INTRODUCTION/PURPOSE The, is seeking a Construction Project Manager (individual, team or company) to assist with the overall project management and scheduling, resource allocation, project accounting, and control, while providing technical direction and ensuring compliance with quality standards and public project requirements. The Construction Project Manager responsibilities span a broad spectrum, covering all areas of project management including Project Construction Planning, Cost Management, Time Management, Quality Management, Contract Administration, and Safety Management. The County of Ventura Harbor Department Administration Building is located on a 21,623 square foot site at the southwest corner of South Victoria Avenue and Pelican Way just north of the Coast Guard building in Channel Islands Harbor. It currently consists of two separate single-story buildings: the front building (toward the water) contains the Harbor Patrol function. The back building and a portion of the front building also contains the Harbor Director s office, planning, leasing and finance, however, those services have been moved into temporary trailers north of this site. There is a patio between the two buildings. There are also two maintenance shop facilities on the property, and a parking lot. These buildings are constructed of concrete block and wood with flat roofs. They are close to 50 years old and in poor condition. No air conditioning or heating is provided. The site also provides access to the Harbor Patrol dock located just south of the building. PROJECT DESCRIPTION The County of Ventura Harbor Department is replacing its existing Harbor Administration Building with a new facility designed to fit the needs of its current operations and provide a safe and efficient environment for Harbor staff. The new building is a two-story, 8,608 square foot structure located in the same location as the existing building. The layout will accommodate the Harbor Patrol function in the same location as it is currently (toward the water), as well as all administration functions. The new building will provide adequate storage, conference room areas, shower and locker facilities for the Harbor Patrol staff, a break room, public waiting rooms, and restrooms. The exterior has been designed to fit into the adjacent residential neighborhood and therefore has a residential feel. It has a hipped roof to minimize the height, composite shingle exterior, divided light windows and a second story balcony along the south and west elevations. The roof material will be composite, concrete or similar. 2
The parking area will be replaced in the same location as it is currently with slight modifications. Landscaping will be replaced and utilized for storm water runoff where possible. New plant material will include native drought tolerant species appropriate to the salt and wind environment. Construction also includes installation of a sheet pile spread wall around the south and west of the site to serve as building foundation stabilization due to expansive soils. Installation of the sheet pile will require removal and replacement of a portion of the rock revetment and replacement of the Harbor Patrol gangway abutment and gangway. Construction may also require replacement of the CMU wall located on the Coast Guard property. The County of Ventura Harbor Department has or is in the process of obtaining all permits for construction of the new administration building. A Notice of Impending Development (NOID) was approved by the Coastal Commission for this project in 2011 and included specific conditions that must be met before, during and after construction. Permits from the US Army Corp of Engineers and California Regional Water Quality Board are either issued or pending. A street vacation has been requested from the City of Oxnard to complete a minor adjustment to the alignment of Pelican Way (a city street). Building permits will be issued by the County of Ventura Building Department. Water services are provided by the Channel Islands Beach Community Service District. Sewer service is handled by the City of Oxnard. BACKGROUND The Channel Islands Harbor is located within the City of Oxnard between the Ventura Harbor and Port Hueneme. The area of the Harbor covers 310 acres, of which approximately 200 are water. The land area of the Harbor is located within the City of Oxnard, while the water is within the County of Ventura. The Harbor is configured in the form of a Y, oriented on a north-south axis 6,000 feet long. The entrance channel extends 1,200 feet in a southwesterly direction into the sea. The Channel Islands Harbor was opened in 1963 and is designed primarily for recreational boaters, with a small number of slips reserved for commercial fishing. Today, the Harbor encompasses approximately 2,150 slips, with approximately 1,400 additional slips located within the Mandalay Bay, Westport, and Seabridge area to the north. Estimated construction duration is 14 to 17 months. GENERAL REQUIREMENTS/SCOPE OF WORK The Ventura County Harbor Department is seeking an experienced Project Manager to oversee all phases of the new Administration Building project from demolition to final approval. The consultant(s) judged to be the most qualified will 3
be invited to submit a formal proposal. The successful candidate will have experience managing public projects that involve multiple components and involve multiple agencies. Of utmost importance is an individual or firm who is committed to communicating openly and regularly with Harbor Department staff, providing clear, understandable direction to contractors and subcontractors, and insuring compliance with all conditions from the several agencies having jurisdiction over the project. Ultimately, the County seeks to award one contract for this project. However, the County reserves the right to award no contract. Responses may be used to select a Project Manager for future projects. Tasks Required The Project Manager shall coordinate all construction inspection services at the Harbor Department Administration Building Replacement project in accordance with the stamped approved plans, specifications, applicable codes and other tasks as may be directed by Harbor Department s authorized representative. Tasks shall include, but are not limited to: 1. Conduct pre-construction, construction, and bi-monthly progress meetings. 2. Prepare bi-monthly schedule updates for Channel Islands Harbor Department management. 3. Provide monitoring of construction costs. 4. Coordinate invoicing and payment process, including review of Contractor payroll records. 5. Confirm that As-Builts are current and are being updated regularly. 6. Provide quality control services throughout construction. 7. Ensure that all construction activities are proceeding according to the predetermined schedule. 8. Ensure project documents are complete. 9. Coordinate with Harbor Department staff to interpret plans and specifications and review requested changes or product substitutions. 10. Determine working days to be charged against the project. 11. Receive correspondence and other documents from the Contractor. 12. Issue Field Instructions in response to requests from the Contractor. 13. Coordinate review and response to shop drawings and project submittals from the Contractor. 14. Site control for storm water permit compliance. The successful Project Manager will have adequate experience to carry out the work necessary to complete the project within a reasonable time frame, but will also be flexible to accommodate unanticipated changes as they occur. 4

Statement noting the existence of any collective bargaining agreement between prospective consultant and its workers which is currently in effect within Ventura County. A list of contracts completed during the last three years, including: date of completion; duration; type of services; and name, address, and contact person for the contracting agency. Whether the proposing consultant holds a controlling interest in any other organization, or is owned or controlled by any other person or organization. Governmental agencies are exempt from this requirement. Financial interest in any other business. Individuals who are personally performing the contracted services and governmental agencies are exempt from this requirement. If none, so state. Personnel Qualifications: Provide experience of principal individuals of proposing firm s present organization in the areas of financial and management responsibility including: 1) names of principal individuals in present organization; 2) current positions or offices in present organization; and 3) years of service experience, including capacity and magnitude of any type of work. A list of any applicable business or professional licenses or certificates required by the nature of the contract work to be performed and/or ability to obtain any additional licenses or permits that may be required. Response Review and Evaluation Validation: Responses will be checked for the information required to conform to this RFQ. Absence of required information may be cause for rejection. Evaluation: Responses shall be evaluated in accordance with, but not limited to, the following criteria: Experience. The proposing person s/team s/company s background and experience will be evaluated in terms of past work performed that relates to the scope of work anticipated by the County. References. The proposing firm s record of successful service and support on projects of comparable size and environment. The County will be the sole judge in choosing the consultant who will proceed to the formal proposal stage. The County reserves the right to reject any and/or all responses for any (or no) reason whatsoever with or without explanation. 7
