Recor, ICMA-CM, City Manager RE: DATE: November 2, 2011 The information that follows is intended to keep the Commission abreast of the on-going activities, issues, programs and services within the City. City Manager s Office City Manager The City Manager met with Mayor Benton to discuss city issues. City Manager met with specific department heads to discuss issues, activities and follow-up status reports. City Manager attended a meeting with the Florida Department of Transportation representatives and St. Lucie County representatives to discuss the Port Master Plan and the availability of funding for infrastructure improvements. The City Manager met with Commissioner Alexander to discuss city issues. The City Manager met with Commissioner Perona, Bill Thiess, the City Attorney and Director of Finance to discuss the FPUA s annual distribution. The City Manager attended the Fort Pierce Redevelopment Agency s quarterly meeting. The City Manager met with the City Attorney, City Engineer and Interim Planning Director to discuss the City s stormwater utility. The City Manager met with the City Attorney, Police Chief and Administrative Services Director to discuss Article 17 of the Police Benevolent Association s contract. The City Manager attended a Harbor Advisory Board meeting to observe FDOT s presentation regarding funding opportunities for infrastructure in the Port of Fort Pierce. The City Manager met with Marjorie Harrell to discuss a new business incubator project on Avenue D. The City Manager filled in for Mayor Benton at Coffee with the Mayor on Friday, October 21, 2011. City Manager met with Laurie Blandford of Scripps Newspaper to discuss an application for boat slips on South Beach. City Manager participated in a conference call with Lyle Sumek of Sumek and Associates to discuss the future of Fort Pierce s Strategic Plan.

City Manager met with Cris Adams, President of Heathcote s Board of Trustees and Amy Dahan to discuss the future management of Heathcote s expansion project. City Manager met with the Finance Director, Police Chief, Public Works Director and Communications and Marketing Manager to discuss the City s employee benefits and preparation for the November 14 th Conference Agenda. City Manager met with the Director of Public Works and the Director of Administrative Services to discuss the status of the Teamsters union negotiations. City Manager attended the Joint Meeting with the FPUA on Monday, October 31, 2011. The City Manager, City Engineer, Director of FPRA and Grant Administrator met with Mike Adams and Donna Smith of the RC&D Council to discuss two City stormwater grants. City Manager attended the FPUA Board Meeting on Tuesday, November 1, 2011. Communications & Marketing Manager Participated in a tour of VGTI facility - in Port St. Lucie/community awareness. Spoke to the St. Lucie County Leadership Class about City Government/Fort Pierce Utilities Authority Energy Center. Worked with staff on getting a final logo and under construction page set up for the Fort Pierce Authentic Tours. Established Facebook page for FPAT. Updated marketing materials for Sheraton Plaza residents to reflect current 2011 taxes, utility savings and printed brochures to be distributed by volunteers. Attended the October 17 th Commission meeting. Fort Pierce Redevelopment Agency quarterly meeting and City Worked with St. Lucie Supervisor of Elections and City Clerk to present revised election districts in the City of Fort Pierce. Participated in meeting with City Manager, Chief of Police, Public Works Director and Finance Director to review employee sick and annual leave, benefits, etc. Attended joint Fort Pierce Utilities Authority and City Commission workshop to discuss annual 6 percent transfer.

Assisted the public by researching and providing copies of various public records. Assisted public and various city departments by providing DVD copies of City Commission Meetings. Assisted the public by processing paperwork and payment associated with animal registration. Assisted Code Enforcement Manager by processing check received from St. Lucie County Humane Society for September 2011 animal registrations. Assisted Code Enforcement by processing payments associated from the Happy Hounds Program. Assisted Code Enforcement Manager by processing check received from Acacia Animal Clinic for September 2011 animal registrations. Assisted Animal Control Officer by processing check received from Animal Clinic of Fort Pierce for September 2011 animal registrations. Processed check received from St. Lucie County Humane Society for September 2011 impounds fees. On-going updating of contractors records for current Liability Insurance, Workman Compensation Insurance, and State License information. Attended and recorded the Board of Examiners of Contractors meeting on October 11, 2011. Input all necessary data pertaining to establishing account for all contractors approved by the Board of Examiners of Contractors on October 11, 2011 and issuance of competency cards. Reviewed for completeness and accuracy all necessary paperwork submitted by contractors to go before the Board of Examiners of Contractors at their November 8, 2011 meeting. Prepared legal advertisements, letters, resolutions, & ordinances for various departments for upcoming City Commission agenda items. Prepared several Proclamations. Attended, recorded and transcribed minutes of the Quarterly Fort Pierce Redevelopment Meeting on October 17, 2011.

