OSh Info ARE WE SAFE ENOUGH TO FACE THE UNEXPECTED/ NEW EMERGING HAZARDS IN THE NEXT REVOLUTION? INTERNATIONAL PROGRAM SHORT REPORT: ASIAN OCCUPATIONAL SAFETY AND HEALTH RESEARCH INSTITUTES (AOSHRI) MEETING Date: 1 TO 3 NOVEMBER 2018 Venue: INSTITUTE OF LABOR, OCCUPATIONAL SAFETY AND HEALTH (ILOSH), MINISTRY OF LABOR, TAIWAN On 1st to 3rd of November 2018, NIOSH delegates attended the 7th AOSHRI meeting that organised and hosted by ILOSH, Taiwan. In total, there were about 30 participants from seven AOSHRIs country members attend the meeting; Taiwan, Malaysia, Singapore, Indonesia, Korea, Japan and Taiwan. There was also special delegate invited to be observer and speaker for Joint AOSHRI International Experts Forum from NIOSH CDC, United State of America. To date, a total of six meetings have been held by Japan (2004), Korea (2007), China (2009), Malaysia (2012), Singapore (2015) and Sri Lanka (2016). For this meeting in Taiwan, NIOSH Malaysia were represented by three officers; Hj. Mohd Esa Baruji (OSH Specialist 1, Consultation, Research and Development Department [CRD]), Hj. Amiruddin Abdul Aziz (OSH Specialist 2, CRD) and Muhammad Syaidan Abdullah (Executive, Research Management Centre). The purpose of this platform are to exchange, discuss and share practical experiences in Occupational Safety And Health (OSH) in order to reduce accident and occupational diseases through research to practice to research concept (rtptr). The main objectives of the meeting were as following: a) Discuss OSH research activities in national or regional OSH research institutes in Asia; b) Utilise this information for further activities in each institute; c) Set up an international network for continuous cooperation among institutes; d) Facilitate international research cooperation to help solve OSH issues; e) Discuss the topic of emerging OSH risks and concerns faced by the respective economies for the next decade; and f) To facilitate a greater exchange of ideas and to advance WSH knowledge and innovation. For Day 1, the program started with a group photo session and followed by opening ceremony officiated by Taiwan s Minister of Labour (MOL), Madam Hsu Ming-Chun. The program was continued with country report presentations and visit to ILOSH Exhibition and Laboratory Centre. Delegates also were brought to construction site to witness the best practice by Taiwan in the evening. There were very interesting practice and technology implemented such as edge protection, working at height practice, worker s personal protective equipment verification system and others. In Day 2, it was continued with collaborative research projects progress, discussion on future AOSHRI Collaborative Research Projects, cultural tour (Taipei Sight Seeing and National Palace Museum) and ended up with dinner with The Honourable Minister of Labor at The Grand Hotel, Taipei. For NIOSH Malaysia, the proposed collaboration research project entitled Transformation and Development of OSH Services In Line with I.R. 4.0 was accepted by AOSHRI to be one of research projects to be executed. National Institute of Occupational Safety and Health (NIOSH) Japan will lead the project and assisted by NIOSH Malaysia. The progress of research project will be presented to members expected on September 2019. Delegates also invited to attend and participate in the International Experts Forum on Day 3, which was also opened to the public. Expert from NIOSH CDC United States of America, JNIOSH, Singapore, Thailand and Taiwan were among presenters sharing their experiences and knowledge. The day continued with AOSHRI meeting specifically discussion on MoU (AOSHRI and ASEAN- OSHNet) document, appointment of chairman s next meeting and venue for next meeting. The meeting agreed to appoint KOSHA as chairman s next meeting and South Korea as next AOSHRI s meeting venue at year 2020. Few highlight points during presentation were as below:

Injury prevention solutions to reduce top 3 causes of fatal and major injuries (vehicularrelated, falls from height & machinery-related); b. Ill-health arising from and impacting work solutions to reduce occupational diseases and work-related ill-health mortality (work-related MSDs, work-related cardiac deaths and occupational cancer); and c. Studies to address emerging WSH concerns (Ageing workforce, work stress and technology & the changin world of work). 3 NIOSH, Japan (JNIOSH) Priority area - The 13th Occupational Safety & Health Program: 1) To reduce fatal accidents especially for construction and manufacturing industry; 2) In health (Well-being) aspect, strategise the prevention of karoshi, to adapt to changes in the employment structure and diversified work styles and to ensure the health of workers with diseases; and 3) Cross-industrial approach: Reinforcement of efforts by companies and industries, reinforcement of S&H management and development of human resources and improvement of nationwide awareness. 4 KOSHA, South Korea (Occupational Safety and Health Research Institute [OSHRI]) 5 Bureau of Occupational and Environmental Diseases, Ministry of Public Health, Thailand 6 Directorate General of Labour Inspection Development and OSH, Ministry of Manpower, Indonesia 1) From expert survey: a. Core keywords chemical, hazard factors construction, system, service industry, IoT, policy, semiconductor, monitoring, manufacturing, disease, exposure assessment and mental health; 2) KOSHA OSHRI Research Agenda (KORA) The objective is to research on social value guarding live and health of working people. The strategy are; a. Leading safety and health prevention paradigm shift; b. Tackling current issue and connecting social value with research; and c. Building up foundation of OSH. 1) Focused on Occupational health management at all setting 2) Development of standard guidelines for health surveillance and how to implement suitable control measures; 3) To find appropriate measures to implement all known knowledge into practice. 1) Risk Assessment on OSH for Construction Industry (Risk Mapping and Classifying Zone) 2) Research on Risk and Economic Benefits of Occupational Safety and Health for Enterprises 3) Textile Industry : Noise, Vibration and shift work 4) Chemical Industry : Hazardous substances, toxious and toxicology 5) Anthropometric Survey for special data of Indonesian people 6) Maritime Industry: physical and psychosocial work load 7 ILOSH, Taiwan Future prospects: 1) Strengthening Workplace Safety Protection and Safety Awareness; 2) Developing Control Techniques to Prevent Hazards; 3) Occupational hazards exposure assessment and Health Promotion; 4) Safety and Health Exhibitions and Promotion of Applications of Research Outcomes 5) Applications of intelligent & sensing Technologies; and 6) Applications of IOT Technologies.

