Public Attendance: None APPROVAL OF AGENDA/MINUTES & COMMISSION BUSINESS A. Changes/Approval of Agenda approved as presented. B. Approval of Minutes A motion was made by Comm. Nagler, second by Comm. Batcheller to approve the minutes of Tuesday, October 28, 2014. MOTION CARRIED. C. Approval of 2015 Meeting Dates A motion was made by Comm. Batcheller, second by Comm. Boyle to approve the 2015 meeting dates of the Mt. Pleasant Parks & Recreation Commission. MOTION CARRIED. PUBLIC COMMENTS - None V. DEPARTMENT REPORTS A. Parks Director Bundy reported the following: Parks Operational Projects Green Overhaul in Parks - A few years ago, a donation of an old trailer was made from the Sheriff s Dept. which included a solar panel. Staff utilized this panel and installed in the gas shed at the Nelson Shop to keep the battery for the pump charged. Staff then installed a water tank recycled from the Mt. Pleasant Center onto the trailer and is used for watering flowers in the parks and public spaces. Excavation of Nelson Park Rotary Bridge landscape and hauling of waste materials; also dormant seeding. Repairs on trails & bridges (removing graffiti). Chipp-a-Waters restroom winterized after deer check station closed. Wall built in west shelter to house new electrical panel in conjunction with Island Park Lighting Project. Parks Capital Projects Dog Park Bandit Industries has completed land clearing project; staff also dormant seeding (seed donated by Friends of the Dog Park)

VI. Nelson Rotary Bridge Phase 1 complete (removal of abutments, replace approach, construction of bridge deck & railings). Electrical in place. Phase 2 to take place in early spring. Island Park Lighting Project Additional lighting added to west shelter, 50 amp plugs added to both west and south shelters to accommodate larger events such as Summerfest & Lion Club BBQ. Tennis courts infrastructure in place, also working on ball diamonds. Cemetery working with engineering firm to re-plot south piece of property which is almost complete. Staff adding concrete bins near the rear of cemetery which will help with aesthetics. 2015 Mill Pond Weir Project the engineering bid for this project was prepared along with Broadway Street River Restoration project. The chosen firm (Spicer Group) offered a discount to do both projects. Surveying mostly complete; preparing request for DEQ permit. Construction bid for these projects may be prepared as a package. B. Recreation Director Riaan Anthony reported on the following programs and events: Farmer s Market wrapped up for the season; new food assistance programs were well received. Candy Cane Lane at the CRDL this Saturday, 12/6/14. Youth volleyball ending 12/14 @ Morey Courts. Start Smart basketball ongoing; wrapping up youth dodgeball. Accepting registrations for youth basketball starting in January. Man vs. Mountain Feb. 7, 2015 construction of obstacles underway, promotions. MASA Tournament MASA has decided to split divisions for 2015. A-division teams will play in Mt. Pleasant, B-division teams in Holland. Union Twp. has instituted a fee for using fields where in the past it has been free. MPPR has won the bid for 2016 U14A Northern National Tournament to be held July 27-31 in Mt. Pleasant. Volunteer Recognition Program one of Recreation s 2014 Goals New recognitions included in e-newsletter, Leisure Link, Facebook. OLD AND NEW BUSINESS A. 2015 Fees & Charges After discussion, The following recommendation for the adoption of the 2015 fees and charges for Mt. Pleasant Parks and Recreation was offered by Commissioner Weaver and supported by Commissioner Nagler.

WHEREAS, Chapter 97.04 of the City Code authorizes the City Commission to establish by resolution fees and charges for recreation and parks services and facilities, and NOW, THEREFORE, BE IT RESOLVED, that the Mt. Pleasant Parks and Recreation Commission hereby recommends that the following fees and charges become effective beginning January 1, 2015 and BE IT FURTHER RESOLVED, that the Parks and Recreation Directors are authorized to effect minor adjustments to the following fees and charges in order to maximize citizen participation and effect positive community cooperation in recreation and parks services. B. Master Plan Timeline was provided and discussed. A survey and open house will be part of the public input mechanism used. Parks & Recreation Commissioners are asked to participate at the open house to help facilitate discussion regarding areas of interest. Additionally, a draft plan will be available for public review and public hearings will take place at upcoming Parks & Recreation Commission, Planning & City Commission meetings. VII.
