The Department of Marine Administration circulated this directive in the exercise of the power of Section 294(B), paragraph (b) of Myanmar Merchant Shipping Act. 2. The purpose of this directive is to ensure the type approval of marine equipment for Myanmar vessels engaged on International Voyage to be complied with the requirements of the International Convention for the Safety of Life at Sea, 1974, as amended, and the International Convention for the Prevention of Pollution from Ships, 1973 as modified by the Protocol of 1978. 3. (a) The marine equipment shall be approved and certificated by DMA after testing with the applicable standards at the approved Testing Firm. (or) (b) The Recognized Organization is authorized to approve and accepthe equipment for use on Myanmar ships on behalf of the Department of Marine Administration (DMA), when: i. The equipment is approved and fully certificated to the application IMO requirements by any of the Recognized Organizations delegated by DMA; (or) ii. The equipment is approved by the Recognized Organization or by a duly authorized Notified Body under the Marine Equipment Directive 96l98lEC (EC MED) and issued with valid and appropriate Marine Equipment Directive Certificates, and marked accordingly; (or)

The equipment is approved by another SOLAS i MARPOL contracting government whose approval process is recognized by DMA; 4 The original manufacturers of marine equipment shall apply for the type approval certificate to the DMA or the Recognized Organization in accordance with the attached guidance and proeedure for type approvai. 5 When the equipment is not approved in accordance with paragraph 3.(b)" the RO may submit their recommendation with the relevant documents to DMA for consideration. 6 For equipmenthat is already provided on the vessel before 0l September 2017 and which does not have approval marking or certification, the equipment is acceptable for use on board, provided: (a) (b) it is in good working condition; and it is to the satisfaction of the Flag State Surveyor or the Recognized Organization. Guidance and Procedure for the type approval of marine equipment Guidance 1 The guidance applies to existing and new Myanmar Vessels engaged in International Voyage. Existing ships refer to ships, the building contract to which is placed before 01 January 2017, or in the absence of a building contract, the keel of which is laid or which is at a similar stage of construction before 01 January 2017. New ships are those which are not existing ships. 2 IMO Convention require marine equipment, fittings, systems, etc. on ships to be tested and approved by the Administration to ensure they comply with the performance standards and guidelines developed by the IMO. 3 To provide documentary evidence for traceability, the attending surveyor of the Recognized Organization shall issue a Statement of Acceptance (SOA), together with the list of approved equipment. 4 For existing ships, including change of Class and change of Flag: a. The SOA shall be issued and/or verified by the attending surveyor during the vessel s forthcoming Annual/Renewal statutory surveys, but not later than 31 December 2018. b. The list of approved equipment shall be issued whenever, existing equipment on the vessel is replaced or when new equipment is installed on board after 01 September 2015. 5 For new ships: The SOA, together with the list of approved equipment, shall be issued at the initial surveys for the issuance of statutory certificates. 6 The list of approved equipment should be updated accordingly and reflect the latest date of update whenever existing equipment on the vessel is replaced or when new equipment is installed on board. It shall be kept on board together with the SOA. The SOA or the type approval certificate, and the list of approved equipment, if applicable, shall be verified by the attending surveyor during the vessel s Annual and Renewal statutory surveys.

Procedure 1. The original manufacturers of marine equipment subjected to type approval shall apply for type approval to the Director-General of the Department of Marine Administration with the following attached documents: a. Manufacturing specifications describing performance, shape, structure, materials and other attributes of the marine equipment under application; b. Drawings indicating the structure, layout and other details of the marine equipment under application; c. Documents certifying that the marine equipment under application conforms to the technical standards, such as test reports; d. Instruction manuals on usage; e. When the marine equipment has already type approved by a foreign government and the applicant wishes to utilize the test data for the foreign approval, copies of the type approval certificate concerned. f. Manufacturing process for the marine equipment under application (manufacturing flowcharts); g. Manufacturing records (if no record is available for the marine equipment under application, then manufacturing records of similar products); h. Outline and layout of the main facilities for manufacturing of the marine equipment under application; i. Organizational charts of departments concerned with manufacturing and quality control for the marine equipment under application; j. Quality control standards related to the products under application (internal inspection standards such as acceptance inspections for materials and other items, inspections during manufacturing, acceptance inspection for outsourced or purchased goods and final inspection of products). 2. Upon the satisfaction of the submitted documents, the Director-General may authorize the relevant Division to inspect the production site(s) to confirm that the manufacturer has a capacity to produce the same products as the prototype in its own quality control system if type approval is granted. When the manufacturer achieved the Quality Management Systems Registration Certificate based on ISO9001:2015 relating to the marine equipment, a field verification of manufacturing facilities may be exempted. 3. After the confirmation of the manufacturing capacity, the authorized Division may submit the report to the Director-General and proceed the test for the confirmation of conformity to the technical standards. 4. In order to confirm that the marine equipment under application conforms to the technical standards, the applicant shall conduct type approval tests at the approved Testing Firm in the presence of a Surveyor from the Administration. 5. The Testing Firm shall submit the test report to the Marine Engineering Division with the approved format describing if the product is conform or not to the applicable standards.

6. The authorized Division may submit the recommendation for type approval to the Director- General with the documents of test performed and the type approval certificate shall be issued to the applicant with the format as shown in the attached sample certificate by the Department of Marine Administration.
