Community Council is the lead integrator for Dallas County poverty alleviation solutions. This includes Prevention, Stabilization, and Transitioning Out of Poverty. We seek to expand the capacity of our key referral partners, and other community-based organizations delivering critical services. If you want to go fast, go alone. If you want to go far, go together. - African Proverb Our Poverty Alleviation Mandate: Recognize the complexity of the issues of poverty Build local solutions specific to local needs Support family stability as a foundation for economic security Advocate for systemic change Pursue positive individual, family, and community level change Maximize involvement of people with low incomes Engage local community partners and citizens in solutions Leverage federal, state, and community resources

Case Study: Incubating at Community Council In 2019, Community Council is selecting three Youth STEM and mentorship organizations for support in scaling their operations and building greater capacity to improve postsecondary readiness for low-income middle school and high school students. All students should graduate from high school ready for college, careers, and life, prepared to pursue the future of their choosing. By 2020, 65 percent of all jobs, and 92 percent of traditional STEM jobs, will require postsecondary education and training. College- and career-ready (CCR) graduates should be able to enter and succeed in entry-level postsecondary courses without the need for remediation. Case Study: Accelerating at Community Council Under a multi-year acceleration agreement, the Skill QUEST program is now based at Community Council, leveraging Dallas County Community Services Block Grant funding for accelerating its high-demand, middle skills workforce development program. On average, Skill QUEST participants move from $9,800 annual earnings to more than $45,000 annual earnings after successfully completing the program. This workforce intermediary approach and methodology is evidenced-based and Skill QUEST is a member of Texas network known as the Industrial Areas Foundation. A gold standard independent study highlights the pioneering work of the Project QUEST affiliate in San Antonio as the first scalable intervention in the nation to show sustained, statistically significant increases in participant s earnings (and employment) over time. Skill QUEST has lifted the working poor out of poverty into jobs that pay a family living wage, offer benefits and a career pathway, utilizing three key program elements: Sector-focused employment strategies (healthcare, automotive, IT) are a key component of this work. Individual coaching and wrap around services by the counseling staff ensures completion of courses and consistent follow-up with graduates after job placement Basic needs assistance (food, housing, transportation, childcare) helps participants focus on maintaining a B+ average in their coursework Middle skills training assistance ( including costs for tuition and textbooks ) while participants are enrolled in community college
