SOUTHERN REGIONAL POWER COMMITTEE BENGALURU Record Notes of Deliberations of the Meeting on SPS related issues held on 21 st September 2015 A Meeting on SPS related issues was held at SRPC, Bengaluru on 21 st September 2015. List of participants is at Annexure- I. Background Note NLDC vide letter No.NLDC/SR_Synch_SPS dated 7 th September 2015 had suggested revision in System Protection Schemes (SPS) for secure operation of the All India Grid after synchronization of 765 kv Aurangabad-Sholapur D/C and 765 kv Kolhapur-Narendra D/C (charged at 400 kv). In SRPC letter dated 15.09.2015 the need for additional 1,500 MW relief (statewise details of relief given in Annexure- II) was emphasized, which is required to be identified and implemented urgently. The additional quantum of load relief required to be provided by the constituents is as given below: KAR KER TN TS PUDU 190 64 703 718 23 Deliberations in the Meeting: Shri S. R. Bhat, Member Secretary, SRPC welcomed the participants to the Meeting. He stated that the additional relief was to be implemented on urgent basis as LTA / MTOA was proposed to be operationalized from October 2015.SPS implementation was necessary for the safe and secure operation of the grid. The following was agreed after deliberations: Karnataka: Karnataka agreed to provide 190 MW of load at Mysore as an interim arrangement. KPTCL would take care of the extension/enabling of the signals from DTPC to Mysore Panel at Nelamangala SR-II would take care of the extension/enabling of the signals from 400 kv Nelamangala Panel to 220 kv feeder panels at Mysore. PGCIL confirmed availability of two additional channels from Nelamangala. KPTCL would ensure 190 MW of load relief at the 220 kv KPTCL stations. KPTCL furnished the DTPC requirement at Hassan, Mysore, Narendra, Raichur, Hiriyur, Guttur, Munirabad & Kudigi. KPTCL also stated that they would rearrange the loads under various SPS schemes along with DTPC commissioning by PGCIL Kerala: KSEBL vide letter dated 19.09.2015 (Annexure- III) had informed that 153 MW loads have been already identified from 220 kv Kalamassery and Brahmapuram SS. 2 Nos. of DTPCs were required at these SS. New DTPCs are required at Pothencode, Edamon, Kundara, Malaparamba and Areakode. It was noted that PGCIL would extend additional signals to existing stations (having DTPC). They confirmed the availability of additional channels. KSEBL confirmed (telephonically) that they would provide the immediate relief of 64 MW using its own network as an interim measure. TANTRANSCO agreed to provide 300 MW relief of earlier Hosur-Salem SPS. PGCIL/TANTRANSCO agreed to do the necessary modifications and wire it to the RSTS signals. TANTRANSCO stated that they may try to extend the loads identified for KKNPP-II SPS for RSTS signals. TANTRANSCO to furnish the DTPC requirements to SR-II considering all SPS trip signals. Telangana: PGCIL confirmed that the DTPCs of Vijayawada-Nellore SPS would be shifted to the Telangana locations for extension of SPS signals. PGCIL was suggested to shift and commission the DTPCs within a week as a contingency requirement (interim arrangement) since LTA/MTOA may be operationalized as per the directions of CTU/PGCIL. TSTRANSCO confirmed (telephonically) that the load relief of 718 MW would be ensured. It was noted that DTPC requirements for Gazwel, Veltoor, RSS and Budidampadu SS was under progress by SR-I. TSTRANSCO to furnish the additional DTPC requirement if any, to SR-I considering all SPS trip signals. General: It was noted that the additional loads would be mapped to Raichur-Sholapur trip signals as a contingency measure as given below: Special Meeting on SPS related issues held on 21.09.2015

Puducherry also to implement 23 MW and were suggested to coordinate with SR- II. All the above activities would be completed by the concerned by 24 th September 2015. ED, SRLDC pointed out that unless the concerned states provide the SPS loads there may be constraints in operationalisation of additional LTA/MTOA. SPS Maintenance Protocol PGCIL submitted the Draft SPS Maintenance Protocol (Annexure- IV). It was noted that the responsibilities of other constituents was not covered in the Protocol. PGCIL to submit detailed SPS Maintenance Protocol along with commercial implications as an Agenda Item for 28 th approval/concurrence. SRPC Meeting (to be held on 10.10.2015) for Member Secretary reiterated that all concerned need to implement additional relief as an urgent measure by 24 th September 2015.