Osh Info National Institute of Occupational Safety and Health (NIOSH) No Organisation & Country Explanation 8 NIOSH Malaysia Priority area OSH Research Strategic Area (2018 2022): 1) OSH Culture: To develop OSH culture tools/ measurement as preventive and effective incident; 2) Occupational Health (OH): To increase of illnesses/ occupational diseases reporting and relevant OH standard; 3) Occupational Safety: To reduce of industrial accident rate through research to practice (R2P) approach and practical standard development; 4) OSH Management: To enhance systematic and effective implementation of OSH management at workplace; and 5) OSH Risk management: To implement OSH risk management as preventive, optimum and effective measures. Meanwhile NIOSH Malaysia will organise the AOSHRI progress meeting on September 2019 in conjunction with annual Conference and Exhibition on OSH (COSH) 2019 at Kuala Lumpur Convention Centre and visit to OSH Evaluation and Control Technology (OSHECT), NIOSH Malaysia. The meeting will discuss progress, issue and way forward on 3 collaboration projects: 1) Under-reporting challenges for MSMEs and informal sectors (Headed by NIOSH Sri Lanka), 2) Transformation and Development of OSH Services In Line with I.R. 4.0 (Headed by JNIOSH), and 3) Prevalence of work stress, harassment and work stressors in healthcare sector (Headed by WSHI Singapore). As a result of NIOSH Malaysia s participation in this event are as below: 1) JNIOSH agreed to continue a new MoU signing with NIOSH Malaysia for 2019 to 2021. The MoU exchange was successfully materialised on 28th November 2018; 2) Potential OSH technology transfer and sharing with Indonesia, Thailand and Taiwan delegates. The groups are planning to have further discussion, potential collaboration project and facilities visit to NIOSH Malaysia next year; 3) NIOSH Malaysia was elected to be host for AOSHRI research progress meeting 2019. The event will be on September 2019; 4) A benchmarking report on OSH research within AOSHRI members was prepared and presented to NIOSH s top management for way forward and review; and 5) OSH research international presentation from NIOSH s OSH technical specialist for image building. In conclusion, it is really about the time for Malaysia to enhance, upgrade and empower OSH research activity in identifying the real issues and new emerging risks in line with the development of next industrial revolution and technology in this cutting edge. Collaboration and information sharing is very importance to face the reality. Let s get up!!!. OSh Activities Osh activities National Institute of Occupational Safety and Health (NIOSH) Majlis Sambutan Jubli Perak NIOSH Yang Ke 25 Tahun P ada 7 Disember 2018, NIOSH telah mengadakan Majlis Sambutan Jubli Perak NIOSH Yang Ke 25 Tahun. Majlis sambutan yang julung kalinya itu telah diadakan di Avenue Garden Hotel Bangi dan dirasmikan oleh Pengerusi NIOSH Tan Sri Lee Lam Thye. Majlis bermula sekitar 8.00 malam dengan beberapa acara yang cukup meriah. Pada majlis tersebut diadakan penyampaian anugerah kepada beberapa individu serta syarikat-syarikat yang telah menabur bakti kepada pencapaian NIOSH hingga ke hari ini. Majlis itu turut dihadiri Menteri Sumber Manusia, M Kula Segaran, Ketua Setiausaha Kementerian Sumber Manusia, Lim Eng Hock, Pengarah Eksekutif NIOSH, Ayop Salleh dan beberapa tetamu jemputan. Pengerusi Institut Keselamatan dan Kesihatan Pekerjaan Negara (NIOSH), Tan Sri Lee Lam Thye, menerima anugerah khas sempena Sambutan Ulang Tahun Ke-25 Jubli Perak NIOSH, pada malam itu. Ia bagi menghargai pembabitan penuh dedikasi dan sumbangan beliau kepada NIOSH dalam tempoh 25 tahun. Anugerah berkenaan disampaikan Menteri Sumber Manusia, M Kula Segaran. Turut diraikan beberapa bekas Pengarah Eksekutif, Setiausaha Eksekutif, Ahli Lembaga Pengarah dan pihak pengurusan yang banyak menabur bakti kepada NIOSH bagi memastikan NIOSH terus berkembang