Approval of Agenda Commissioner Fields made a motion to approve the June 18, 2015 agenda. The motion was seconded by Commissioner Holland. The motion was carried unanimously. C. Approval of Minutes Commissioner Holland a motion to approve the May 21, 2015 minutes with the correct to 5A) revise commission when to commission know when. Staff Liaison Staff Liaison Van Antwerp reminded the commission that the Arts Commission will not hold meetings in June and July.

Arts & Cultural Grant Approval Staff Liaison Van Antwerp distributed copies of the draft FY16 Cultural Arts Grant application. She suggested that the quick grant option be eliminated since funds are typically depleted in September. In addition, there has only been one request for quick grants funds since 2009. Commissioner Holland made a motion to approve the FY16 Cultural Arts Grant application with the elimination of the quick grant option. The motion was seconded by Commissioner Graham-Yool. The motion was carried unanimously. B. Arts Beacons The Arts Commission discussed the pros and cons of the arts beacons that were recently installed in downtown East Lansing by the Arts Council of Greater Lansing. After discussion, the commission opted to explore an online, interactive map as an alternative. Commissioner Holland made a motion to table the conversation to a meeting in the fall. The motion was seconded by Commissioner Graham-Yool. The motion was carried unanimously. 5) Old Business A. Permanent Imran Qureshi Signage Staff Liaison Van Antwerp reported that Broad Museum suggested cleaning the area and then sealing the artwork in lieu of using Plexiglass. After discussion, the Arts Commission opted to seal the artwork on the stage in Ann Street Plaza and place interpretive signing. Commissioner Throop made a motion to give Staff Liaison Van Antwerp the authorization to spend up to $1,000 on interpretive signage and a sealant for the artwork on Ann Street Plaza for the Imran Qureshi exhibit in Ann Street Plaza. The motion was seconded by Commissioner Fields. The motion was carried unanimously. B. Arts Webpage Staff Liaison Van Antwerp announced that a new a webpage dedicated to cityrelated arts information was created @ www.cityofeastlansing.com/arts. She thanked Commissioner Teager for the idea.

PLANNING, BUILDING AND DEVELOPMENT Quality Services for a Quality Community MEMORANDUM TO: FROM: George Lahanas, City Manager Heather Pope, Community Development Analyst DATE: August 11, 2015 SUBJECT: Downtown Placemaking Projects City of East Lansing PLANNING, BUILDING & DEVELOPMENT 410 Abbot Road East Lansing, MI 48823 (517) 319-6930 www.cityofeastlansing.com Staff and community members have been working on two Placemaking Projects for downtown East Lansing. The proposed locations for the projects are the Grove Street alley and the pedestrian alley in the 500 block of E. Grand River. Both locations would include lighting, planters, landscaping and outdoor tables, chairs and benches. In addition, the Grove Street Alley would include the installation of a mural along the east wall and a speed bump to slow down vehicular traffic. The pedestrian alley will include a multi-generational mosaic art project. The Grove St. alley project is estimated to costs $35,100 and the pedestrian alley is estimated to costs $53,840. Funding for the projects would be through Patronicity which is a crowdfunding platform. Michigan Economic Development Corporation will match every dollar donated to the project through Patronicity crowdfunding campaign. A kick-off event for the crowdfunding campaign is being planned for October 7, 2015, on Ann Street Plaza and Fountain Square. Staff will provide an update on the activities and details that will be part of the kick-off event to City Council in September. Staff is requesting this item be placed on the August 18, 2015 worksession agenda for discussion with City Council. Attachments
REQUEST FOR PROPOSALS: EL Artist Alleys The City of East Lansing Arts Commission is currently accepting proposals from artists interested in creating a commissioned public art mural in downtown East Lansing. About the Project The project involves the creation of a placemaking Artist Alley in the Grove Street alley, which is adjacent and connects to the popular Ann Street Plaza. As part of the proposed project, the alley would receive an East Lansing-themed mural, new lighting, planters, landscaping, outdoor tables, chairs and benches. In order to make these projects a reality, a crowdfunding campaign will be launched through Patronicity this fall. Additional information about the crowdfunding campaign can be found @ https://www.patronicity.com/project/el_artist_alleys#/. Selection Process The Art Selection Panel, a five-member panel appointed by the East Lansing City Council, and additional stakeholders will review the proposals and make a recommendation to the East Lansing Arts Commission. The Arts Commission will ultimately seek authorization to place artwork from the East Lansing City Council. Project Details The mural will serve as a visual landmark and should be distinctive through the use of design, color, etc. It should enhance downtown East Lansing and increase placemaking efforts in the alley and adjacent plaza. The theme of the mural should: 1) depict the culturally and demographically diverse community of East Lansing 2) capture the essence and/or love for East Lansing, 3) help define East Lansing as a unique community. This call to artists is only open to Michigan artists. The artist will be required to work around the piping on the alley wall and create the mural on a secondary panel, such as aluminum composite panels, that will be attached to the alley wall with anchors. The medium used must be durable and able to withstand minor wear and tear and harsh outdoor elements for at least five years. A protective coating application will be required after the mural is installed.
The project budget is not to exceed $10,000 for an artist or team of collaborative artists. The project budget includes the artist(s) fee, installation and material costs (ie. aluminum composite panels, anchor hardware and protective coating), art supplies, travel-related expenses and other associated costs. The mural will be located on the eastern wall in the Ann Street Alley in downtown East Lansing. More than??? square feet of wall is available for the mural (see location summary). The surface is brick (see Location Summary for dimensions). The design will be suitable and acceptable for public viewing of all ages. The mural must be completed by????. Proposals Artists interested in creating a work of public art should submit the following materials by October 15, 2015 to be considered: 1. A narrative and drawing illustrating the concept, including supplemental information such as medium, wall area to be utilized and approximate dimensions of proposed mural. The narrative should convey the artistic intent, colors, style of work, etc. 2. A summary of what type of secondary panel (ie. aluminum composite panels) will be utilized and how they will be attached. 3. Itemized budget 4. Timetable (the mural must be completed by????) 5. Maintenance plan 6. Resume, contact information and artist statement 7. Support material such as examples of other works and/or reviews of similar work. Examples should describe size, materials, cost and location of other public works.
8. Ten copies of the proposal must be printed one-sided on 8 ½ X 11 paper with no sheet protectors, etc. No faxed or e-mailed copies will be accepted. I'm simply touching base in follow-up to our previous discussions regarding "Paint the Aves". As the application process is winding down, it is now time to finalize the jurors that will critique and vote to determine the 1st, 2nd, and 3rd place windows for this event. A rubric is being developed by staff for the adjudicators use when judging the pieces. I am hoping that a representative of the Arts Commission will still be willing to serve as a juror. Jurying will take place next Tuesday, September 29, 2015, from approximately 5:30-7:30 p.m. We will meet at 5:30 p.m. in the Court Conference Room of City Hall. We will then walk, as a group, to each of the windows to adjudicate them. Please feel free to forward this on to the Arts Festival for their consideration.