Attended, recorded and transcribed minutes of the October 17, 2011 City Commission Meeting. Attended, recorded and transcribed minutes of the October 10, 2011 City Manager s Conference Agenda Meeting. Daily balancing process of cash receipts and submittal to Finance Department for bank deposit. On-going implementation of scanning City Commission Agenda Packets onto DVD s. On-going implementation of computerization of annexation records. On-going implementation of scanning City Commission Meeting minutes, ordinances, resolutions, and the Fort Pierce Redevelopment Meeting minutes into the Optiview system. Licensing/Permit Clerk gave courtesy calls to businesses that received renewal notices for the 2012 year and have not renewed. Assisted MIS Department in correcting and adding unit numbers to existing address data base. Assisted Finance Department with invoices received from Scripps Newspaper for advertisements and invoices received from St. Lucie County Clerk of Court for recordings, to determine which departments are to be billed. Prepared and delivered various paperwork to SLC Courthouse Recording Division to be recorded. Assisted Code Enforcement by providing certified copies of code liens to be filed by Code Enforcement with the St. Lucie County Clerk of Court. Assisted Finance Department by signing and affixing the City Seal to necessary paperwork associated with release of liens. Coded and submitted bill from Municode to Finance Department for Annual Code on Internet Fee from October 2011 September 2012. Assisted Planning Department by answering questions pertaining to business tax applications. Assisted Planning Department by providing copies of various ordinances and site plans. Assisted Planning Department personnel by researching Business Tax applications in storage at Public Works compound and provided copies. Assisted Finance Department by researching and providing copies of City Commission Meeting minutes from the 1990 s. Assisted City Attorney staff by researching and providing copies pertaining to various city issues. Deputy City Clerk worked with MIS Department to address issues pertaining to Paperless Agenda. Assisted Code Enforcement by researching and providing copy of an ordinance needed for court.

Compiled all necessary information and submitted to Florida Department of State, Bureau of Elections Records the Minority Appointment Report for Calendar Year 2010, per Section 760.80, Florida Statutes, with copies going to Governor Rick Scott, Honorable Dean Cannon, Speaker of the House of Representatives, and Mike Haridopolos, President of the Senate. Assisted FPRA Staff by researching City Commission meeting minutes from 2004 for items pertaining to Hurricanes Frances and Jeanne. Licensing/Permit Clerk worked with St. Lucie County Property Appraiser to correct records of streets within city limits. Prepared memo to all City departments of the availability for pick-up of Supplement #94 for the City of Fort Pierce Code of Ordinances Book. Prepared letter and mailed Supplement #94 to various county entities that the City provides supplement papers for updating City of Fort Pierce Code of Ordinances Book. Updated three Code of Ordinances books located in City Clerk office with Supplement #94. Updated one Code of Ordinances book located in City Commission Chambers with Supplement #94. Updated Code of Ordinances books located in Mayor s office and four City Commissioner s offices with Supplement #94. Updated seven reserve Code of Ordinances books in storage with Supplement #94. Prepared all necessary paperwork to purchase a tag and applied for a title for one 2003 Ford F450 Bucket Truck for Public Works Parks & Ground Division. Researched and provided signed copy to City Engineer of Interlocal Agreement between Heathcote Botanical Gardens, St. Lucie County and City Of Fort Pierce. Met with Lowes regarding a new program TCPN (The Cooperative Purchasing Network). Procurement 1. RFP #6060 Marina Presentations (3 Companies). 2. Prepared two bids for the Sunrise Theatre. 3. Director made a presentation at Lincoln Park Main Street ~ How To Do Business with the City. 4. Prepared Departmental Performance Information for 2012 Budget. 5. Prepared Turnover Report for City Manager. 6. Prepared letters inviting top three ranked companies for RFQ No. 6052 to make a presentation for Commission/Staff ~ Energy Service Performance Contracting. 7. Processing and/or completion of awards to vendors/contractors approved by Commission/FPUA Board and process FY 2012 annual contracts/fpua & City. Risk Management 1. Collaborating with Blue Cross/Blue Shield to do an on-site health fair. 2. Implementing a more robust Wellness Program. 3. Attended Liability (Police) Conference. 4. Collaborated with Florida League of Cities to close WC claims. 5. Filed subrogation against several insurance companies. 6. Processed new WC claims. 7. Processed day to day Risk management duties. Human Resources 1. Coordinated pre-employment physicals and background checks. 2. Created several Personnel Action forms for employees. 3. Distributed monthly reports to each department such as accrual register, time sheets and payroll register to Police Department. 4. Processed purchase orders and requisitions. 5. Verified payroll. 6. October 2011 employee monthly evaluations. 7. Completed Verification of Employment/Loss of Income forms. Police Department Mentoring Program More than a dozen employees have completed mentoring training and will begin serving with the Big Brothers Big Sisters School Based Mentoring Program in the next few weeks. PBA Union Contract - Staff has completed negotiations with the PBA for the contract period ending September 30, 2012. A contract proposal should be presented to the City Commission on November 7, 2011. Main Station Dedication - January 12, 2012 marks the 25 th anniversary for the deaths of Captain Grover C. Cooper III and Sergeant James A. Wouters, who were killed in the line of duty while employed by the police department and serving a narcotics warrant. The police department is preparing a proposal to dedicate the main police station in their honor. This will be discussed with the City Commission on November 14, 2011, at their Conference Agenda Meeting.

