Welcome Address Chairman, BSPCB welcoming the participants, stated that after a successful inauguration of Juli Fly Ash Unit, Khagaria on 8 th May 2013, the Task Force now needs to start delivering more tangible results. Apart from activities in Patna and other cities, focus should now be spread to towns and districts. It was suggested to conduct awareness campaigns and workshops in rural areas of Bihar for cleaner brick technologies so that the benefits of Task Force efforts are spread out across the State of Bihar. Task Force needs to renew its efforts at policy and finance for promoting cleaner technologies. 2. Confirmation of the Minutes of the 2 nd. Meeting held on 7 th December 2012. Minutes of the 2 nd Meeting were confirmed by all the Task Force members. Minutes were sent well in advance to all members present in meeting and also to Task Force members along with other relevant documents.

3. Compliance report on the decision taken in the 2 nd Task Force Meeting a. Relaxation of mining royalty for eco friendly brick production Note on relaxation of mining royalty for cleaner brick production technologies submitted to Secretary, DoEF by BSPCB and subsequently forwarded to Department of Mining for consideration. Note on rationalization of mining royalty based on production capacities submitted tosecretary, DoEF by BSPCB and forwarded to Department of Mining for consideration. A meeting for revision of mining royalty will be called where members of Task Force would be invited By Deptt of Mining. DA to follow up with Sri. Anand Prakash Sinha, Dy. Director (HQ); for further action. b. Green procurement policies for Eco brick Schedule committee, Road Construction Department accepted the agenda send by DoEF for further revision of rates for fly ash bricks. Accordingly further revision will be taken up in the next Rate Revision Meeting in June 2013. Letter sent by MS, BSPCB to Secretary DoEF for use of fly ash bricks in Public construction and in own building of DoEF. Follow up/decisionsadopted: Task Force advised Chairman BSPCB to send compliance letters and administrate orders to all State Government Departments regarding use of fly ash bricks in public construction. DA to follow up with Urban Development Dept. for list of Govt. Depts. taking up civil construction on a large scale.major agencies responsible for construction were identified by the Task Force. Compliance letters accompanied by a list of fly ash brick providers and their supply capacities will be sent by BSPCB to these agencies. c. Promotion of cleaner brick production technologies Note on inclusion of cleaner brick production technologies in thrust areas of SIPP (State Industrial Promotion Policy) submitted to Secretary, DoEF and forwarded to Department of Industries for consideration. Training of entrepreneurs on clean brick production technologies held at Varanasi on 15-16 April, 2013. Based on the training programme 1 entrepreneur had already adopted zigzag (natural draught) technology in Barh and many more are in the pipeline. As a result of Task Force initiatives, a fly ash brick enterprise as also inaugurated at Mathurapur village, Khagaria. An EcoKiln enterprise has also come up in Ara, Bhojpur district. Training of workers on clean brick production technologies held at Ara during the period 28 April-15 May, 2013.

DA to follow up with Sri A.K.Bardhan, Deputy Director (Tech.) Industry Deptt.; for further action on SIPP and provision of incentives to entrepreneurs willing to adopt cleaner brick production technologies. Most of the Govt. Depts. expressed their concerns of not receiving the policy notes. Thus during the meeting a copy of the notes forwarded by Secretary DoEF was handed over to all respective Depts. DA to prepare and submit proposal for providing subsidies to fly ash enterprises to Industry Department. All proposals for policy to be initiated by respective Departments and also should be taken up at the level of Chief Minister by the Chairman, BSPCB. Press and media to be called for press briefings in all Task Force meetings. It was also resolved that the Task Force will aim at setting up 100 cleaner brick production technologies in Bihar in the next 2 years with the support of all Govt. Depts. It was resolved to make the employment of atleast 2 certified Firemaster in each brick kiln mandatory by BSPCB. The certification will be made by BSPCB through courses/programmes operated by approved agencies or BSPCB. This will be notified and made mandatory in Pollution clearances by BSPCB. DA and Greentech to support BSPCB in preparing the syllabus, and course materials alongwith necessary manuals. d. Incentives for cleaner brick production technologies Statement of entrepreneurs issues in accessing finance submitted to Secretary, DoEF and Member Secretary, BSPCB. Secretary, DoEF to follow up with Banks on accessing finance by entrepreneurs. Principal Secretary, Finance Department to be approached for guidelines on ease of bank finance for small entrepreneurs willing to adopt cleaner technologies Workshop on Financing of Cleaner Brick Production Technologies to be organized at BSPCB for entrepreneurs. Various banks and financial institutions to be called with support from Principal Secretary, Finance Dept. e. Support to entrepreneurs willing to adopt fly ash brick production technologies Document on Fly ash Procurement Procedure from NTPC modified and submitted to NTPC for final feedback. However no feedback received till date. Improved quality of fly ash brick composition from Kahalgaon, Barauni, Muzzafarpur under process and will be completed for information by July 2013. Brick quality of NTPC, Kahalgaon improved through technical visit. Detailed report of three technologies uploaded on www.ecobrick.in website. NTPC to approve or modify document of Fly ash procurement with immediate effect. If needed NTPC, Kahalgaon will follow up with Corporate Office at New Delhi. Assurance for fly ash availability and required documentation to be made available by NTPC by July.

