BACKGROUND Annual planning to assess the needs to be addressed through: Community Development Block Grant (CDBG) HOME Investment Partnership (HOME) Emergency Solutions Grant (ESG) Five-year ConPlan was approved by the City Council in June 2013 (for FY 2014-2018) FY 2015-2016 Annual Action Plan (AAP) - Year 3 2
