High Desert W President s Corner by Toni Sandelli, President If you are a Financial/Resource Manager, you have a very important role these days. When there is a shor all in resources, you will be working harder than ever before. You will have to write more jus fica on and impact statements, and they will really ma er. Most importantly with the decentralized environment we work in, your integrity will be tested o en. This is not the first me the federal government has had serious shor alls or true a empts to reduce the budget deficit. The difference now is our control point is at the unit level. The streamlined processes of making purchases via the government purchase cards and making travel arrangements/reimbursement via the Defense Travel System has also le vulnerabili es in ensuring guidance and laws are properly implemented. Inspec ons and audits discover the concerns, but they do not prevent them. You are the front line. As resources dwindle, be ever vigilant in providing sound advice to your leaders and resist making ends meet through crea ve resourcing. Three importance statues that are important for you to know well is the Misappropria on Act (Sec on 1301, 31 USC), the An Deficiency Act (Sec ons 1341 and 1517, 31 USC) and the Bona Fide Need Rule (Sec on 1502 (a), 31 USC). Give good sound recommenda ons to your leaders, not only will it be good for your organiza on, you will be doing the job your were hired to do. Our local chapter meets on the third Wednesday of each month during lunch hour and we always have exci ng speakers with topics rela ve to the financial management community. Why Join? Joining the ASMC is an investment in yourself, your professional development and your career. As an ASMC member, you have the opportunity to network with the local and global community of defense resource management personnel. Regardless of where you are in your career, ASMC membership offers many paths and opportuni es to learn from and interact with your colleagues in ways that will help you meet your professional goals. What is PDI? It s an annual training opportunity hosted by ASMC National. Financial managers from across the DoD come together to share current and forthcoming issues that directly affect our FM roles. You can earn up to 21 CPE s for attending the various training sessions, taught by leading FMers and Senior Leaders. From basic budgeting 101 to career development to decision support, the topics offered are applicable to all levels of experience. Who is eligible? Anyone with FM responsibilities is a good candidate. High Desert Chapter works hard to send a few candidates each year. You can even volunteer to work there to earn a spot. Stay up to date on news about the event at our general membership meetings each month. Many members have attended past PDI s and would be happy to tell you all about it. Speaker of the Month Lt Col Trevor Williams was introduced by Ms. Fran Morris as our guest speaker. He discussed our role in the FM community and the affect we have on the customer service at Edwards AFB. He noted that being part of the FM community is an advantage due to the changes that are taking place. He emphasized that we should be doing the best we can. He men oned that Decision Support is important. He men oned that Office Fitness is the key to being fit for the work challenges we are facing; and our fitness is a combina on of our Spiritual, Rela onal, Physical, and Professional well being. He noted that we must be resilient to stay in the fight and key fitness enablers will help reinforce posi ve behaviors that go well beyond us. He emphasized the importance for mentoring in our career path and the need to make it a two way street to facilitate con nuous growth. Oct Nov MSgt William Russell, the First Sergeant for 412/FSS/CPTS/WSA First Sergeant President, First Sergeant s Council was introduced by Ms. Fran Morris as our guest speaker. He discussed what his role as a first sergeant was and informed us that he was one of 8 assigned to Edwards AFB. He also gave us a few ideas on how the types of issues he assists airmen with resolving. He stated that like us they also donate to charitable organiza ons and went into detail about the current projects they have underway to ensure that military families in need during the holidays have a warm cooked meal. In addi on, he stated that as a First Shirt his primary duty is to assist the military, however he is able to direct civilians to facili es on base that can assist them with situa ons as well. We came together to share the holiday season for our annual Christmas celebra on in December. We shared delicious food sponsored by High Desert Chapter and collected diapers and other needed items for Grace Resources. Ms. Candy Good spoke on giving back to the community through Grace Resources; how rewarding it is and how apprecia ve they are of the dona ons. The folks at Grace Resources were especially excited and full of thanks for receiving the diapers! These are much needed items that really helped their cause. Thanks to everyone for suppor ng our effort and spreading the holiday joy! Dec 3

Minutes Oct Nov Dec Call to Order: 1145, 16 Oct 2012 Old Business Approval of minutes Cons tu on & By Laws: High Desert acceptance is pending approval from a few members. PDI: We received a check for $15,889.36 for our share of volunteer and AI par cipa on at PDI. The cost to the chapter for sending the 12 individuals to PDI was $8,417.60, ne ng $7,471.76 earnings to the chapter. Tax Exempt Status: The IRS user fee check for retroac ve reinstatement of our tax exempt status has been cashed, but as of the October mee ng we did not hear back from the IRS. The Accountant for Na onal warned that the process typically takes 6 8 months. New Business Share Time: Members men oned that CDFM cer fica ons require biennial renewals and con nuing educa on credits to maintain cer fica on. Commi ee Volunteers Needed: Chair is needed for the PR commi ee, volunteers needed for newsle er, membership, professional development, community service, and fundraising commi ees. Training: FIAR training, 4 6 Dec Inter service support, Nov Speaker: Lt. Col Trevor Williams, Comptroller 412 TW, discussed our role in the community and the affect we have on the customer service at EAFB. Noted that being part of the FM community is an advantage in the current environment and we have more of an opportunity to provide decision support. VP Morris sent out emails to the en re FM Community solici ng nomina ons. From the President: Held the drawing for the ASMC Chapter Challenge to complete Intermediate Training on FMDLC. Ruth Decoy, who was not present was the winner of the Fall basket. Charity: Kathleen will s ll visit the Grace Resource center a er this mee ng adjourns and donate items that have been collected. Training: FIAR training slides is not authorized to be released by SAF/FM. In order to have access to the slides, you will need to a end the training. Training will take place 4 6 Dec in Wolfe Yeager Conference Room. Inter service Support Agreement training will occur the following week. Training will be held for 2 1/2 days on main base and 2 1/2 days at AFRL. Kathleen again suggested that members review their IDP and update their MyETMS by 12 December. Approval takes 6 to 8 months. Big THANKS to Rebecca for doing all that work! Stay tuned for updates! Here s a li le history on our tax status through the years: Chapter granted tax exempt status under Sec on 501(c)(6) Not required to file taxes b/c gross receipts less than $25K per year Tax exempt status revoked b/c chapter had not filed for 3 years IRS will reinstate retroac ve status if orgs reapply before 31 Dec 2012. 1986 1995 2007 2010 2012 Law changed required to file regardless of gross receipts no one knew many orgs, including ours, con nued NOT to file. Chapter re applied in Sept and requested a change from 501(c)(6) status to 501(c)(3), which will qualify us for more fundraising opportuni es. 5