Meeting to be arranged between BSPCB, Task Force and NTPC at Patna, for easy fly ash availability as per govt. norms from Kahalgaon, Navinagar, Barh and Kanti unit. BSPCB to issue official notification to NTPC for safe disposal plan for fly ash being generated. Notification also to be issued to encourage and facilitate setting up fly ash units in large numbers for consumption of fly ash. Compliance monitoring to be done by BSPCB in each Task Force meeting. DA to provide technical process on production of quality fly ash bricks from fly ash of various thermal power plants in Bihar. It was also resolved that the High Power Committee on Fly Ash be convened by Chairman, BSPCB. The issue of easy fly ash availability from NTPC be taken up through this Committee. BSPCB to follow up the meeting with Secretary DoEF. Dept. of Building Construction to be approached for notification of fly ash brick quality in construction and testing and certification Institutes. f. Relaxation of pollution criteria Relaxation of pollution citing criteria has been initiated by DA and will be submitted to BSPCB by August 2013. BSPCB to call Technical Committee meeting and start the process of framing guidelines for relaxation criteria for fly ash units after receiving the justification note from DA. Concept note for zoning regulation for Brick production technologies and digitization of bricks submitted to BSPCB for consideration. An Air Quality Study for Patna that will also consider zoning of brick kilns would commence from June.The study will be over by 6 months. Based on the result of this study revision in siting criteria for brick kilns will be proposed. g. Additional Items www.ecobricks.in linked to DoEF & BSPCB websites. Discussion agenda: 1. Relaxation of mining royalty for eco friendly brick production Follow up on policy notes submitted to respective departments. Action to be taken by: DA to regularly follow-up with respective Depts. on the status and report to BSPCB and Secretary DoEF. Sub-Committee report on soil usage. Recommendation of soil subcommittee to be included in revised mining policies. Action to be taken by: DA to prepare a policy note on soil usagefor submission to Task Force for consideration.mining Dept. to consider renewing mining lease only when 10ft. depth soil has been used up.

2. Green Procurement policies for Ecobrick Demonstration of fly ash bricks in public construction Administrative order to be sent to all Govt. Depts. by Chairman BSPCB for compliance and issue of necessary orders. Agreement on a demonstration building at Patna. BSPCB to construct own building from fly ash bricks for purpose of demonstration. Required notification to be issued with immediate effect. 3. Promotion of cleaner brick production technologies Brick Sammelan in Patna to be held in September. Letter of request to be sent to Mining Department for participation of District officers and entrepreneurs from each district after specific dates are finalized from BSPCB.Sammelan to be inaugurated by Chief Minister and Deputy Chief Minister. Inclusion of fly ash, waste,hollow brick units in thrust area. Taskforce would be directing the letter to different departments for use of fly ash bricks alongwith list of suppliers of fly ash bricks and schedule of rates. Department of Industry to promote fly ash bricks as thrust area by drafting policy for compulsory fly ash brick usage near thermal power plant, giving incentives for such enterprise and promoting by provide enhanced subsidies. Incentives for upgrading FCK s To create awareness on adoption of cleaner brick production technologies, BSPCB to hold regular press briefing.. Shakti Foundation alongwith DA and Greentech to prepare a concept note and submit to Task Force for leveraging funding for cleaner brick production technologies in Bihar. The proposal will be submitted by BSPCB with support from all involved Depts. within the Task Force. 4. Incentives for cleaner brick production technologies Easy finance from Banks for cleaner brick technologies Principal Secretary, Finance Dept. to be approached for facilitating bank loans for small scale entrepreneurs. Action to be taken by: DA Discussion on formulation of new incentives (like in food processing industries) for cleaner brick production technologies. Not to be taken up at present. 5. Support to entrepreneurs willing to adopt fly ash brick production technologies Availability of raw materials e.g fly ash on priority NTPC to follow up with Corporate Department and submit a note on the process of fly ash availability. Action to be taken by: NTPC

Approach certification institutes for fly ash brick testing DA in association with Building Construction Dept. and Road Construction Dept. to prepare a list of certification institutes in Bihar and upload on website for access by entrepreneurs. Action to be taken by: DA Determination of fly ash brick composition for Kahalgaon region Samples to be taken from NTPC, Nabinagar andbarh for testing of fly ash and finalizing an economical brick composition.ntpc to facilitate the collection of fly ash from all their thermal power plants. Action to be taken by: DA, NTPC 6. Additional Item NTPC as regional centre for Fly ash bricks NTPC agreed to provide their facilities for training of entrepreneurs and workers on fly ash brick making. DA to prepare a proposal for NTPC, Kahalgaon as regional training Centre. Action to be taken by: DA, NTPC Establishment of Training cum Demonstration centre at Patna by Development Alternatives. DA to submit a proposal to BSPCB and Secretary, DoEF stating the objectives and support required from Govt. of Bihar. Action to be taken by: DA Felicitation ceremony for Pioneer entrepreneurs in Clean Brick Production Technology on 5th June at Patna., DA The meeting ended with a Vote of Thanks by the Member Secretary, Bihar State Pollution Control Board. Date for next Task Force Meeting was proposed to be in July, 2013. Final dates will be communicated by the convener in advance.
