MARINER ISSA TRAINING CBT Project Description The purpose of this project is to assist vessel owners, vessel operators, merchant mariner unions, maritime academies and other maritime organizations with training merchant mariners aboard US Flag commercial vessels in best practices to reduce the risks and vulnerability associated with information systems. SOCP.US 8

MARINER ISSA TRAINING CBT Project Objectives Identify what information assurance is and its importance Recognize vulnerabilities of and threats to shipboard information systems Identify how to protect maritime information systems from threats Identify best practices to secure a mariner s shipboard, office or personal computer, and protect Personally Identifiable Information (PII). Identify best practices for effective management and utilization of social media tools such as Facebook and Twitter, plus unintended consequences that could arise from using them. SOCP.US 9

MARINER ISSA TRAINING CBT Project Objectives This training will also include separate sections that address issues for mariners working aboard vessels operated or chartered by government agencies. (i.e., MSC, MARAD, NOAA or other government agencies.) Such issues as specific log-in policies and rules surrounding working with classified information. SOCP.US 10

We welcome input and suggestions as to the information security needs specific to the shipboard environment. MARITIME LABOUR CONVENTION The MLC Will enter into force on August 20, 2013. Regardless if U.S. ratifies need to be prepared to implement for U.S. fleet. Article V of Convention no more favorable treatment clause Check the ILO s website for a complete list of ratifying countries. http://www.ilo.org/global/standards/maritime-labour-convention/lang--en/index.htm Fishing vessels, warships and naval auxiliary vessels are exempted and so are vessels that operate exclusively on inland waters such the great lakes between the U. S. and Canada. SOCP.US 24

MARITIME LABOUR CONVENTION Vessels over 500 GT (ITC) on int l voyage: Required to be inspected and issued a Maritime Labor Convention Certificate. Vessels less 500 GT (ITC) on int l voyage: Required to Meet MLC requirements but no MLC Certificates are required to be issued. Until the U.S. ratifies the Convention, the Coast Guard cannot mandate enforcement of its requirements on U.S. vessels or upon foreign vessels calling on U.S. ports. However, the Coast Guard will still continue to fulfill its responsibilities under previously ratified ILO Conventions. SOCP.US 25

MARITIME LABOUR CONVENTION To assist U.S. vessels who may operate in the ports of MLC ratifying nations, the Coast Guard has developed a voluntary MLC inspection program for U.S. vessels to demonstrate compliance with the Convention. The details of this program are contained in a soon to be published NVIC 02-13. The inspection program will allow vessels that want to comply with the MLC to be issued Statements of Voluntary Compliance. Because the U.S. has not ratified the MLC the Coast Guard has no authority to issue actual MLC certificates. SOCP.US 26

MARITIME LABOUR CONVENTION The Coast Guard is authorizing Recognized Class Societies to conduct voluntary MLC inspections and issue SOVCs. The Coast Guard does not intend to inspect or issue SOVCs to vessels that are classed and can receive the inspection from their class society. Also, the Coast Guard does not intend to inspect vessels that are under 500 GT ITC whether they are classed or not. The NVIC provides guidance for these vessels to Self Certify themselves or they can contact a RCS to schedule a voluntary exam for the issuance of a SOVC. SOCP.US 27

BWM FOR UNMANNED BARGES Ballast Water Management (BWM) requirements apply to some unmanned barges. Barges that operate outside the EEZ and seagoing barges greater than 1,600 Gross Register Tons that take on and discharge ballast water in more than one Captain of the Port Zone. Available options for unmanned barges to meet Ballast Water Management Requirements besides installing a Ballast Water Management System (BWMS): Retain BW onboard, do not discharge BW into U.S. waters, use U.S. Public Water System, or discharge BW to onshore facility/or another vessel for treatment. If BWTS is chosen method for meeting requirements & no BWMS is type-approved or available for barge, owner may apply for extension to compliance date (33 CFR 151.2026). SOCP.US 30

SOCP s overall objective is to improve the safety, competitiveness, productivity, and environmental excellence of U.S. vessel operations. All U.S. based vessel operators and organizations that support vessel operations are eligible to participate in the cooperative. With the support of the Maritime Administration (MARAD): industry, labor, education and government will work together to address common challenges and identify new solutions for improvements in ship operations for U.S. based maritime organizations. Moreover, it is anticipated that event could serve as the catalyst that introduces the broader maritime industry to SOCP and embrace it as a forum for working collaboratively to advance the maritime industry in support of the nation s transportation system.
