How safe are all main schools, hospitals and health facilities from disasters so that they have the ability to remain operational during emergencies? schools were constructed to provide for 100,000 people, however today they are catering for a resident population of 1.9mn with a transient population of 2.5 million, this has put a significant stress on their ability to with stand any disaster, should one occur. There is need for significant investment to address the infrastructure challenge and behavior change for disaster adaptation and preparedness? Core Indicator 2.2 Systems are in place to monitor, archive and disseminate data on key hazards and vulnerabilities. -- questions related to local context -- Core Indicator 2.3 Early warning systems are in place for all major hazards, with outreach to communities. To what extent are early warning centres established, adequately staffed (or on-call personnel) and well resourced (power back ups, equipment redundancy etc) at all times? Other than the national meteorological center in Entebbe that tend to provide some climate predictions, there is no organised system of early warning in place How much do warning systems allow for adequate community participation? There is no evidence of direct involvement of community in the warning systems and Local Progress Report 2013-2014 8/22

preparedness for disaster? Core Indicator 2.4 National and local risk assessments take account of regional/trans-boundary risks, with a view to regional cooperation on risk reduction. How well are local government risk assessments linked to, and supportive of, risk assessments from neighbouring local authorities and state or provincial government risk management plans??the development of the Kampala Physical development plan took into consideration the development of five satellite cities as part of the Kampala Metropolitan Planning Area. Key capital investment projects were identified for all the five satellite cities and Kampala capital city Authority. which can influence metropolitan risk management plans? Priority for Action 3 Use knowledge, innovation and education to build a culture of safety and resilience at all levels Core Indicator 3.1 Relevant information on disasters is available and accessible at all levels, to all stakeholders (through networks, development of information sharing systems, etc). How regularly does the local government communicate to the community, information on local hazard trends and risk reduction measures (e.g. using a Risk Communications Plan) including early warnings of likely hazard impact? Level of Progress achieved: 2 KCCA has a weekly radio programme that is used to communicate to the population. KCCA in the strategic plan is planning under the Urban Governance and Citizen accountability project proposal to develop communicate newspapers to guide and inform the community of risk and other community information when funding is obtained for the community newspaper project Core Indicator 3.2 School curricula, education material and relevant trainings include disaster risk reduction and recovery concepts and practices. To what degree do local schools and colleges include courses, education or training in disaster risk reduction (including climate related risks) as part of the education curriculum? Reduce the underlying risk factors Priority for Action 4 Core Indicator 4.1 Disaster risk reduction is an integral objective of environment related policies and plans, including for land use, natural resource management and adaptation to climate change. How well integrated are local government DRR policies, strategies and implementation plans with existing environmental development and natural resource management plans? Other than the wetland management policy managed under the ministry of environment that guide natural resource management plans, in Kampala city the integration has not firmly taken route since KCCA has just started developing policies for DRR that will inform the relevant DRR strategies for implementation How far do land use policies and planning regulations for housing and development infrastructure take current and projected disaster risk (including climate related risks) into account? Significant investment has been made in improving the infrastructure in the city and development inspection is a key function of housing development control. Although the housing challenge is a major priority in the city that would require significant investment to improve the acute housing challenge How well are risk-sensitive land use regulations and building codes, health and safety codes enforced across all development zones and building types? Level of Progress achieved: 3 adherence to land use and building codes is enforced through regular inspection and inspection from public health and environment supported by the city ordinance on public health.the building inspection function has been delegated to division planner that conducts routine inspections for adherence How strong are existing regulations (e.g. land use plans, building codes etc) to support disaster risk reduction in your local authority? Level of Progress achieved: 2 The absence of a detailed neighborhood plan to inform and guide landuse patterns has hampered the strength of the existing regulations to support disaster risk reduction.areas that been gazette as water catchment areas have been built up with corresponding investment in drainage improvement which to a greater extent explain the frequent flooding whenever it rains To what degree does the local government support the restoration, protection and sustainable management of ecosystems services? Level of Progress achieved: 2 Forests Coastal zones Wetlands Water resources River basins Fisheries Yes Yes Yes KCCA has embarked on aggressive programme for restoring the green cover and associated urban tree planting, with a goal of planting 1million trees in the city in the course of the next five years many of green belts have or are under design for restoration, wetlands are in the process of being gazetted How much do civil society organizations and citizens participate in the restoration, protection and sustainable management of ecosystems services? Level of Progress achieved: 2 Other than civil society directly involvement on environment management programs there have been limited direct involvement with civil society. However KCCA has instituted every last Saturday of the month as a city cleaning day. the new strategy proposes to bring on board the corporates, and the general public in environment conservation by sponsoring and owning green belts and trees?? How much does the private sector participate in the implementation of environmental and ecosystems management plans in your local Local Progress Report 2013-2014 14/22

