Minutes of APEX Committee Meeting dated 11.02.2019 A meeting of APEX Committee was held on 11.02.2019 under the Chairmanship of Secretary, Ministry of Tribal Affairs to appraise and approve the proposals submitted by the Tribal Research Institutes of for funding under the scheme "Support to TRIs". At the outset, Joint Secretary (TRI), MoTA welcomed the participants and put forth certain important aspects for consideration by all TRIs as under, (i) TRIs should adhere to the stipulation in the Guidelines issued on 14.12.2017 and play an important role as knowledge bank and fill the research gaps to enhance the efficiency of Government institutions for devising appropriate strategies for tribal development by the Government. (ii) TRIs should evolve itself in such a mafller that they become a centre of learning and research attracting young scholars. (iii) TRls should focus on quality of output with respect to sanctioned project so that research outcomes could be used effectively and meaningfully for the purpose of development of tribals. (iv) All the TRIs to ensure that there is no duplication of work involved with respect to projects submifted for approval during 2019-20 and funds are not taken from other sources for the same purpose. (v) Projects already sanctioned to be completed with due adherence to stipulated timelines. Submission of pending Utilization Certificates (UCs) and Physical Progress Reports (PPRs) be ensured to enable processing of release of funds for the year 2019-20. Soft copy of progress report to also be uploaded in the SMIS webpage
(http://stcmis.gov.in/smis/). Necessary login credentials for the same has already been shared with TRIs. (vi) All TRIs should submit soft and hard copies of the desired report / publications / audio-visuals etc. pertaining to projects approved to them as part of deliverables and upload a copy of same in Tribal Repository Webpage (http://tribal.nic.inlrepositorv). Necessary login credentials for the same has already been shared with TRIs. (vii) TRIs to upload all relevant material available with them (even if falling outside the scope of sanctioned project) onto the tribal repository web page developed by MoTA. (viii) TRIs to finish the task of preparing tribe profile of the States at the earliest. (ix) TRls to focus on timely completion of construction of Tribal Freedom Fighter Museums and TRI buildings as the case may be, wherever applicable and apprise MoTA of the progress of work on quarterly basis. (x) TRIs to meticulously undertake the project of 'Evaluation of Tribal Sub-Plan' approved during 2018-19, if not completed and share the report expeditiously. (xi) TRIs shall submit proposals for evaluation of Ashram Schools (covering aspects of their functioning, infrastructure gaps, Human Resources, Performance, etc.) to MoTA for consideration. (xii) TRls to upload copies of Tribal language primers developed so far out of MoTA funding or State resources. (xiii) TRIs to keep MoTA informed of various tribal festivals, workshops, seminars etc. being funded by MoTA and share photographs and audio-visuals for records while uploading the same in Tribal repository. (xiv) TRIs to contemplate undertaking assessment of various developmental gaps in tribal dominated areas vis-d-vis other parts of State and feasibility of Lffective utilization of dedicated funds which are earmarked under schemes of various Central Ministries as 'Scheduled Tribe component(src) and State Tribal Sub-plan (TSp) by way of convergence to mitigate the existing gaps. Proposal for such studies could be submitted to MoTA for consideration. MoTA shall share the list of schemes having earmarking of STC funds with the TRIs. 3.
