CITY OF TAMPA Bob Buckhorn, Mayor Art Programs Division Robin Nigh, Manager Call to Artists: A Request for Qualifications Tampa Riverwalk Doyle Carlton Segment Two Site Opportunities with Project Budgets of $100,000 and $200,000 Application Deadline (postmarked or hand-delivered) Friday, June 5 th, 2015 The City of Tampa Florida has two opportunities for public art within the final segment of the Tampa Riverwalk located in downtown Tampa. Project Description The Doyle Carlton Segment is located on the east side of the Hillsborough River. It runs north from the David A. Straz Center for the Performing Arts and to the south side of Water Works Park and consists of 2050 feet of mostly on-grade walkway. The planned construction elements include: excavating and installing fabric to stop erosion of soil behind the seawall, install the walkway surface, railing, landscaping, electrical and lighting, and furnishings. This segment will connect 1.8 miles of completed Riverwalk to the completed segment in Water Works Park providing 2.2 mile of continuous Riverwalk. The Doyle Carlton Segment is the connection between the southern portions of the Riverwalk and the more residential neighborhoods to the north. The southern portion of the Riverwalk includes natural and cultural amenities located near the riverfront as well as residential, jobs and services available in the central business district. To the immediate north of this segment is the newly completed and award winning Water Works Park. This segment includes the construction of an underpass below the Laurel Street Bridge (Public Art Site 1) and the Interstate 275 interchange (Public Art Site 2) to continue the safe, continuous path. Anticipated schedule: This schedule is subject to adjustment. It is desired that the selected artist will work with the design team with the park under construction. Project is in schematic design. All materials received: June 5, 2015 Notification of artist/s: June 2015 Proposal/contract draft: July 2015 Design/contract finalized: August 2015 Project [artwork] completed: April 2016 Eligibility: This project is open to visual artists with experience executing their ideas from concept to completion, meeting a specified budget and timeframe, and working in the public realm with public agencies. Site Description: There are two significant sites designated for Public Art within this section of the Tampa Riverwalk, both are directly adjacent to the Hillsborough River. Site 1 is under the Laurel Street Bridge; Site 2 is under Interstate I-275. Both sites work within and incorporate some existing infrastructure. A wide variety of user groups traverse these spaces daily including, but not limited to students, residents, visitors, office workers, fitness seekers of all abilities such as walkers, runners, cyclists, etc. There is also significant water traffic including team rowing and recreational boating. The area is diverse in every way..
Site 1: Under the Laurel Street Bridge Estimated budget: $100,000 ** Dimensions: Approximately 6 x 28 Artwork will be affixed to four perforated stainless steel panels inset within a metal frame that is mounted and braced to the concrete embankment. Selected artwork may be, but is not limited to, surface wall art/sculpture, metal, tile, or any other material that can endure the harsh environment associated with conditions of transit and salt water. Subject of artwork is not bound by any particular content, however appropriate themes to consider may include: the natural environment of the Hillsborough River, the history of the site and/or the engineering of the Laurel Street Bridge.
Site 2: Under I-275 Underpass Estimated budget: $200,000 ** Dimensions: variable pending location of artwork; overall space is approx. 30 x 198 x 20 Artwork for this site is expected to provide an impactful experience; due to the scale of the site, it is not expected or intended to fill the entire space. Possible locations include, but are not limited to the wrapping the columns, the overhead area of the piers, and/or the stainless steel screen panels located between the columns. The Florida Department of Transportation is an additional partner on this site and will need to be review by F-DOT and withstand the environment.

Length should be no more than one page double spaced. 2. Current Professional Résumé as PDF emphasizing experience in public art, and working with public agencies. (Résumé not to exceed 2 pages) 3. Digital Images of Past Work JPG images o 10 jpg images of completed art works or projects o Suggested image size 1920 pixels on the longest side and submit as JPG file format not to exceed 2MB o Images files must be clearly titled and numbered to correspond with ID sheet, however, do not include artist s name on digital file o For links to video submissions, see # 4, Identification Sheet 4. Identification (ID) Sheet as PDF that includes: o Number each image o A thumbnail image of each of the 10 images submitted o For each image list: budget, title of work, medium, dimensions, and date of work o A sentence or two of additional explanatory text about specific artworks may be added, although this is not required o On this sheet you may also add up to five url links (vimeo, YouTube). If these links are added, use the same format as above (title, price, medium, etc. and explanatory text) and begin numbering them after the images (11, 12, 13, etc.) o Be sure to clearly state name, address, email, phone and website on the document Artist Selection Process: The Art Selection Committee conducts an initial blind review of all applicants submitted images. The Committee then review artist resumes and statements going through as many rounds of review as needed or required before making recommendations for finalists. These finalists will be given an honorarium/fee to submit proposals. All finalists will work with the Selection Committee and Design Team.