authority? Other than the monthly clean exercise there is direct framework for the private sector.the industries that have been constructed on the channels have been monitored to ensure compliance to safety and environment provisions? Core Indicator 4.2 Social development policies and plans are being implemented to reduce the vulnerability of populations most at risk. What is the scope of financial services (e.g. saving and credit schemes, macro and micro-insurance) available to vulnerable and marginalised households for pre- disaster times? KCCA obtained funding for SACCO capacity building and community driven development program that focuses on the marginalized community To what extent are micro finance, cash aid, soft loans, lone guarantees etc available to affected households after disasters to restart livelihoods? There is no specific provision to address the marginalized affected by disaster?? Core Indicator 4.3 Economic and productive sectorial policies and plans have been implemented to Local Progress Report 2013-2014 15/22

reduce the vulnerability of economic activities. How well established are economic incentives for investing in disaster risk reduction for households and businesses (e.g. reduced insurance premiums for households, tax holidays for businesses)? Level of Progress achieved: 2?KCCA is in the process of identifying waste to energy investor under guidance with IFC? To what extent do local business associations, such as chambers of commerce and similar, support efforts of small enterprises for business continuity during and after disasters? Investors support in response, but not coordinated. Core Indicator 4.4 Planning and management of human settlements incorporate disaster risk reduction elements, including enforcement of building codes. How adequately are critical public facilities and infrastructure located in high risk areas assessed for all hazard risks and safety? Level of Progress achieved: 3 KCCA has identified and prioritized major drainage programs like Lubigi channel and other seven primary and secondary channels, and infrastructure development in Local Progress Report 2013-2014 16/22

marginal communities in the city How adequate are the measures that are being undertaken to protect critical public facilities and infrastructure from damage during disasters? The city is put in place?a disaster risk management and response programme to address the possibility of disaster. This programme has been developed into a proposal where the city administration is looking for funding agencies to build the city resilient to disaster. Kampala is the only city without a disaster resilient strategy yet highly prone to flooding due to its undulating hills topography and wetlands covering all the lowlands and the challenge of its location as a port city on the Lake Victoria? Core Indicator 4.5 Disaster risk reduction measures are integrated into post disaster recovery and rehabilitation processes. How well are disaster risk reduction measures integrated into postdisaster recovery and rehabilitation activities (i.e. build back better, livelihoods rehabilitation)? As part of the DRR programme, KCCA is proposing to develop Business continuity plans intended to minimize disruption in case of disasters, currently there is no such post recovery initiatives in the city? Core Indicator 4.6 Procedures are in place to assess the disaster risk impacts of major development projects, especially infrastructure. Local Progress Report 2013-2014 17/22

To what degree do local government or other levels of government have special programs in place to regularly assess schools, hospitals and health facilities for maintenance, compliance with building codes, general safety, weather-related risks etc.? Schools Hospitals/ health facilities Yes Yes There has been routine school and health facilities inspection which are still at a very low scale due to lack of funds to meet improvements and interventions,however for the general buildings in the city and private facilities there has been effort to enforce compliance to building codes and general safety provisions?? Priority for Action 5 Strengthen disaster preparedness for effective response at all levels Core Indicator 5.1 Strong policy, technical and institutional capacities and mechanisms for disaster risk management, with a disaster risk reduction perspective are in place. -- questions related to local context -- Core Indicator 5.2 Disaster preparedness plans and contingency plans are in place at all administrative levels, and regular training drills and rehearsals are held to test and develop disaster response programmes. How regularly are training drills and rehearsal carried out with the participation of relevant government, non-governmental, local leaders and volunteers? There is evidence of such yet it would help to enhance community preparedness for disaster management.this shall be incorporated in the DRR strategy for the city How available are key resources for effective response, such as emergency supplies, emergency shelters, identified evacuation routes and contingency plans at all times? To what extent does the local government have an emergency operations centre (EOC) and/or an emergency communication system??kcca as part of the DRR program proposal intends to develop early warning systems, evacuation centers and fire engines to minimize the dangers of fires, including developing city capacity for preparedness and management of disasters? How aware are citizens of evacuation plans or drills for evacuations when necessary? There was no programme to support citizens in case of disaster, other than increasing citizens awareness of terrorists acts and possible attacks for preparedness Local Progress Report 2013-2014 20/22

To what degree does the Contingency Plan (or similar plan) include an outline strategy for post disaster recovery and reconstruction, including needs assessments and livelihoods rehabilitation? such plans available now but the future as part of KCCA strategy for disaster preparedness this is a key focus area How far are regular disaster preparedness drills undertaken in schools, hospitals and health facilities? Schools Hospitals/ health facilities There is no evidence of such programmes, other than the general physical education which may?consequently impact on disaster preparedness. There Is need for disaster preparedness drill in schools to provide key information to children to enhance their risk assessment and awareness Core Indicator 5.3 Financial reserves and contingency mechanisms are in place to support effective response and recovery when required. To what degree do local institutions have access to financial reserves to support effective disaster response and early recovery? Local Progress Report 2013-2014 21/22
