Strategic Plan WHO WE ARE Over the decades, Red Rock has evolved and grown in very unique ways and today provides behavioral health services to about 10,000 consumers each year across 24 sites spanning over 14 counties. Red Rock employs nearly 500 staff, including 17 psychiatrists, 3 Advance Practice Registered Nurses (APRNs), one Physician Assistant, 78 Licensed Behavioral Health Practitioners (LBHP s), 99 Behavioral Health Case Managers, 16 Care Coordinators, 16 Family Support Providers and seven Recovery Support Specialists. Geographically, Red Rock is the largest CMHC in Oklahoma, and the second largest in terms of consumers served. Red Rock provides a unique, comprehensive array of services for adults and children besides traditional outpatient services of individual therapy, group therapy, family therapy, group rehabilitation, individual rehabilitation, case management, and crisis intervention. Red Rock assures all staff members are trained in cultural competency and services are delivered in a trauma informed and recovery focused manner taking into consideration gender and age specific issues. OUR MISSION Our mission is to positively change the lives of youth and adults by providing and coordinating their behavioral and physical health in an effort to strengthen families and support the community. 2

GUIDING PRINCIPLES Ensure clinical quality by providing innovative and evidence based practices which maintain financial strength and capacity by providing those quality services in a cost effective manner. Ensure honesty, integrity, caring and respect for persons served and staff, while being ethical and culturally sensitive and utilizing teamwork, dependability, accountability and trust. 3

At Red Rock our services are driven by clinical quality, innovation, financial strength and capacity, ethics and integrity. We accomplish these tasks with teamwork, trust, dependability and accountability. Red Rock Services 4

Red Rock will provide a welcoming environment that conveys a recovery oriented hopeful message. Outpatient programs may address a variety of needs, including, but not limited to, situational stressors, family relations, interpersonal relationships, mental health issues, life span issues, psychiatric illnesses, addictions, eating or sexual disorders, and the needs of victims of abuse, domestic violence, or other trauma. In addition, wellness services and related activities are consumer driven and promote healthy lifestyles and behaviors which may include, and are not limited to smoking cessation, exercise, stress management and education on nutrition. Coordination, as needed, with outside providers (i.e. schools, doctors, 6

employers and other providers/community agencies) is maintained to assure quality of services. Health Teams offer enhanced services and supports for consumers with serious mental illness. The complexity of managing these conditions often increases the challenges of treating and preventing additional chronic health issues, both behavioral and physical. Those with behavioral health conditions face unique barriers in addressing their physical health needs, resulting in disproportionately poor health outcomes, low engagement in preventive health efforts, and high rates of avoidable hospital and emergency department encounters. The purpose of the Red Rock Adult and Youth Health Team is to improve the health status of individuals with Serious Mental Illness and Serious Emotional Disturbance by integrating behavioral and primary health care and promoting wellness and prevention. The Health Team will assist consumers of all ages in improving overall wellness through a whole person approach to addressing their behavioral, somatic, and social needs. This is accomplished through connecting consumers and caregivers to the myriad of supports and services available to them, offering health promotion activities, monitoring both physical and behavioral health needs, and assisting with transitional care. All consumers will be welcomed as there is no wrong door for entry into services. Outpatient services are dedicated to conveying a recovery oriented and hopeful message. Services will be delivered to persons presenting with substance abuse or co occurring related problems, including family members and significant others of consumers, when appropriate, to support the primary consumer s recovery. Red Rock staff understand the importance of building positive relationships with persons served. Staff are trained to evaluate the environment and utilize interactions that promote de escalation and behavior management. Consumers are empowered to manage their own behavior by utilizing skills they have been taught. STRATEGIC CHALLENGES IMPACTING RED ROCK Complexity of payer source requirements for reimbursement requires enhanced technology, the ability to decipher federal regulations and put into practice, utilization review to assure compliance and hiring the most 7

competent skilled staff to administer. The need to provide evidence based care to serve clients with the most complex conditions using the best practice for their condition and providing services at the lowest cost. Healthcare transformation nationwide requires Red Rock to move to an integrated healthcare system of care bridging the gap between physical healthcare and behavioral healthcare. Oklahoma's non participation in Medicaid expansion leaves the poorest citizens with no Healthcare coverage. Oklahoma s behavioral healthcare need is high while funding for behavioral health is ranked 45 th in the Nation. Integrated Technology enhancements are needed to provide personcentered care and to meet federal and state requirements. Collaborative partnerships with healthcare providers is necessary for Red Rock to treat client s whole health. Red Rock Behavioral Health Strategic Plan FY2017 FY2019 Ensure quality of all services provided. Continue to increase number of insurance companies for whom we are a provider. 8

Increase client participation in services by giving access to Patient Portal at all Red Rock outpatient sites. Continue to seek additional funding to increase and improve client services. Expand substance abuse services at all locations. Focus on total wellness by increasing Health Team participation. 9