November 7, 2011 City Commission Meeting Page 7 MIS Department Updated software and hardware at Indian Hills Golf Club. Urgent need to secure funding for additional routers citywide or connectivity problems will escalate. Working currently in parallel mode with regular manual agenda and the NovusAgenda (paperless agenda package) still having user issues. Working on Blade Center servers and remote site servers and continued dialog with SunGard HTE technical staff to complete setup of the Blade Center. Severe virus attack Citywide. We are tightening computer controls while updating employees PCs with current applications including anti-virus software to help mitigate attacks (ongoing). Working with Delta Petroleum, Public Works/Fleet Maintenance and Finance on a resolution to our fuel system updated fuel controller and the fuel usage conversion to the City s mainframe. Software integrations citywide (on-going). Working with Diebold and HR on security issues, including activating new employees or replacing lost security cards. Working with State of Florida DMS, GSI Hosting and SunGard HTE on Click2Gov Building Permits. Working with AT&T and State of Florida on the fiber optic installation preparation for Public Works/Solid Waste (ongoing). Lotus Notes IQsuite e-mail spam, and archiving (ongoing). Processing the firewall upgrades for all sites to enhance network security (ongoing). Updating MIS documentation and procedural policies (on-going). Received fifty one (51) new work orders and completed sixty eight (68) work orders. Building Department Developments 1. P.A.L. Project: Permits were issued for the renovation of the building and the installation of the fence. 2. Time Saver 2511 Okeechobee Rd: The permit was issued and the project has commenced. 3. Waste Pro. 4100 Prosperity Dr.: The site work drawings were submitted for review and have been routed to all pertinent departments. 4. Mt. Bethel S 37 th Street: The site work drawings were submitted for review. The property appraiser s office has issued a property ID number for this project; thus the site work drawings are being routed to all required departments today. 5. No Walk Hotel Demolition: The demolition is still in progress. 6. A.E. Backus Gallery 500 N Indian River Dr: Ft. Pierce Main Street has applied for a hardscape permit at the above listed address. 7. Flood Insurance Mailing: Building Department staff completed a mass mailing project to the citizens of Ft. Pierce who live within flood zones. This project must be completed annually in order for the City to qualify for the Federal Flood Insurance Program.

November 7, 2011 City Commission Meeting Page 8 Public Works Department PAL Park Construction is approximately 90% complete. The grand opening celebration has been tentatively scheduled for the week of Thanksgiving 2011, and the first Police Athletic League activity at this facility will be the Saint Lucie County Toy Run to be held December 11, 2011. Energy Efficiency & Conservation 1. Public Works Department staff has only one energy conservation measure remaining for City Hall as part of the U.S. Energy Department Energy Efficiency & Conservation Block Grant (EECBG) Program. The lighting retrofit project is currently being performed within City hall by Facilities Maintenance personnel on an interim basis as time permits. A formal bid has been advertised for a lighting system upgrade at the Sunrise Theatre that is scheduled to reduce their energy consumption. Responses are due by prospective contractors on November 7, 2011. 2. The Evaluation Committee provided a recommendation to enter energy savings performance contracting negotiations with ConEdison (BGA), however; the City Commission decided to listen to presentations of the top three ranked firms that responded to RFQ 6052. Presentations have been scheduled for November 14, 2011 at the City Commission Conference. Edwards Road Canal (Canal #9) Public Works Department crews are removing vegetation and other debris from the canal that runs along the northern boundary of Edwards Road between Sunrise Boulevard and Oleander Avenue. This effort, which will remove obstructions from the path of the flow line and alleviate area flooding concerns, is scheduled to be complete within the next 5 to 7 calendar days. Engineering Department A1A Phase I 1. Roadway construction is on-going along South Ocean from Seaway to Gulfstream. 2. Northbound traffic has been detoured onto the west side of South Ocean between Avalon and Seaway and the reconstruction of the east half of the roadway is underway. The stabilized subgrade has been completed and the base work is in progress. The Type F curb, gutter and driveway aprons have been constructed. Paving is currently scheduled for the week of 11-7-11. 3. Storm drainage installation has been completed along South Ocean from Seaway to Porpoise. 4. Contractor is completing mixing operations of the stabilized subgrade between Avalon and Porpoise. 5. Storm drainage construction and sanitary sewer lateral installations are underway along the west side of the South Ocean Drive roadway between Porpoise and Gulfstream. 6. The underground electric construction and potable water installation is on-going along Seaway. 13th Street (Orange Ave to south of Ave D) Continue to work with Contractor and FDOT on project close-out. 29 th Street (Orange Ave to Ave Q) - FDOT awarded this design/build project under the same contract as the Oleander/Sunrise project. 100% design plans have been reviewed and comments submitted to FDOT. Construction commencement is scheduled for November 2011. Oleander Ave./Sunrise Blvd. Sidewalk and Bike Paths Bi-monthly progress meetings on-going between the consultant, FDOT, County, and the City. 90% design plans have been submitted and review comments are due to FDOT on October 31, 2011. Construction commencement is slated to begin January 2012. Development Reviews Intake of ten Building Permits, Site Plans, and Certificate of Occupancy reviews.

