County of Rockland County HR 218/S. 1132: Law Enforcement Officers Safety Act Qualification Course The Rockland County Police and Public Safety Academy, located in Rockland County, NY will be conducting handgun qualification courses for former officers. The course of fire is the law enforcement qualification course published by New York State DCJS. After firing a passing score the former officer will be issued a HR 218 photo-id card. The card states that the eligible individual passed the qualification course, the date, the type of firearm used (revolver or semi-automatic or both) and a phone number for the Rockland County Sheriffs Communications Center, manned 24/7, that can be called to verify the information shown on the card.

HR 218/S. 1132: Law Enforcement Officers Safety Act Course Dates/Times/Registration Information for 2013 The Rockland County Police and Public Safety Academy, located in Rockland County, NY will be conducting handgun qualification courses for former officers. Rockland County Police Academy Information Sheet For Officers Retired/Separated from Rockland County Departments FEE: $25 (Includes one or two weapons) Payable by check or money order only. No Cash accepted. The Rockland County Police Academy has established a range qualification program for retired/separated officers. On scheduled dates and times, Academy range personnel will conduct the New York State qualification course of fire as published (50 rounds required). All times and scoring requirements will be adhered to as published. A passing score of 70% is required for passing. Upon successful completion of the course of fire a photo ID card similar to the one below will be issued. S. 1132 Law Enforcement Officers Safety Act (HR 218) ANNUAL FIREARMS QUALIFICATION CARD Rockland County Police Academy Pomona, New York 10970 On Retired/separated Officer: Successfully fired a law enforcement Handgun Qualification Course; using the following firearms: Semi-Automatic Revolver Signed: NY State DCJS Police Firearms Instructor To participate in this program, you must register on line and receive a confirmation of the date and time for you to appear at the range facility. Once scheduled, your position will be held unless you cancel at least 24 hours prior to your appointment. Officers who retired/separated from ROCKLAND will be charged $25.00 for one or two firearms during the same range visit. This fee is payable by check or money order made out to Comm. of Finance/Police Academy. Cash will not be accepted. If you qualify on a semi-automatic, your qualification is good for any semi-automatic. If you qualify on a revolver, your qualification is good for any revolver. If you wish to qualify with both a semi-automatic and a revolver, bring one of each weapon. If you wish to qualify on one weapon, a semi-automatic or a revolver, just bring that one weapon. These fees are due regardless of the outcome of the qualification. All fees will be collected prior to qualification firing. Should a retired/separated officer fail to qualify on the first attempt, that individual will be provided a second attempt with the same firearm, during that range visit, at no additional charge, unless prevented by extenuating circumstances. Each retired/separated officer will be required to provide the following items: A valid NEW YORK Pistol Permit or a current HR 218 card. A current retired/separated photo ID from your former department. A notarized 2013 affidavit. (Download from this site) A safe, functional handgun. A safe, functional holster. No crossdraw, shoulder or ankle holsters. A minimum of 50 rounds of FACTORY ammunition (no reloads) per firearm. Reloading devices if desired for revolvers, required for semi-automatics. Safety equipment: Wraparound eye protection, hearing protection and a baseball type hat. * *A limited number of eye and hearing protectors are available for loan 2013 Rockland Letter

