Projects selected as the winners for the Human Centered Design Challenge, a challenge that allows public agencies to design services in a way that maximizes public participation, were presented from throughout the state. Tulare County Workforce Investment Board (TCWIB) focused on employers as being their customers. Based on local employer surveys, TCWIB was able to identify the need for soft skills training as it was recognized as a skills gap in the area. As a result, many employers
struggled with retaining entry level employees. To address this issue, the TCWIB staff contracted with a service provider to provide Essential Skills Training that aimed to educate atrisk proficient employees in the area of soft skills to further their professional development in order to increase their likelihood of being retained or promoted. The committee discussed the local need for Soft Skills Training and how it would benefit local employers by increasing the local retention rate and saving employers time and costs in recruiting and hiring workers as well as local employees becoming more productive for those who have not received training in this area. 10.