Jetty Park Reconstruction - Staff is currently preparing the FDOT LAP Certification items relating to the award of this $1.6 million dollar Scenic Highway grant. The proposed A1A roundabout at Seaway and South Ocean has been relocated to a locale which would eliminate any impacts to the Jetty Park property. Final plans will be submitted to FDOT the end of November. City Marina Reconstruction - Phase I - The selection committee has completed proposal evaluations and technical interviews. The Committee has made its selection and ranking of the top three proposers and has placed a recommendation on the November 7 th Commission agenda for approval. Street Resurfacing - City has been divided into maintenance sections. Currently preparing maps and assessment roles to address all city streets in poor condition. 10th Street Reconstruction There were ten potential bidders present at the SLC mandatory prebid meeting held on October 21, 2011. As mentioned in previous updates the proposed work includes the reconstruction of 10 th Street from Citrus Avenue to Moore s Creek. The 10 th Street improvements include the undergrounding of electric, infrastructure replacement, sidewalks, curb & gutter, street lighting, and landscaping in accordance with the $1.9 million CDBG Grant. The bid opening is scheduled for November 16, 2011. Pinecrest Subdivision Drainage Improvements SLC has awarded the construction contract to the low bidder, Guettler and Sons Construction. The project is a CDBG Disaster Fund project being done through a joint partnership with St. Lucie County. Project entails canal widening, bank stabilization and drainage infrastructure improvements. Construction commencement is expected to begin in 30 days. Frances Avenue Storm Drainage Replacement Plans have been forwarded to Public Works and FPUA for review. The bid document preparation is underway. Atlantic Avenue Storm Drainage Replacement Preparation of design plans for the retrofit of the existing decrepit storm drainage system along Atlantic Avenue from 5 th Street to 7 th Street. Avenue F and 6th Street Drainage Improvements Plans have been forwarded to Public Works and FPUA for review. Bid plans and cost estimate are 100% complete. Avenue E at Snake Ditch Plans have been forwarded to Public Works and FPUA for review. Stormwater Division - Proposal received from consultant for review of stormwater utilities fee collection methodology. Meeting held with City Manager, consultant engineer, and stormwater legal consultant on October 6, 2011. We have received a public records request from attorney Harold Melville requesting numerous SMU documents and specifically a list of all parcels charged a SMU fee, not draining to a City maintained system. Traffic Control We are working with FDOT to develop a new JPA for the enhancement of our traffic control system. S. 21st Street / Havana Ave. Sidewalk Project Funding has been approved by FDOT for FY 2015. Garden Avenue Sidewalk and Pedestrian Bridge - This project is being funded by a Transportation Enhancement grant through the St. Lucie County TPO. The project entails sidewalk on both sides of Garden Avenue from Oleander Avenue to the Mayflower Canal and a pedestrian bridge crossing Mayflower Canal connecting the neighborhood with Sabal Palm Shopping Plaza. The consultant is currently gathering the required field information as deemed necessary for design purposes.

Comedy Club performances this week were on October 8 and October 22, respectively. Also in the Black Box on October 15, BlueBird Educational Productions presented Jazz Sax player BK Jackson. Performances on the main stage included: Larry Gatlin and the Gatlin Brothers on October 28. Most recently added on the Main Stage: American Idol winner and R&B and Gospel recording artist Ruben Studdard will appear on January 14.