That prior to the time of my separation from the agency listed in Paragraph 3, above, I was authorized by law to engage in or supervise the prevention, detection, investigation, or prosecution of, or the incarceration of any person of, any violation of law, and had statutory powers of arrest; 7. That prior to my separation from the agency listed in Paragraph 3, above, I (check one) (A) was regularly employed as a law enforcement officer for an aggregate of 10 years or more; or, (B) retired from service with such agency, after completing any applicable probationary period of such service, due to a serviceconnected disability, as determined by such agency; 8. That I: a. am not under the influence of alcohol or another intoxicating or hallucinatory drug and/or substance; b. have not been convicted of misdemeanor domestic violence within the meaning of 18 U.S.C. 922(d)(9); c. am not the subject of a lawful post-hearing restraining order within the meaning of 18 U.S.C. 922(d)(9); d. am not a convicted felon; e. am not a former U.S. citizen who renounced citizenship within the meaning of 18 U.S.C. 922; f. am not subject to pending indictment for a crime punishable by over 1 year incarceration within the meaning of 18 U.S.C. 922; g. am not an unlawful user or addicted to any controlled dangerous substance within the meaning of 18 U.S.C. 922; h. am not an unlawful alien or fugitive from justice within the meaning of 18 U.S.C. 922; i. am not otherwise prohibited any Federal, State and/or Local law from possessing a firearm; j. am not suffering from any form of dementia and/or am not presently being treated for any mental condition that would raise a question regarding my ability to make sound judgments regarding the carry and/or use of a firearm. 9. That, since my separation in good standing from the agency listed in Paragraph 3, above, I have not been involved in any action, event or condition that, if considered prior to my separation, would have prevented me from retiring in good standing; 10. That I have been trained and am currently safe and proficient in the operation of the firearm or firearms that I will use for the purpose of qualification and that I am familiar and proficient with the safe and proper use of the holster or holsters I will use during the qualification process. QUALIFICATION COURSE OF FIRE Fifty (50) round New York State DCJS qualification course of fire. A passing score of 70 percent with factory ammunition is required. 3 yard line 12 rounds fired in two phases: Phase # 1 6 rounds fired in two round increments no time limit Phase # 2 6 rounds fired in 6 seconds 7 yard line 18 rounds fired in two phases: Phase # 1 6 rounds fired in two round increments no time limit Phase # 1 12 rounds fired in 25 seconds with one reload 15 yard line 12 rounds fired in 40 seconds with one reload 25 yard line 8 rounds fired in 40 seconds with one reload The above qualification course was designed for 6 shot revolvers. Five shot revolvers are more difficult to qualify with. If at all possible use a 6 shot service type revolver. Reloading devices are suggested but not required. Semi-automatic shooters are required to have a minimum of two magazines. Additional Information regarding firearms and qualification may be obtained by calling the range at 845-786-7491. CANCELLATION PROCEDURES Due to the fact that we are limited to the number of shooters that can be scheduled for each range session; we have a long waiting list and we must cover the cost of range staff, the following procedures apply: Once you reserve a date and time for qualification, that reservation is held for you. If you find that you cannot attend at that time you must notify the academy by email to rcpa@co.rockland.ny.us or at phone # (845) 786-7490 or Fax # (845) 364-8926 to cancel or reschedule at least 24 hours prior to your appointment. 2013 Course of Fire

Directions to the Rockland County Police Firearms Training Facility The Firearms Facility is not located at the Police Academy. The following address will put you on the road that the range is located on, approximately one-quarter mile west of the range entrance: 470 Old Route 304 New City, NY 10956 PARK ALL VEHICLES OUTSIDE OF THE FENCE Please park your vehicle with the rear toward the fence (back in) DO NOT HANDLE FIREARMS IN THE PARKING AREAS From the Palisades Interstate Parkway (PIP): Take the PIP to exit 9E (I 87 South) Proceed South on I 87 for approximately 1 mile to exit 12 (Route 303) Follow signs to Route 303 NORTH (becomes 9W North) Proceed North on Route 303/9W North for a total of 5.8 miles to the intersection of 9W & Route 304 (traffic light). Continue North for 1 mile to the next traffic light. At this traffic light make a left onto County Route 90 (not marked from the South) Proceed 150 YARDS and the Firearms Training Facility is on your left. (Note: Route 303 ends by merging into Route 9W NORTH) From the Tappan Zee Bridge going North on Route 87: Proceed North on I 87 to exit 12 (Route 303) Follow signs to Route 303 NORTH (becomes 9W North) Proceed North on Route 303 / 9W North for a total of 5.8 miles to the intersection of 9W & Route 304 (traffic light). Continue North for 1 mile to the next traffic light. At this traffic light make a left onto County Route 90 (not marked from the South) Proceed 150 YARDS and the Firearms Training Facility is on your left. (Note: Route 303 ends by merging into Route 9W -NORTH) From the North - Starting at the intersection of Routes 9W and 202 going South on 9W: From 9W & 202 Proceed south on 9W for 1.9 miles to a traffic light. At this light, County Route 90 (there is a right turning lane) turn Right. Proceed 150 YARDS and the Firearms Training Facility is on your left. YOUR RANGE CHECKLIST Print and use to be sure you have everything you need Each shooter will be required to provide the following items: A valid NEW YORK Pistol Permit or a current HR 218 card. A current retired/separated photo ID from your former department/agency. A notarized 2013 affidavit: To be notarized prior to arriving at the range. (You must use a 2013 affidavit). A safe, functional semi-automatic and/or revolver that you know how to operate. Five shot revolvers are more difficult to qualify with. If at all possible use a 6 shot service type revolver. A safe, functional holster designed for your handgun. No crossdraw or ankle holsters. A sturdy gun-belt or duty belt with keepers, or some other method of securely attaching your gun-belt/holster to your body. Gun-belts must fit snugly to keep your holstered handgun well anchored on your strong side hip. A minimum of 50 rounds of FACTORY ammunition (no reloads) per firearm. Reloading devices: Speed-loaders may be helpful for revolvers. A minimum of 2 magazines are required for semi-automatics. Safety Equipment: Wraparound eye protection, hearing protection and a baseball type hat. Signed check or money order for the amount required.
