Measures of Sino-Singapore Tianjin Eco-city on Promoting Industrial Development Chapter I. General Provisions Article 1. The Measures is established to promote industrial development in Sino-Singapore Tianjin Eco-city, attract investment projects that comply with the industrial planning of the Eco-city, centralize quality industrial resources and enhance the capacity of independent innovation. Article 2. Sino-Singapore Tianjin Eco-city (hereinafter referred to as the Eco-city) supports the development of industries that are energy-efficient, environment-friendly and based on recycling economy, such as research and development, service outsourcing, finance, cultural creation, commerce and trade, conference and exhibition, tourism, logistics, etc. Article 3. Sino-Singapore Tianjin Eco-city Administrative Committee (hereinafter referred to as ECAC) carries out preferential policies and funding support in the form of financial incentives, office buildings, human resources and government service, etc. for key industrial projects. Article 4. The Measures is applicable to enterprises and institutions registered in Eco-city and recognized by ECAC in accordance with the Measures. 1

Article 5. ECAC actively assists the enterprises and institutions eligible for the Measures (hereinafter referred to as eligible bodies ) with the application of relevant preferential policies as stipulated by Binhai New Area, Tianjin and China. The preferential policies as stipulated in the Measures but uncovered by those of Binhai New Area, Tianjin and China shall be implemented as a supplement according to the actual contribution of eligible bodies for the Eco-city. Chapter II. Eligibility Article 6. Identification standards for key industrial projects supported by Eco-city are as follow: (I). Research & development category and technology application & popularization category: 1. Pertaining to the development and application of technologies in the field of ecology, environment protection, energy conservation of renewable energy; 2. Research & development enterprises and institutions shall have fixed premises, relevant instruments and other conditions necessary for research activities, including research building with an area of over 200 m 2 and total asset of more than 5 million yuan; personnel directly engaged in research & development with university degree and above, or intermediate 2

professional certifications and above shall take up over 80% of the total staff of the institution; annual technical income shall take up over 70% of the total income; research & development fund per year shall be over 20% of total annual income and clearly identified independent intellectual property shall be possessed; In the application & popularization category, eligible bodies shall have technical investment of over 1 million yuan, or equipment investment of over 5 million yuan. (II). Modern services category: 1. Service outsourcing enterprises with registered capital of more than 1 million yuan and annual turnover of more than 5 million yuan; 2. Software enterprises as recognized by the state; 3. Financial enterprises which are newly incorporated and operating core business nationally or regionally and duly pay all taxes in the Eco-city upon authorization of the headquarters or regional headquarters; 4. Enterprises with registered capital of more than 1 million yuan and annual turnover of more than 5 million yuan in the field of cultural creation, mass media, broadcasting, film & video production, architectural design, decoration design, environmental design, industrial design, product design, art 3

design, packing design, cartoon design and advertising design; 5. Retail enterprises with operation area of more than 10,000 sqm and large wholesale enterprises and international trading enterprises, master distributor (agent) of international famous brand and international famous retail chain businesses with annual turnover of more than 100 million yuan; 6. Conference and exhibition, training and tourism service enterprises with registered capital of more than 1 million yuan and annual turnover of more than 5 million yuan; 7. Intermediary service agencies such as attorney, accounting, property assessment, quality certification, commodity inspection (identification, authentication), foreign exchange brokerage, insurance brokerage, insurance assessment and insurance agents with registered capital of more than 1 million yuan and annual turnover of more than 5 million yuan. 8. Regional headquarters of enterprises and institutions with registered capital of more than 10 million yuan, such as regional procurement center, sales center, financial center, investment management center and logistics management center, etc. Article 7. Eligible bodies may submit application for preferential policies to the Commercial Bureau of ECAC. The 4

Commercial Bureau shall organize relevant agencies to conduct review of the application and then submit to ECAC for endorsement and implementation. Chapter III. Policies and Measures Article 8. ECAC establishes an Eco-city industry development fund from its fiscal budget as specialized fund for industrial development of the Eco-city. All financial incentives in the Measures shall be itemized and drawn from the Eco-city industry development fund. Article 9. Funding supports to the eligible bodies include: (I). 1 million yuan per year maximum for no more than 3 years for research & development expenses of key enterprises and institutions; (II).500, 000 yuan maximum to enterprises and institutions that organize technology alliance for addressing key technical issues; (III). 500,000 yuan maximum for eco-economic information communication platform and public technology support service platform established in Eco-city; (IV). 2 million yuan and 1 million yuan maximum respectively to state level or provincial (ministerial) level 5

research & development centers, key laboratories and engineering research centers established in Eco-city; (V). 100% parallel funding of 2 million yuan maximum for research & development projects listed in national key science and technology plan; 50% parallel funding of 1 million yuan maximum for research & development projects listed in provincial (ministerial) key science and technology plan; (VI). For research and development institutions, each application of international patent or Chinese invention patent or utility model patent will be given premium of 5,000 yuan maximum. If the patent application is granted, another premium of 10,000 yuan maximum will be given. The patents winning Golden Award and Excellence Award of Tianjin will be granted premium of 50,000 yuan and 20,000 yuan respectively. The patents winning Golden Award and Excellence Award of China will be granted 500,000 yuan and 250,000 yuan respectively. The award-winning institution shall give at least 60% of the premium to the patent designer. The institutions engaged in the strategic research, innovation and protection system building of copyrights will be granted with premium of 30,000 yuan maximum; (VII)Premium of 1 million yuan maximum for movies, 6