dan berada di tahap yang membanggakan sekarang ini. Selain itu, akhbar Harian Metro dan Sistem Televisyen (M) Berhad (TV3) dari Kumpulan Media Prima Berhad serta beberapa organisasi media terpilih menerima sijil penghargaan daripada NIOSH bagi menghargai peranan dan kerjasama dalam menyokong peranan dan kepentingan bidang Keselamatan dan Kesihatan Pekerjaan (KKP). NIOSH genap 25 tahun beroperasi dan telah mencatatkan pelbagai sumbangan untuk memenuhi tujuan dan objektifnya dalam bidang latihan, perundingan, penyelidikan dan penyebaran maklumat. NIOSH ditubuhkan sebagai sebuah syarikat yang terhad oleh jaminan di bawah Kementerian Sumber Manusia pada 24 Jun 1992 dan dibenarkan beroperasi sendiri bagi memberi perkhidmatan yang cekap selain meminimumkan masalah birokrasi. NIOSH melatih lebih 120,000 peserta manakala lebih 3,500 pekerja dalam aktiviti perundingan mengenai aspek keselamatan dan kesihatan setiap tahun. NIOSH turut menganjurkan 500 aktiviti penyebaran maklumat berhubung budaya Pekerjaan dan Keselamatan (OSH) setiap tahun. Sehubungan itu, NIOSH telah membantu mengurangkan kemalangan industri di negara ini. NIOSH perlu terus memperluas peranan dan komitmennya untuk membantu meningkatkan status keselamatan dan kesihatan pekerjaan di negara ini. NIOSH juga dilihat berjaya memainkan peranan sebagai tulang belakang dalam mengawal selia para pekerja di negara ini mengikut peruntukan Akta Keselamatan dan Kesihatan Pekerjaan (OSHA) 1994. Bukan tugas yang mudah kerana NIOSH harus memberikan perkhidmatan terbaik dalam persaingan sihat dengan penyedia latihan lain yang juga menawarkan perkhidmatan serupa. Setiap orang yang pernah bersama NIOSH sebelum ini juga memainkan peranan mereka untuk membantu ia menjadi sebuah organisasi OSH yang dihormati di dalam dan di luar negara. Sambutan Jubli Perak kali ini sekurang-kurangnya menunjukkan betapa NIOSH sangat menghargai sumbangan semua yang terlibat dalam mencapai hala tuju NIOSH selama ini. Kejayaan bukan datang bergolek, ia memerlukan usaha gigih tanpa rasa penat demi sebuah kejayaan. Pencapaian yang dikecapi akan memberi inspirasi kepada kita untuk melakukan lebih banyak usaha demi kepentingan keselamatan di tempat kerja untuk semua orang. Seminar Pengurusan Keselamatan dan Kesihatan Pekerjaan (KKP) di kalangan Penjawat Awam P ada 7 Disember 2018, NIOSH telah menganjurkan Seminar Pengurusan Keselamatan dan Kesihatan Pekerjaan (KKP) di kalangan Penjawat Awam yang telah dirasmikan oleh YB Dato Haji Mahfuz bin Omar, Timbalan Menteri Sumber Manusia bertempat di Avenue Garden Hotel, Bangi. Objektif seminar ini adalah untuk memberikan penerangan dan pemahaman kepada penjawat awam atau kakitangan kerajaan berkenaan isu keselamatan dan kesihatan pekerjaan atau juga di kenali sebagai KKP. Pihak kerajaan akan berusaha memastikan persekitaran kerja yang selamat, kondusif dan disokong oleh amalan KKP yang sistematik. Komitmen yang ditunjukkan oleh semua pihak akan menjadi pemangkin kepada hala tuju pembangunan KKP di Malaysia demi menghadapi cabaran ekonomi global dan peningkatan produktiviti. Seramai 500 penjawat awam yang menghadiri seminar pada hari tersebut. Penglibatan dan penyertaan para penjawat awam amatlah dihargai dan diucapkan ribuan terima kasih. Pemberitahuan Perpindahan Pejabat Baru NIOSH Wilayah Selatan (Melaka). I ngin dimaklumkan bahawa perpindahan NIOSH Wilayah Selatan (Melaka) ke pejabat baru. Pejabat NIOSH Wilayah Selatan (Melaka) mula beroperasi pada 17 DECEMBER 2018 di pejabat baru beralamat seperti berikut; NIOSH MELAKA, BANGUNAN ACAREDEMY, PUSAT REHABILITASI TUN ABDUL RAZAK (PERKESO), GROUND & 1st FLOOR, LOT PT7623 BANDAR HIJAU, 75450 HANG TUAH JAYA, MELAKA. Berikutan daripada itu, operasi perpindahan ke pejabat baru bermula pada 12hb sehingga 14hb December 2018. Kesulitan komunikasi dijangka akan berlaku dalam tempoh bermulanya operasi pemindahan sehingga seminggu selepas tarikh pejabat baru mula beroperasi.
