OPPORTUNITY The Richmond Public Art Program is seeking a professional muralist to reproduce a newly commissioned painting by maritime artist John M. Horton as an outdoor mural in the village of Steveston. The painting was commissioned by the City of Richmond as a legacy artwork to commemorate Canada s 150th anniversary and is on public display in Richmond City Hall. The painting depicts the ship S.V. Titania arriving in Steveston harbour in September 1889. The Titania s arrival in Steveston was the first time a Europe-bound vessel had docked there to directly load Fraser River salmon from the Britannia cannery wharf. SCOPE OF WORK The commissioned muralist will be required to reproduce the S.V. Titania in Steveston painting by John Horton as a mural as well as mentor community volunteers and local artists in the painting of the mural. City staff will assist in selecting and coordinating up to 10 volunteers and local artists with the contracted muralist. BACKGROUND For thousands of years before the arrival of European explorers, the Coast Salish people inhabited this area. The Musqueam band used what is now Richmond as a base for harvesting berries and catching salmon, setting up temporary camps or permanent residences on these 17 islands in the mouth of the Fraser River. By the 1870s the village of Steveston was a unique farming and fishing community at the mouth of the Fraser River. When the first European settlers arrived they found some of the richest delta farmland in the country. The growth of the commercial fishing industry would soon lead to Steveston becoming the salmon capital of the world. Many Japanese and Chinese workers settled in Steveston at the turn of the century. With fifteen canneries along two miles of foreshore, one of which was the biggest in the British Empire, Steveston grew to be the largest commercial fishing harbour in Canada. Today, Steveston is a culturally diverse and vibrant community that embraces heritage and history. The sailing vessel Titania s arrival in Steveston harbour in 1889 was a meaningful occasion in Richmond s history as it marks the first time a Europe-bound vessel had docked in Steveston and the first time a sailing ship took canned salmon to Europe. At that time, this sailing ship was owned by the Hudson s Bay Company. ABOUT THE ARTIST Artist John M. Horton was a long-time resident of Richmond andnow lives in Delta. At the age of 16, he attended the Poole & Boumemouth School of Art in England while apprenticing in the shop-fitting trade. He was a Volunteer Reservist aboard the HMS Wessex and later joined the Royal Navy. Horton immigrated to Canada in 1966 to establish an architectural rendering practice and eventually began taking on commissions of tugs, freighters, fish boats and naval vessels. Today, his paintings are prized by collectors all over the world. Horton is an official Canadian naval war artist and a member of the Canadian Society of Marine Artists, the Federation of Canadian Artists and the Honorable Company of Master Mariners of Canada. 5346361 2

Map of mural location, Steveston Hotel,12111 Third Ave The mural will be located on the south facing wall of the Steveston Hotel, 12111 Third Avenue, Steveston, B.C. The proposed mural dimensions will be a minimum of 10 ft. x 16 to 20 ft. and will be applied to the existing wall which is painted concrete block. BUDGET The total budget for this project is $15,000 CAD. This budget includes (but is not limited to) artist fees, mentorship, materials, equipment, installation, photography, insurance and all taxes (excluding GST). Travel to Richmond and/or accommodation is at the artist s expense. The Public Art Program and the Property Owner will be responsible for all necessary permitting. ARTIST ELIGIBILITY Open to professional artists residing in British Columbia. Qualified muralists will have proven experience producing murals. City of Richmond staff and its Public Art Advisory Committee members, selection panel members, project personnel and immediate family members are not eligible to apply. SELECTION PROCESS A three (3) member selection panel consisting of a combination of artists, art professionals, and community representatives will engage in a single stage artist selection process to review all artist submissions. At the conclusion of the process, the panel will recommend one applicant. The selected muralist will enter into a contract with the City of Richmond. SELECTION CRITERIA Submissions to the RFQ will be reviewed and decisions made based on: Demonstrated ability and experience in producing murals of a similar style and scale. Demonstrated ability and experience in mentoring artists and working with community volunteers Artist capacity to work with multiple project stakeholders.