TV plays and cartoons produced by eligible bodies in Eco-city that win award at international or national levels (VIII) Research and development enterprises and institutions that conduct applied research and successfully transform the achievements into industrial usage will be granted with a lump-sum premium of 1 million yuan maximum; (IX) For all procurements of products, services and technologies produced in Eco-city, 1% of total procurement value not exceeding 5 million yuan will be granted to the purchaser; (X) Directing Funds of Risk Investment in Starting high-tech Business will be established to provide financial support for newly registered enterprises. Article 10 ECAC provides following financial supports to eligible bodies: (I) To the research and development institutions, software enterprises, financial enterprises that the Measures apply, as well as the certified high and new tech enterprises, the company paid business tax and value added tax that is retained by Eco-city will be 100% refunded for the first two years and 50% refunded for the following three years since beginning operation; the company paid corporate income tax that is retained by Eco-city 7

will be 100% refunded for the first five years and 50% refunded for the following five years since the profit making; (II) To the service outsourcing enterprises, intermediary service enterprises, cultural creation enterprises and regional headquarters that the Measures can apply, the company paid business tax and value added tax that is retained by Eco-city will be 100% refunded for the first two years and 50% refunded for the following three years since beginning operation; the company paid corporate income tax that is retained by Eco-city will be 100% refunded for the first two years and 50% refunded for the following three years since the profit making; (III) To the large scale commerce and trade enterprises, exhibition enterprises, training enterprises and tourist services enterprises that the Measures can apply, the company paid business tax and value added tax that is retained by Eco-city will be 100% refunded for the first three years and 50% refunded for the following three years since beginning operation. Article 11 ECAC provides following supports for leasing or purchasing office buildings to eligible bodies: (I) A subsidy of 1000 yuan/sqm maximum will be given if they purchase offices for their own use. The subsidized area will not exceed 2000 sqm. Shall the office be sold within 5 years, the 8

subsidy will be retracted. (II) A subsidy of 20 yuan/sqm month maximum will be given if they lease offices for their own use. The subsidized area will not exceed 2000 sqm and period will not exceed three years. Article 12 ECAC provides following human resources supports to eligible bodies: (I) To the talents employed by eligible bodies with an annual salary above certain level in Eco-city income survey, the paid individual income tax retained by Eco-city will be 50% refunded before the end of 2013. If these talents purchase commercial housing in Eco-city, the paid individual income tax retained by Eco-city will be 100% refunded. The total refund will not exceed the value of housing; (II) To eligible bodies, a research support of 50,000 yuan will be given if they establish post-doctoral work station and another subsidy of 50,000 for each post-doctorate at the station. For the research findings at the station winning national and provincial awards, a premium of 100,000 yuan and 50,000 will be given to the research group; (III) If eligible bodies establish college students internship base, each local student at the base will enjoy an internship 9

subsidy of 100 yuan/month besides the 400 yuan/month subsidy given by Tianjin; each non-local student will enjoy an internship subsidy of 500 yuan/month. The subsidized period will not exceed 6 months and the total number of people enjoying the subsidy will not exceed 20% of the company s total headcount; (IV) Efforts will be made to assist the talents employed by eligible bodies in dealing with Tianjin Hukou, social security, professional certification, etc. Their children will be given priority in schooling in Eco-city; (V) Coordination and cooperation mechanism will be set up with key universities and vocational training institutes to guarantee the human resources demand of the eligible bodies; (VI) Publicity and educational campaigns of environmental protection, energy saving and recycling economy will be launched to increase the environmental awareness of technical and management staff. Article 13. Under same conditions, the government investment projects and procurements will give priorities to the products and services provided by the eligible bodies. Article 14 ECAC provides information services for eligible bodies. The information services include: (1) Set up information release system of new 10

environmental technologies and products. (2) Promote advanced environmental methods and experiences. (3) Release key project information for relevant enterprises and organizations to participate. (4) Release supply and demand information for enterprises to enhance information exchange. Chapter IV Supplementary Articles Article 15. The Measures shall come into force on January 1 st, 2009 and terminate on December 31 st, 2013. 11
